ENERGY BOARD WORK PLAN
2012
1. Energy Production and Delivery
Find ways to provide current/future energy needs without artificially stimulating
population growth
Community solar versus individual solar (incentives)
Waste-to-energy
Best use of the gas revolution (e.g. CHP distributed generation)
More local, diversified energy generation (5-10)
Study ways to account for externalities in energy generation and use this
information to help provide information/incentives for individual choices
Feed-in tariffs
Increase our renewable/sustainable energy sources for PRPA and Utilities
Role of RECs in our energy portfolio
Small-scale hydroelectric generation
Geo-thermal efforts
2. Energy Use and Consumption
Relationship to air quality
Efficiency/conservation – home energy management systems
Negawatts
New building/zoning projects
Best electric rate structure to use AMI
Increase our renewable/sustainable energy use/portfolio
Less gasoline miles traveled in Fort Collins – carpool, alternative transportation,
ecommerce
Life-cycle analysis of providing energy

customers
3. Partnerships
K-12 school energy use
Efficiency standards for utility customer premises equipment (e.g. cable TV
boxes, ADSL modems)
New roles for Utilities as markets and opportunities arise
Relationship (agreement) between Utilities and the idea of FortZED
Evaluate FortZED against other similar programs nationwide
Next steps beyond FortZED
Provide “energy reviews” as requests by other boards/commissions
Joint city boards (e.g. Joint Transportation-Energy Board) with members of
regular boards as ex officio members of joint boards
2015 Investigate pump-back (hydro) energy storage opportunities
New public-private partnerships
2020 electric generation; alight with IOU RPS (30% by 2020)

Invite state legislators and Governor’s Energy Office for briefings, conversations

Council Input Concepts
High level, strategic
Staff Liaison helps board stay focused at a high level
Avoid focus on operations or “the weeds”, focus on key issues
Advise Council regarding issues
Memo from Transportation Board could be a model for communications
Board minutes are another avenue for communications
Get in front of Council “early and often” – memos are best way to capture their attention
Attend Council meeting (monitor agenda planning)
Council Liaison will attend board meetings when invited
Does “strategic” means theirs or ours?
