Agenda Item 1 — Meeting Call to Order
Meeting called to order 11:04 a.m.
Agenda Item 2 — Approval of Minutes
Unanimous approval of minutes dated March 4, 2009 with Pathways Past Poverty .
amendment.
Agenda Item 3 - Public Comment
During Mike Freeman's Incentive presentation, Ann Hutchinson from the Chamber
asked:
- What kind of district was established at Timberline and Prospect?
Mike confirmed Timberline and Prospect was a Special Improvement District (no.94)
- Ann also asked for clarification of Metro District elections.
Mike explained that the bonds are re -paid by a mill levy charged to the property owners
within the district's boundaries so an election is held.
Rick Price is a member of the Bicycle Advisory Committee that met for the first time
Monday March 23"d. Rick announced Dan Gould was elected as Chair of this committee
that plans to meet the second Monday of every month at 6:00 (location TBD).
Josh Birks was introduced as the new City of Fort Collins Economic Advisor.
Rick Price asked Mike about how an outside entity would go about making a BFO Offer
for the 2010/2011 Budget.
Agenda Item 4 — Member updates and 6 mo calendar discussion
>The EAC discussed the economic effects of Forbes rating Fort Collins as the second
best Place for Business and Careers. The March 261h Coloradoan article: "Fort Collins
Development Review Fees near bottom" was also highlighted relative to its economic
business friendly benefits to Fort Collins.
>Mike Freeman will follow up with Matt Robenalt to request his attendance at a future
EAC meeting regarding a general DDA overview.
Agenda Item 5 — Follow up discussion regarding previous meetings
Agenda Item 6 — City tax incentives and funding (Mike Freeman)
Mike Freeman presented the framework for incentive consideration, evaluation,
discussion of tools and project examples. This presentation was informational only and
no decisions or recommendations were made. The EAC will discuss further making a
future manufacturing use tax recommendation once more information from City staff
becomes available.
Agenda Item 7 - Discuss next meeting time and location
Next meeting is scheduled for May 6, 2009 posted on the
