AFFORDABLE HOUSING BOARD
2013 Work Plan
Affordable housing is a critical component of the economic health, sustainability, and
vitality of the city of Fort Collins.
The citizens of Fort Collins recognized the importance of affordable housing in their
community when they listed affordable housing as the THIRD highest community value
in the 2003 Fort Collins Community Survey. Also, the Pathways Past Poverty community
needs survey of 2008 listed affordable housing as the third highest need in the
community.
The Affordable Housing Board will focus its efforts on providing education and
advocacy for affordable housing to the Fort Collins City Council by:
1) Advocating for the need for affordable housing in our community,
specifically, regular attendance at City Council meetings to stress the
important relationship between economic vitality and affordable housing.
2) Having a detailed discussion with the Board’s Council liaison at least twice a
year.
3) Identifying how current and future funding levels meet the needs identified by
existing City policies contained in the Affordable Housing Strategic Plan
2010-2014.
4) Reviewing all proposed policy, regulations, and other issues (e.g., infill
development) and providing input to the City Council on the impact of these
issues on affordable housing.
5) Providing input to the City Council on impact fees.
6) Investigating the potential for more permanent funding sources for the City’s
Affordable Housing Fund to provide financial resources to affordable housing
programs and projects.
7) Complete a City-wide Relocation Plan for low-income families displaced
from affordable housing units as a result of redevelopment projects.
8) Continuing to work with staff to review and evaluate the effectiveness of the
City’s current incentives to developers to produce affordable housing units
and recommend modifications to the City Council.
9) Review and comment on the Social Sustainability Departments Gap Analysis
project.
10) Participate in the community’s efforts to end homelessness.
The Affordable Housing Board will continue its ongoing work in the following areas:
- Recognizing the interdependence of affordable housing and a multitude of
other areas, board members will maintain liaison positions to other groups,
including:
o (To Be Assigned in early 2013) – Planning and Zoning Board
o Karen Miller – Affordable Housing Coalition of Larimer County
o (To Be Assigned in early 2013) – Board of Realtors
o Dan Byers – Economic Advisory Board
o Troy Jones – Transportation Board
- Continue to play a critical role in the Competitive Review process by
reviewing all affordable housing proposals and forwarding priority rankings to
the Community Development Block Grant (CDBG) Commission and the City
Council.
