Craig Dodd, Assistant City Attorney Greg Tempel and Angelina Sanchez - Sprague, Recorder Chair Harry Edwards called the meeting to order at 5:30 p.m. Minutes: Jim O'Neill made a motion to approve the January 14, 2009 minutes. Anne Berry seconded the motion. The motion passed 5:0 (Dennis Baker arrived after the vote at 5:35 P.M.) Voice Mail Reports: CRB Voice Mail Message Report: Harry Edwards reported there were no messages when he checked the voice mailbox at 10:35 a.m. on February 11, 2009. Bias Police Voice Mail Report: Lt. Dodd reported there were no messages when staff checked the voice mailbox on at 2:00 p.m. on February 11, 2009. Public Input: Elaine Boni, Human Relations Commission Liaison, was present. New Business: Elections Greg Temple reported that he'd reviewed the Board & Commission Manual and the CRB Bylaws with regard to elections. The Board & Commission Manual (adopted by City Council) prescribes that the election of officers take place either in February or March. The CRB bylaws note that elections will take place in March. Because Match is noted in the bylaws and because it does not conflict with the Board & Commission Manual, he recommends elections take place in March. Dennis wondered if as they set the slate of officers for the coming year if the members whose terms are about to expire will have an opportunity (given the partial terms they may have filled) 1 to reapply. He recommended that officers be selected who could serve through the next election (March 2010). NOTE: Below is the information that Karla Smith, B&C Coordinator in the City Clerk's office, provided relative to members being able to reapply to the Board: • Harry Edwards -- is NOT eligible -- will have served 2 full terms by December 31, 2009 Appointed 5/21/02 until 12/31/05 (more than 24 months -- considered a full term) Reappointed 1/1/06 until 12/31/09 (2nd full term) • Dennis Baker -- is eligible for another term Appointed 12/21/04 until 12/31/05 (less than 24 months -- NOT considered a full term) Reappointed 1/1/06 until 12/31/09 (1st full term) • Glenn Strunk -- is eligible for another term Appointed 2/21/06 until 12/31/10 (more than 24 months -- considered a full term) • Anne Berry -- is eligible for another term Appointed 3/20/07 until 12/31/10 (more than 24 months -- considered a full term) Old Business: Lt. Dodd reported work has continued on the 4-minute video that will cover the history of the CRB, the Board's purpose, the value of citizen participation, the Board's value to police services and the process for making a complaint. Schedule for videotaping is: • Videotaping of CRIB meeting on March 11th • Videotaping of Council Liaison David Roy (February/March, 2009)—history of the CRB • Videotaping of Chairman Harry Edward (next couple of weeks) —legal perspective and purview of the CRB • Videotaping of CRB Members Dennis Baker & Glenn Strunk (March, 2009)—value of citizen participation • Videotaping of complaint intake (February/March, 2009) with Sgt. Jon Holsten and Monica Gavin, acting as a complainant • Videotaping of Chief Harrison (February/March, 2009)—value of the CRB to Police Services The final product would play on Cable 14 two -three times a day for the first month. It would be linked on the web to the CRB web page (http://www.fcgov.com/cityclerk/citizen-review.php) and to the City's City Cable 14 video streaming archives (http://www.fcgov.com/cablel4/video.php). It could also be used when recruiting new members for the Board. Dennis Baker thanked Lt. Dodd for his work to date. Harry Edwards asked Lt. Dodd if it would be possible to see a draft before the video is finalized. Lt. Dodd agreed to facilitate that process. Robin Penny asked if complaints could be made via the CRB or the Bias Reporting voice mailboxes. Lt. Dodd said the Bias Reporting voice mailbox is simply a phone line in which callers can comment on police contacts. It's a place for both good and bad comments. The complaint process, however, is a formal process. The intake of a complaint can occur in multiple places and can be via: phone, in -person, mail, e-mail, by bias -policing comment line or complaint packet. Harry Edwards said he receives feedback from citizens on the CRB line, including a complaint related to a Sheriff's officer. 2 d Training New member training will be continued after the regular meeting on March 11 for about one hour. Harry Edwards asked if there would be any opportunities for SWAT Tactics or Weapons Presentation Training. Lt. Dodd said he'd follow up with Sgt. Yeager and suggested it might be best facilitated at Police Services either after a regular meeting or at mutually agreed upon special time. Lt. Dodd will share potential times at a later date. Pending Cases: No cases pending. Adjournment: Dennis Baker moved to adjourn the meeting. Anne Berry seconded the motion.
