Agenda Item 1 – Meeting Call to Order
Meeting called to order 11:05 a.m.
Agenda Item 2 – Approval of Minutes
Unanimous approval of minutes dated August 5, 2009.
Agenda Item 3 - Public Comment
None
Agenda Item 4 – Follow up discussion regarding previous meetings
Rick Price and Bill Timpson introduced a proposed Pathways Past Poverty (PPP) resolution to
recommend to Council. This is a follow up from Mary Atchison’s Pathways Past Poverty
presentation to the EAC on February 4, 2009. The EAC agreed to go back, provide email input
on the proposed PPP resolution, and re-visit the document at the next meeting.
Agenda Item 5 – Future Agenda Discussion (6 mo planning calendar) and Member
Updates.
Future Agenda Items scheduled for October include:
*Buildable Lands Inventory for City’s Targeted Industry Clusters
*City Plan Update
The EAC would like an Entrepreneurial Panel special meeting sometime in early to mid-
November.
The EAC would also like a special Budget meeting before the final Budget is presented to
Council Tuesday, Nov 3.
In an effort to make time for recommendations after presentations, the EAC has decided to
extend their regular meetings by 30 minutes for 2 ½-hour meetings ending at 1:30 for Oct, Nov,
and December 2009.
Economic Development of the Mason Corridor is pending for the November agenda.
Tom Clevenger suggested, when the time is appropriate, adding a future agenda item dedicated
to discussing the elimination of the manufacturing use tax. This agenda item will be considered
for November per Christophe.
Member Updates:
Rick Price had a Bicycle Advisory Committee (BAC) update regarding the formation of a BAC
Work Plan under the guidance of Dan Gould. Rick is sitting on the BAC sub-committee that is
also contributing to the formation of the BAC Work Plan that includes educational outreach to
the community. Considering the EAC has a goal to attract more businesses to Fort Collins, Rick
asked if anyone from the EAC had input Rick could bring back to the BAC sub-committee
regarding their public educational outreach plan?
Rick Price announced the Bike Co-op would no longer be maintaining the Bike Library Bikes as
of Sept 1, 2009.
Kevin Shaw commented that he felt public safety related to bicycling in Fort Collins should be a
priority within the BAC public educational outreach plan. Members of the EAC, supported
Kevin’s safety comments.
Staff update from Mike Freeman:
*Mike reminded the EAC of the evening Budget Workshop open to the public at the Lincoln
Center. Further details located at fcgov.com home page.
*Mike covered the online Open Book tool, which is at www.fcgov.com/openbook.
City Staff designed the Open Book tool in house.
Agenda Item 6 – Budget Review
Mike Freeman presented a Budget Overview of the Economic Health Results Area, which funds
programs, and services supported in the Council adopted Economic Action Plan. Mike covered
Economic Health funding sources, key purchases, enhancements, reserve use, and provided
examples of reductions or services not purchased. Further details about areas not funded can be
found on the Budget Stop Doing list pending approval from Council Nov 3. The online 2010-

The EAC plans to follow up with a Budget recommendation to Council at a special meeting TBD
but sometime before Nov 3.
Agenda Item 7 – Entrepreneurial Panel Discussion
Speakers from the following companies/organizations may be considered to present at the
Entrepreneurial Panel meeting:
• Small Business Development Center (SBDC-New Executive Director)
• Northern Colorado Economic Development Corporation (NCEDC)
• Colorado State (Engines Lab or Entrepreneurial School)
• Rocky Mountain Innovation Initiative (RMI2/Wirsol)
• Clean Energy Cluster
The EAC would like to plan to have no more then five companies/organizations represented at
the meeting. The meeting is going to be scheduled early to mid November.
Agenda Item 8 - Discuss next meeting time and location
Next regular meeting is scheduled for October 7, 2009 posted on the
