Magnolia St Fort Collins, CO 80521 970.221-6735 970.221-6373 – fax CULTURAL RESOURCES BOARD ANNUAL REPORT - 2012 BACKGROUND The Cultural Resources Board (CRB) consists of seven members. Regular meetings were held on the last Thursday of February, March, May, July, August, September, October, November and December from 12:00 p.m., to 1:30 p.m. The Board held three Fort Fund funding sessions on the fourth Wednesday of January, April, and June. The Board receives monthly updates from Cultural Services staff and acts in an advisory capacity to City Council for the Cultural Services Department that includes the Lincoln Center and the Fort Collins Museum of Discovery. The Board reviews and advises staff on the following: the Cultural Services and City biannual Budgeting for Outcomes process, Cultural Services facilities improvements, arts and cultural projects and other issues as they arise. The Board continues to interact with the community to better understand cultural issues. Members who served in 2012 were Dr. Diane Gaede, Ms. Janet Gilligan, Mr. John Hayes, Ms. Carol Ann Hixon, Mr. Chris Clemmer, Mr. Paco Gutierrez, and Ms. Maggie Dennis. Ms. Gilligan served as Chairperson. Mr. Clemmer served as Vice- Chairperson. Council liaison: Aislinn Kottwitz Staff Liaisons in 2012 were Marty Heffernan, Director of Community Services; Jill Stilwell, Director of Cultural Services; Cheryl Donaldson, Director of Fort Collins Museum of Discovery; and Gail Budner, Administrative Clerk II. The liaison from the Fort Collins Convention & Visitors Bureau was Katy Schneider. YEARLY HIGHLIGHTS - 2012 The Cultural Resources Board’s (CRB) overarching goal is “To serve as a catalyst in making Fort Collins a cultural center and destination.” To achieve this goal the CRB worked in four major areas: 1. Serve as a catalyst for the development of Fort Collins as a cultural center and destination by working with City Council, staff and cultural groups • CRB advised Council on several important issues during 2012: - CRB was regularly updated on the progress and work of the Art in Public Places program. The CRB made recommendations to City Council regarding proposed Code changes to Art in Public Places. - CRB was actively involved in Budgeting for Outcomes. The Board reviewed the results areas and made recommendations to City Council regarding the Cultural Services Department and other culture related offers, including the Arts Incubator of the Rockies and the Gardens on Spring Creek. In addition, community members were included on budget results teams, and board member Ms. Hixon was selected to serve on the Culture and Recreation Results Team. - CRB responded to Council inquiries regarding the Fort Fund program. • Ms. Gilligan and Mr. Clemmer, as chair and vice-chair of the Board, participated in the Boards and Commissions Process Improvement Feedback meetings in April and November of 2012. • CRB reviewed and provided input into the repurposing of the Carnegie building into the home of the Arts Incubator of the Rockies and a creative center. Beet Street provided periodic updates to the Board on the development of the Arts Incubator of the Rockies. • The Board kept up-to-date on the progress of new Fort Collins Museum of Discovery through monthly updates. • CRB hosted a pre-opening soiree for arts organizations at the new Fort Collins Museum of Discovery in May. Over 75 people from the local arts community attended and were introduced to the new Museum. • CRB members served as liaisons to several groups to gain a broader understanding of the cultural activities in Fort Collins. The CRB was represented with the following groups: - Beet Street Board and the Arts Incubator of the Rockies – Maggie Dennis - Convention/Visitors Bureau – Diane Gaede - Art in Public Places – Carol Ann Hixon - Downtown Business Association – John Hayes/Chris Clemmer 2. Enhance regional awareness of Fort Collins’ arts and cultural events and activities • CRB continued to support the Fort Collins Convention and Visitor Bureau’s on-line events calendar and continued to required Fort Fund grantees to list their events on the calendar. The website calendar is located at www.visitftcollins.com/events . • CRB members served as liaisons to events funded by Fort Fund, attending approximately 40 different cultural events in the community, lending support and assuring that the Fort Fund monies were being well spent. 3. Leverage available resources to the Board in forwarding the overarching goal. • During 2012, the CRB transitioned from paper applications to an on-line application process with local ZoomGrants. The Board held training in October for applicants to learn about the new on-line process and launched the on-line applications in November. • The Board continued to evaluate the Fort Fund granting process and guidelines, and make minor changes to clarify the guidelines. • The Board administered three funding sessions for Fort Fund and recommended grants for distribution as follows: January 2012 Session $34,250 to 21 applicants Tier 2, April 2012 Session $130,400 to 16 applicants, Tier 1 $38,000 to 4 applicants, Cultural Innovation Tier June 2012 Session $54,150 to 20 applicants, Tier 2 Total $256,800 to 52 different organizations (listed below) • Fort Fund grants provided support to well over one hundred community cultural and recreational events in 2012. • The Board recommended four Cultural Innovation Tier grants. These grants went to Beet Street’s Streetmosphere, the Downtown Business Association’s First Night 2013, Fort Collins Musicians Association’s FoCoMX 2013, and Horsetooth Production’s TriMedia Film Festival. • The Board continued to work cooperatively with the Convention and Visitor’s Bureau in making recommendations for Fort Fund dollars that encourage tourism. 4.
