HomeMy WebLinkAbout2010 - Affordable Housing Board - Work PlanCity of Fort Collins AFFORDABLE HOUSING BOARD 2010 Work Plan Affordable housing is a critical component of the economic health, sustainability, and vitality of the city of Fort Collins. The citizens of Fort Collins recognized the importance of affordable housing in their community when they listed affordable housing as the THIRD highest community value in the 2003 Fort Collins Community Survey. Also, the Pathways Past Poverty community needs survey of 2008 listed affordable housing as the third highest need in the community. The Affordable Housing Board will focus its efforts on providing education and advocacy for affordable housing to the Fort Collins City Council by: 1) Advocating for the need for affordable housing in our community, specifically, regular attendance at City Council meetings to stress the important relationship between economic vitality and affordable housing. 2) Having a detailed discussion with the Board’s Council liaison at least twice a year. 3) Identifying how current and future funding levels meet the needs identified by existing City policy (e.g. Priority Affordable Housing Needs and Strategies report). 4) Reviewing all proposed policy, regulations, and other issues (e.g., infill development) and providing input to the City Council on the impact of these issues on affordable housing. 5) Providing input to the City Council on impact fees. 6) Work with the CDBG Commission on potential changes to the “Point Chart” used to preliminarily rank affordable housing applications received by the City requesting funding through the Competitive Process. 7) Investigate potential, more permanent funding sources for the City’s Affordable Housing Fund to provide financial resources to affordable housing programs and projects. 8) Work with staff on a City-wide Relocation Plan for the families displaced from affordable housing units as a result of redevelopment projects funded through the Downtown Development Authority (DDA), the Urban Renewal Authority (URS), or other City-funded projects. 9) Work with staff to review and evaluate the effectiveness of the City’s current incentives to developers to produce affordable housing units and recommend modifications, or new incentives, to the City Council. 10) Work with staff to update the Priority Affordable Housing Needs and Strategies report. 11) Work with staff and the CDBG Commission on updating the HUD required Consolidated Plan. The Affordable Housing Board will continue its ongoing work in the following areas: - Recognizing the interdependence of affordable housing and a multitude of other areas, board members will maintain liaison positions to other groups, including: o Ben Blonder Transportation Board o Mike Sollenberger – Planning and Zoning Board o George Bryan – Affordable Housing Coalition of Larimer County o Marie Edwards – Board of realtors - Continue to play a critical role in the Competitive Review process by reviewing all housing proposals and forwarding priority rankings to the Community Development Block Grant (CDBG) Commission and the City Council.
