A regular meeting of the Cultural Resources Board was held on Wednesday, April 22, 2009 at 5:00
p.m.
The following members were present:
Board Members present: Sue Beck-Ferkiss, Carol Ann Hixon, Patrick Moran,
Diane Gaede, John Hayes, Janet Gilligan
Board Members absent: Anne Macdonald
Staff Members present: Jill Stilwell, Gail Budner
Guests Present: Katy Schneider, FCCVB
Call to Order: 5:05 p.m. - Ms. Beck-Ferkiss
II. Consideration of agenda: No changes
III. Consideration and approval of minutes of April 2, 2009:
Mr. Moran made a motion to accept the minutes as amended.
Ms. Hixon seconded the motion.
Passed unanimously.
IV. Public Input —None
V. Fort Fund Tier 1 — Discussion and Funding Recommendations:
Following a discussion regarding two organizations that turned in their application late, the
Board concluded that they would not consider these applications as they did not meet the
guidelines by submitting their applications prior to the deadline. The Board requested that
Ms. Stilwell or Ms. Budner contact the Fort Collins Symphony Orchestra and the OpenStage
Theatre Company and encourage them to apply for Tier 2 funding at the June session. The
Board would like for all of the online applications to have the line reading "late applications
will not be accepted" added, to further clarify the guidelines.
It was determined that the Colorado Coalition of Artists did not meet the minimum of three
events to qualify for Tier 1 funding, and therefore was deemed ineligible.
Mr. Moran made a motion to disqualify these three applicants as they did not meet the
guidelines for funding.

Ms. Gilligan seconded the motion.
Passed, five in favor, and Ms. Gaede opposing.
The Board then reviewed 16 Tier 1 grant applications and developed their recommendations.
Ms. Hixon made a motion to submit these recommendations for Fort Fund disbursements to
City Council as outlined in the attached spreadsheet
Dr. Gaede seconded the motion.
Passed unanimously.
VI. Fort Fund Tier 4 — Discussion and Funding Recommendations:
Dr. Gaede made a motion to set the Tier 4 funding cycle to occur at the January and April
sessions.
Mr. Moran seconded the motion.
Passed unanimously.
The Board reviewed three Tier 4 grant applications and developed their recommendations.
Ms. Beck-Ferkiss made a motion to not recommend funding for Wolverine Farm Publishing.
Ms. Hixon seconded the motion.
Passed unanimously.
Dr. Gaede made a motion to fund $16,000 to the Fort Collins Museum of Contemporary Art
and $15,000 to Horsetooth Productions and to submit these recommendations for Fort Fund
disbursements to City Council as outlined in the attached spreadsheet.
Ms. Hixon seconded the motion.
Passed unamiously.
VII. Other Business:
The Board would like the organizations who received Tier 4 funding to present a report on
the progress of their event planning. They would like Ms. Stilwell to contact the Downtown
Business Association regarding a possible presentation at the May meeting, and Presto
Digitators and Horsetooth Productions for a presentation in July.
To minimize time spent at board meetings discussing their attendance at Fort Fund supported
events, Board members will e-mail their liaison reports to their fellow Board members for
review.
The Board discussed streamlining the time spent in future CRB meetings.
Ms. Schneider, with the FCCVB, reported that bookings are currently up and looking great
for the summer and that they are more aggressively utilizing international marketing.
