Regular Meeting - September 8, 2008

A regular meeting of the Liquor Licensing Authoritywas held on September 8, 2008 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated there were no changes to the agenda.
Consent Agenda
The Consent Agenda is intended to expedite the meeting and allowthe Authorityto spent its time and
energy on the important items on a lengthyagenda. Items on the Consent Agenda are (1) routine items;
and (2) those of no perceived controversy. Anyone may request that an item be "pulled" off the
Consent Agenda and considered separately. Items pulled from the Consent Agenda will be considered
separately immediately following adoption of the Consent Agenda.
1) Transfer of Ownership of Black Oak Pub and Restaurant, 214 Linden Street from
Ferhill, Inc., to King Biscuit, LLC, and Trade Name Change to King Biscuit.
Judge Lane adopted the Consent Agenda.
Registration of Mark Culloton as
Manager of Austin's American Grill,
2815 Harmony Road, Approved
Mark Culloton, manager applicant, briefly described his background. He stated he has a current
copy of the liquor code on premise. Mr. Culloton stated he is responsible for training employees
involved in the sale and service of alcohol. He stated employees receive training in identifying false
id's and visibly intoxicated patrons. Mr. Culloton stated he has a current copy of the liquor code on
premise.
Judge Lane approved Mark Culloton as Manager of Austin's American Grill, 2815 Harmony Road.

Registration of Mitchell Bohls as
Manager of Austin's American Grill,
100 West Mountain Avenue, Approved
Mitchell Bohls, manager applicant, stated he has over 10 years experience in the restaurant business.
He stated he meets with his employees regarding liquor sales and service on a regular basis, with an
emphasis on identifying signs of intoxication. Mr. Bohls stated he has a current copyof the liquor code
on premise.
Judge Lane approved the registration of MitchellBohls as managerof Austin's American Grill,100 West
Mountain.
Registration of Shauna Monson as
Manager of Armadillo, 354 Walnut Avenue, Approved
Shauna Monson, manager applicant, stated she has been in the restaurant business for several years. She
stated she has a current copy of the liquor code on premise. Ms. Monson stated any employee found
in violation of the liquor code will be immediatelyterminated. She stated she is responsible for training
all employees involved with the sales and service of alcohol.
Judge Lane approved the registration of Shauna Monson as manager of Armadillo, 354 Walnut Avenue.
Request from Shadow Bar, Inc.,
dba Drunken Monkey to Change,. Alter, or
Modify the Licensed Premises at 802 West Drake, Approved
Tony Campana briefly described the proposed modifications of premise. He stated the liquor storage
will be locked at all times. Mr. Campana stated this application is a result of changes being made bythe
landlord.
Judge Lane approved the request from Shadow Bar, Inc., dba Drunken Monkey to change, alter, or
modify the licensed premises at 151 South College Avenue.
Request from Cafe Columbine, LLC, dba
Cafe Columbine to Change, Alter, or Modify the
Licensed Premises at 802 West Drake Road, Approved
Christopher Barrett, general manager for Cafe Columbine, briefly described the proposed changes. He
stated these changes are being made to accommodate larger events. Mr. Barrett stated all liquor is in
a locked cabinet. He stated the banquet room has an occupancy of 400. Mr. Barrett stated they have
had some positive feedback regarding this application. He stated he has received all required approval
from City departments.
Judge Lane approved the request from Cafe Columbine, LLC, dba Cafe Columbine to Change, Alter,
or Modify the Licensed Premises at 802 West Drake Road.

Transfer of Ownership of 7-Eleven 26977,
1600 South Lemay Avenue from
7-Eleven, Inc., to Akal Enterprise, Inc., and
7-Eleven, Inc., and Trade Name Change
to 7-Eleven 26927A. Approved
Kevin Coltz, attorney representing both applicants, stated this is a franchise agreement between 7-
Eleven, Inc., and Akal Enterprise, Inc.
Manmohan Sawhney, representative for Akal Enterprise, Inc., stated they were issued a temporary
permit and that there have been no violations while holding the permit. He briefly described his
background, stating he has had extensive experience in the sale and service of alcohol. Mr. Sawhney
stated he cards all patrons regardless of age. He stated they employ a `secret shopper' service to `test'
employees. Mr. Sawhneystated the beer cooler is locked after 5:00 p.m. to make sure beer is not stolen.
He stated any employee found in violation of the liquor code will be immediately terminated.
Judge Lane approved the transfer of ownership of 7-Eleven 26977, 1600 South Lemay Avenue from
7-Eleven, inc., to Akal Enterprise, Inc., and 7-Eleven, Inc., and Trade name Change to 7-Eleven
26927A-
Transfer of Ownership of HuHot Mongolian Grill,
249 South College Avenue from
MAST Enterprises of Wyoming Inc. to Hot Grills, Inc., Approved
Michael Ellinghouse, representative for Hot Grills, Inc., stated he will make no changes to the
operations of this restaurant. He stated any patron that appears to be 40 or under will be carded. Mr.
Ellinghouse stated he has a current copy of the liquor code on premise. He stated any employee found
in violation of the liquor code will be immediately terminated.
Judge Lane approved the transfer of ownership of HuHot Mongolian Grill, 249 South College Avenue
from MAST Enterprises of Wyoming, Inc., to Hot Grills, Inc.
The meeting adjourned at 2:20 p.m
