A regular meeting of the Liquor Licensing Authority was held on September 23, 2002 in Municipal
Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated there are no changes to the agenda.
Consent Agenda
The Consent Agenda is intended to expedite the meeting and allow the Authorityto spend its time on
important items on an agenda. Items on the Consent Agenda are (1) routine items; and (2) those of no
perceived controversy. Anyone may request that an item be "pulled" off the Consent Agenda and
considered separately. Items pulled from the Consent Agenda will be considered under "Other
Business" at the end of the meeting.
a. Rules of Procedures for Local Liquor Licensing Authority
Judge Lane adopted the Consent Agenda.
Consideration of an Avolication from Larimer Humane Society, for a Special Events Permit
at Colorado State Universitv, Loin Center Ballroom, October 5, 2002, Approved
Dori Villalon, representative for the Larimer Humane Society, briefly described the proposed event.
She stated Colorado State University staff are TIP's trained and will be serving alcohol at the event.
Judge Lane approved the request from the Larimer Human Society for a special events permit at
Colorado State University, Lory Center Ballroom, on October 5, 2002.

Registration of Fransiska Sugiarto as Manager of Chipotle Mexican Grill,
649 South College Avenue, Approved
Fransiska Sugiarto, manager applicant, stated she has been TIP's trained and worked in a hotel from
1997-2000 where she was trained to serve alcohol. She stated she has been at Chipode for
approximately one year and stated theyrequire everyone to be carded due to their proximityto the CSU
campus. Ms. Sugiarto stated her employees are required to sign a liquor liability policy with Chipotle.
She stated all cashiers are required to be 21 years old and any violation of the liquor code results in
termination of the employee. Ms. Sugiarto stated she has a current copy of the liquor code on premise.
Judge Lane approved the registration of Fransiska Sugiarto as manager of Chipotle Mexican Grill, 649
South College Avenue.
Adele Reester, attorney representing The Service Partners, stating the applicant is planning on serving
only service industry employees.
Eric Davis, representative for The Service Partners, was sworn. He briefly described his educational
background and employment history. Mr. Davis stated he is currently employed as a bartender and was
previously employed at Pitchers. He stated the bar will be open to the public during the day for lunch
and starting at 5:00 p.m, theyare hoping to have a members-onlytype club onlyfor individuals working
in the restaurant and bar business. Mr. Davis stated that they will have a buffet of home -cooked meals
and are planning to do at least 25% of their sales from food. He stated initially only the three partners
will be working and as the business grows, they will add employees. Mr. Davis stated they would likely
terminate an employee who violates the liquor code and that he does have a current copy of the liquor
code on premise. He stated patrons will be i.d.'d at the bar or by wait staff and have a person at the
door checking W.'s in the evenings. Mr. Davis discussed the proposed licensed premise noting that
restrooms will not be part of the licensed premise. He stated he has not yet received approval from the
building department. Mr. Davis stated he is not the registered manager at Vincent's Old Town Cigar
and stated they will not be doing the same types of activities that are held at the Timnath Feed and
Grain.
Judge Lane stated she needs to have financial information as well as building inspection and fire
authority approval to make the final decision.
Deputy Clerk Jensen noted that the Liquor Licensing Authority has made a decision without all the
financial information in the past; solely contingent upon building inspection approval.
In response to a question from Senior Assistant CityAttomeyAblao, Mr. Davis described the kitchen.
Tina Scott was sworn in and briefly described the petitioning process stating the results were very
favorable with 96% of the 207 signers in favor of the application. She stated the petition circulators

were instructed to tell people that this is a restaurant, not a tavern. It was noted that several addresses
on the petitions were not within the City limits.
In response to Ms. Reester's questions, Ms. Scott detailed how signatures were qualified.
Ms. Reester called Cathleen Feilen who was sworn in and brieflydescribed heremployment history. She
stated she was certified in Wisconsin as a liquor server and she will be taking Liquor Enforcement
Officer Younger's training. She stated she has been tips trained and has not had any liquor code
violations.
Ms. Reester called Ryan Straabe who was sworn in and stated he started in the liquor industry in North
Dakota and came to Colorado in 1994. He was not aware of any liquor violations at his places of
employment. Mr. Straabe stated he will attend Officer Younger's training. He stated he was not the
registered manager of Fargo's Roadhouse. Mr. Sraabe stated this will be the primary employment for
all three partners.
Judge Lane postponed the remainder of the hearing pending investment information. The applicant
will coordinate with Deputy City Clerk Jensen to schedule the next meeting.
Show Cause Hearing for DRM Ventures, Inc., dba
Johnny's Place, 185 North College Avenue.
City Attorney Ablao briefly described the terms of the stipulation agreement.
Richard Ross signed the stipulation agreement and stated he fired the employees that were involved in
this violation. He stated he has been in the restaurant business for 18-19 years and this is his first
violation.
Judge Lane signed the stipulation agreement.
Registration of Jose Luis Vargas as Manager of El Tequila College
(f.k.a., Ixtapa), 238 South College Avenue, Approved
Jose Vargas, manager applicant, briefly described his training and stated he will take Officer Younger's
training Thursdaymorning. He stated he has never had a liquor code violation and that he supervises
9 employees. Mr. Vargas stated he will terminate any employee who violates the liquor code and that
he does not have a current copy of the code on premise.
Mr. Vargas stated he understands that this is a hotel -restaurant liquor license and that 25% of the sales
must come from the sale of full meals. Mr. Vargas briefly described how he trains his employees.
Judge lane approved the registration of Jose Luis Vargas as manager of El Tequila College, 238 South
College Avenue.
