HomeMy WebLinkAbout2012 - Energy Board - Work Plan1 ENERGY BOARD WORK PLAN 2012 1. Energy Production and Delivery  Find ways to provide current/future energy needs without artificially stimulating population growth  Community solar versus individual solar (incentives)  Waste-to-energy  Best use of the gas revolution (e.g. CHP distributed generation)  More local, diversified energy generation (5-10)  Study ways to account for externalities in energy generation and use this information to help provide information/incentives for individual choices  Feed-in tariffs  Increase our renewable/sustainable energy sources for PRPA and Utilities  Role of RECs in our energy portfolio  Small-scale hydroelectric generation  Geo-thermal efforts 2. Energy Use and Consumption  Relationship to air quality  Efficiency/conservation – home energy management systems  Negawatts  New building/zoning projects  Best electric rate structure to use AMI  Increase our renewable/sustainable energy use/portfolio  Less gasoline miles traveled in Fort Collins – carpool, alternative transportation, ecommerce  Life-cycle analysis of providing energy  Building more use of AMI systems (2-5 years)  Public communications; implement home energy reports (OPower) to all customers 3. Partnerships  K-12 school energy use  Efficiency standards for utility customer premises equipment (e.g. cable TV boxes, ADSL modems)  New roles for Utilities as markets and opportunities arise  Relationship (agreement) between Utilities and the idea of FortZED  Evaluate FortZED against other similar programs nationwide  Next steps beyond FortZED  Provide “energy reviews” as requests by other boards/commissions  Joint city boards (e.g. Joint Transportation-Energy Board) with members of regular boards as ex officio members of joint boards  2015 Investigate pump-back (hydro) energy storage opportunities  New public-private partnerships  2020 electric generation; alight with IOU RPS (30% by 2020) 2  Electric generation; increase amount of power city is allowed to generate (>3MW) – PRPA  Invite state legislators and Governor’s Energy Office for briefings, conversations  Economic development collaboration, bringing new jobs and dollars to Fort Collins through green energy industry  Regional Plan with PRPA member cities and beyond o 2015 electric generation; research carbon control on coal plants (Drake plant in Colorado Springs) o Suggest revisions to PRPA policies to help reduce impact to areas outside of city’s Growth Management Area  Airshed and the environment  Incentivize behaviors that achieve long-term goals 4. Community  Information for new citizens  Population growth and support  High energy users - targeted use reduction  Education o Is shared vision possible through education?  Future with zero fossil fuels use o “Costs” of not conserving…as in needing more _____________ o Advising public of best technology for our location (e.g roof color) o Heat islanding issues (2-5 years) o Solar attic fans- vented ridge roofing o “How-to” conserve o Study ways to help consumers make wise choices on their purchase o How do we develop effective educational opportunities to address the City’s energy goals?  Energy savings o Trees  Support and promote local food production  Look at water-energy links  Electric cars – stations/locations  Buy USA; <500 miles from Fort Collins  Alternatives to single-passenger automobile  Community energy forums  Silver community and how they can live well (5, 10, 20 years)  The future of the Mason Corridor (5-10 years) 5. Legislation and Policy  Impact of future regulatory changes on Utilities  City buildings energy efficiency  Energy efficiency program (Pilot-to-Permanent) o Local business efficiency pilot programs  Study Fort Collins’ overall energy usage/trends (electric, gas, transportation) and make recommendations for improvements  Study city/business partnerships and programs to achieve FC Energy Policy goals  Carbon reduction vs. revenue erosion 3  State policy and legislation o State energy use goals  Federal policy, legislation, and programs  Addressing waste as lost energy, money, and opportunity  Push the City’s carbon reduction plans  Incentives for energy efficiency  Returns on investment  Land use policy as it relates to energy policy Broader Questions Does this policy or program solve multiple problems simultaneously? How can we empower innovation with fiscal responsibility? What behavioral changes are required (for a policy/program) and are they feasible? What is the role of the customer? Where do we want to be in 50 and 100 years? Council Input Concepts  High level, strategic  Staff Liaison helps board stay focused at a high level  Avoid focus on operations or “the weeds”, focus on key issues  Advise Council regarding issues  Memo from Transportation Board could be a model for communications  Board minutes are another avenue for communications  Get in front of Council “early and often” – memos are best way to capture their attention  Attend Council meeting (monitor agenda planning)  Council Liaison will attend board meetings when invited  Does “strategic” means theirs or ours?  How to integrate with other boards
