Staff Present: Dush, Eckman, Olt, McArdle, Shepard, and Sanchez -Sprague
Agenda Review. Director Dush reviewed the Consent agenda.
Citizen participation:
Chair Schmidt noted Cheryl Distaso, Center for Peace, Justice and the Environment, had made a
request to show a 20-minute documentary. Distaso said that residents of Buckingham were having
trouble getting to P&Z meetings to express their concerns about a music amphitheater being proposed in
their neighborhood. To facilitate that process for them Betty Aragon and David Bartechy visited their
homes and recorded their comments. Distaso agreed the documentary could be in Other Business (after
the Consent Agenda.)
Consent Agenda:
Chair Schmidt asked members of the audience and the Board if they'd like to pull any items from the
Consent Agenda. An audience member requested item # 2, Platte River Power Authority Harmony-
Portner-Boyd Lake 230kV Transmission Line Project, # 9-09/D be pulled from the Consent Agenda

Member Stockover moved to approve the consent agenda which includes: item # 1—February 19,
2009 Planning and Zoning Board Hearing minutes and item # 3 -- Mountain View School Second
Annexation and Zoning, # 3-09. Member Wetzler seconded the motion. The motion was
approved 6:0.
Project: Platte River Power Authority Harmony-Portner-Boyd Lake 230kV
Transmission Line Project - Site Plan Advisory Review, #9-09
Project Description: This request for review from the Platte River Power Authority is submitted to the
Planning and Zoning Board as a Site Plan Advisory Review pursuant to State
Statute Section 31-23-209; which limits the City's review to the location,
character and extent of the improvements.
Within the City of Fort Collins, Platte River Power Authority is proposing to
construct approximately 1.0 mile of a 230kV underground transmission line in a
trench along a line that is between the Union Pacific Railroad tracks that cross

East Trilby Road east of South Lemay Avenue and the Portner Substation on the
north side of East Trilby Road just west of the City of Fort Collins Transfort
facility west of South Lemay Avenue. The proposed transmission line will be
within the City of Fort Collins Growth Management Area. All of the transmission
line will be parallel to East Trilby Road. It will be in street right-of-way and in
easements on private property. The line will be partially on the south and north
sides of East Trilby Road.
Recommendation: Staff has concluded that the proposed facility location, character and extent of
impacts are appropriate and recommends approval.
Hearing Testimony Written Comments and Other Evidence
Public Input
Jeff Wright, Pastor for the Heart of the Rockies Church located at the northwest corner of Trilby and
Lemay, asked on which side of Trilby the transmission line would run. Mike Dahl, Platte River Power
Authority, said the line would run west on the south side of the street next to the curb and bike lanes to
approximately Fortner (near Transfort operations). It would go under Trilby there to the sub -station.
Wright noted a consortium of thirteen non -profits, including Boys & Girls Club, were planning to develop
a youth campus on approximately 11 acres there. They'll be returning to the Board with a Project
Development Plan at a later date.

Member Lingle made a motion to approve River Power Authority Harmony-Portner-Boyd Lake
230kV Transmission Line Project - Site Plan Advisory Review, #9-09 based on conclusions in the
Staff Report stating on page 4. Member Smith seconded the motion. The motion was approved
6:0.
Other Business:
A 20-minute documentary (Buckingham Residents Speak Out Against Amphitheater) was played.
