A regular meeting of the Liquor Licensing Authority was held on February 11, 2013 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.

Approval of Minutes
Judge Lane approved the minutes from January 28, 2013.
Consent Agenda
a. Request from Ratso Rizzo, Inc., dba Trail Head Tavern to Change, Alter, or Modify the
Licensed Premises at 148 West Mountain Avenue.
b. Request from Rio Grande Mexican Restaurants, Inc., dba Rio Grande Mexican Restaurant
to Change, Alter, or Modify the Licensed Premises at 149 West Mountain Avenue.
Judge Lane approved the request from Ratso Rizzo, Inc., dba Trail Head Tavern, 14S West 1\1ountain
Avenue and the request from Rio Grande Mexican Restaurants, Inc., dba Rio Grande Mexican
Restaurant to Change, Alter, or Modify the Licensed Premises at 149 West Mountain Avenue.
Show Cause Hearing for K&L, Inc., dba
Zquila Mexican Restaurant,
2400 East Harmony Road, Suite 101, Stipulation Agreement Approved
Assistant City Attorney Scurlock summarized the stipulation agreement. She stated the Licensee has
agreed to a 15 day suspension, 5 days served ($1282.76 fine paid in lieu of suspension), with 10 days held
in abeyance for 1 year for violating C.R.S. 12-47-901(1)(a.5)M, permitting the sale or service of alcohol
beverages to a person under the age of 21 years.
Louis Chagolla, representative for K&L, Inc., stated the employee that sold to the underage operative
was immediately fired.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for K&L, Inc., dba Zquila Mexican Restaurant, 2400 East Harmony Road, Suite 101.

Show Cause Hearing for FCTDMl, LLC, dba Matador Mexican Grill,
1823 East Harmony Road, Stipulation Agreement Approved
Assistant City Attorney Scurlock summarized the stipulation agreement. She stated the Licensee has
agreed to a 15 day suspension, 5 days served ($200 fine paid in lieu of suspension), with 10 days held
in abeyance for 1 year for violating C.R.S. 12-47-901(1)(a.5)(I), permitting the sale or service of alcohol
beverages to a person under the age of 21 years.
Paul Michaelsen, representative for FCI'DM1, LLC, stated he has had a chance to review the stipulation
agreement and is prepared to sign it. He stated the employee that sold to the underage operative was
immediately terminated.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for FCTDMI, LLC, dba Matador Mexican Grill, 1823 East Harmony Road.

Romano's Macaroni Grill, 6750 South Timberline Road,
Stipulation Agreement Approved
Assistant City Attorney Scurlock summarized the stipulation agreement. She stated the Licensee has
agreed to a 15 day suspension, 5 days served ($1002.42 fine paid in lieu of suspension), with 10 days held
in abeyance for 1 year for violating C.R.S. 12-47-901(1)(a.5)(I), permitting the sale or service of alcohol
beverages to a person under the age of 21 years.
Scott Laidig, representative for Mac Acquisition, LLC, stated he has had a chance to review the
stipulation agreement and is prepared to sign it. He stated the employee that sold to the underage
operative was immediately terminated.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Mac Acquisition, LLC, dba Romano's Macaroni Grill, 6750 South Timberline Road.
Registration of Leland Christopher Davison as
Manager of Sapphire Events (Lincoln Center),
417 West Magnolia Street, Approved
Leland Christopher Davison, manager applicant, stated that all their staff is TIP's trained. He stated he
is primarily responsible for the day to day operations. Mr. Davison stated they work closely with the
staff at the Lincoln Center. He stated staff monitors the building to make sure patrons do not leave the
premises with an alcohol beverage. Mr. Davison stated any employee found in violation of the liquor
code will likely be terminated. He stated they have a current copy of the liquor code on premise.
Judge Lane approved the registration of Leland Christopher Davison as manager of Sapphire Events
(Lincoln Center), 417 West Magnolia Street.

Registration of Patrick Knight as
Manager of Tokyo Joe's,
100 West Troutman Parkway, Approved
Patrick Knight, manager applicant, stated he has never failed a compliance check or found in violation
of the liquor code. He stated he updates their State liquor code annually. Mr. Knight stated that alcohol
service training is ongoing. He stated only 1 % of their gross sales comes from the sale of alcohol and
that they have a two drink maximum. Mr. Davison stated they rarely have visibly intoxicated patrons
and that they call the police immediately if they do. He stated any employee found in violation of the
liquor code is immediately terminated: Mr. Davison stated they keep a current copy of the liquor code
on premise.
Judge Lane approved the registration of Patrick Knt ght as manager of Tokyo Joe's, 100 West Troutman
Parkway.
Registration of Joshua Cromley as
Manager of Pizza Hut, 1075 Pennock Place, Approved
Joshua Cromley, manager applicant, stated he has worked at Pizza Hut for approximately 2 years. He
stated he has had several years of experience in the sale and service of alcohol. Mr. Cromley stated he
is on premise 40-50 hours per week. He stated training includes identifying visibly intoxicated patrons.
Mr. Cromley stated they approximately have 2 cases of beer on premise. He stated any employee found
in violation of the liquor code is immediately terminated. Mr. Cromley stated there is at least two
managers on premise at all times.
Judge Lane approved the registration of Joshua Cromley as manager of Pizza Hut, 2567 South Shields
Street.
Registration of Stephanie LeClere as
Manager of Pizza Hut, 2567 South Shields Street, Approved
Stephanie LeClere, manager applicant, stated she has worked at Pizza Hut for approximately 2 years.
She stated they keep approximately 2 cases of beer on premise. Ms. LeClere stated she was required
to complete training provided by Pizza Hut. She stated she supervises approximately 20 employees.
Ms. LeClere stated she is on premise approximately 40-50 hours per week. She stated that any time a
vertical id is presented, a manager is required to be involved. Ms. LeClere stated that any employee
found in violation of the liquor code is immediately terminated. She stated she has a current copy of
the liquor code on premise.
Judge Lane approved the registration of Stephanie LeClere as manager of Pizza Hut, 2567 South Shields
Street.

Transfer of Ownership of Choice City Butcher & Deli,
104 West Olive Street from Choice City Butcher & Deli, LLC
to Xenia Ventures, LLC, Approved
Russ Robinson, representative for Xenia Ventures, LLC, stated this transfer of ownership will make him
100% owner. He stated the public will not notice any changes.
Judge Lane approved the transfer of ownership of Choice City Butcher & Deli, 104 West Olive Street
from Choice City Butcher & Deli, LLC to Xenia Ventures, LLC.
