Regular Meeting - September 14, 2009

A regular meeting of the Liquor Licensing Authority was held on September 14, 2009 in Municipal
Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated there are no changes to the agenda.
Approval of Minutes
Judge Lane approved the minutes from August 10, 2009 and August 24, 2009.
Transfer of Ownership of Market Center Liquors,
902 West Drake Road, Unit 11 from Market Center Liquors, Inc., to
Akshar Enterprises, Inc., Approved
Sheetal Patel, representative for Akshar Enterprises, Inc., stated she and her staff have completed TIP's
training. She stated her husband will help on occasion at the store. Ms. Patel stated she will be the
general manager and that they will check the id of each patron. She stated that any employee found in
violation of the liquor code will be immediately terminated and that she has a current copy of the liquor
code on premise.
Judge Lane approved the transfer of ownership of Market Center Liquors, 902 West Drake Road, Unit
11 from Market Center Liquors, Inc., to Akshar Enterprises, Inc.
Hearing on a New Application from
Welcome Home Events, for a beer and wine license at
Cilantro Grill, 128A West Laurel Street, Approved
Sylvia McGrath, representative for Welcome Home Events, was sworn. She stated she has been a
certified TIP's trainer and that she will schedule training with Liquor Enforcement Officer Younger.
She stated this request is customer driven and that she anticipates her food sales will be more than her

beer and wine sales. Ms. McGrath stated she is primarily a restaurant. In response to questions from
the Authority, Ms. McGrath detailed the premises. She stated any new employees will be required to
attend training. Ms. McGrath stated she will primarilybe responsible for the sale and service of alcohol.
She stated any patron ordering alcohol will be carded. Ms. McGrath stated any employee found in
violation of the liquor will be immediatelyterininated if they violate written policy. She stated she has
a current copy of the liquor code on premise.
Ms. McGrath stated she received many positive comments in support of this application.
Judge Lane adopted Resolution 09-14 approving a new application from Welcome Home Events, for
a beer and wine license at Cilantro Grill, 128A West Laurel Street.
Hearing on a New Application from Napoletani Co., for a
beer and wine license at Pulcinella Pizzeria,
1119 West Drake Road, C12, Approved
Mary Race, representative for Napoletani Co., was sworn. Ms. Race stated she and her husband have
been in the restaurant business here in Fort Collins since 1991. She stated theydo not have a restaurant
anymore. Ms. Race stated they are applying for a beer and wine license for this location only. She
stated their clientele is mainly young families. Ms. Race stated they will only carry a small number of
local brews and limited wine list. In response to questions from the Authority, Ms. Race detailed the
premises. She stated she will provide Deputy City Clerk Jensen with an updated diagram Ms. Race
stated they are primarilya restaurant. She stated the patio is fullyvisible from inside the restaurant. Ms.
Race stated all employees are required to sign an employment agreement with the statement that if there
is a liquor code violation they will be immediately terminated.
Ms. Race briefly described the petitioning process. She stated she received many positive remarks in
support of this application.
Judge Lane adopted Resolution 09-13 approving a new application from Napoletani Co., for a beer and
wine license at Pulcinella Pizzeria, 1119 West Drake Road, C12.
