Regular Meeting — September 11, 2008

A regular meeting of the Human Relations Commission was held on Thursday, September 11,
2008 in the CIC Room, 300 W. Laporte Avenue, Fort Collins, Colorado.

1. CALL TO ORDER
The meeting was called to order at 5:33 p.m. by interim Chair Elaine Boni.
PUBLIC INPUT. None
2. GUEST SPEAKER. None.
3. AGENDA REVIEW.
Kelly Evans made a motion to approve the amended September 11 HRC agenda. Kent
Bryans seconded the motion. The agenda was approved 6:0.
APPROVAL OF MINUTES
Kent Bryans made a motion to approve the amended August 14 HRC minutes. Karen
Wong -Brown seconded the motion. The minutes were approved 6:0.
BUDGET REPORT/APPROVED EXPENDITURES
Becky sent information that the HRC has spent $1,587.69 YTD for 2008. She suggested
that the HRC decide how best to allocate the remainder of the 2008 HRC budget. Elaine
4. COMMITTEE REPORTS
Public Relations & Community Recognition/James James stated the PR/CR did not
meet in August. James stated that due to the sensitivity surrounding the Iraqi students

visit to CSU, it was decided no news article would not be written. James also suggested
that the HRC continue to discuss the possibility of bringing forward to Council an
amendment to include resident aliens in the application process for boards and
commissions rather than requiring 1 year residency within the FTC growth mgmt area.
James stated the practice is taking place at Larimer County currently. James stated that
this should be looked into further by the HRC after November.
Elaine stated that she will provide a newspaper article to Carolyn Tu Farley of NIOTA
that speaks to what the HRC does and which organizations the HRC works with
including NIOTA and the ERACISM series. That article is due in November for
December publication. Elaine will bring it to the HRC October meeting for approval.
Executive/Elaine. Elaine asked when the 2009 Work Plan and when the 2008 Annual
Report is due. Becky stated the 2009 Work Plans are due in the Clerk's Office on or
before November 30. Also, the 2008 Annual Reports are due January 31. Elaine stated
she will prepare a draft of the 2009 Work Plan for review and discussion at the next
Elaine asked about the HRC's vacancies and when they will be filled. Becky stated that
there are currently 18 boards and commissions accepting applications for vacancies.
The HRC has two vacancies to fill with Cristina's recent announcement that she will not
renew her appointment. Applications deadline is September 30, 2008. Interviews will be
held October and November, and appointments are scheduled to begin January 1, 2009.
Becky also handed out recruitment flyers for HRC members to distribute.
• Government Relations/Kelly. Kelly stated she finally was able to contact someone from
the Colorado Civil Rights Commission (CCRC). She is working to schedule a meeting
with the HRC. More details will follow. Kelly and Elaine are continuing to monitor
council agenda items.
• Education/Community Outreach Elaine
Elaine stated Karen had provided some PowerPoint information to Joann on her topic.
Kent stated he is still working to gather PowerPoint information regarding hate crimes
and that Greeley did not want to share their information on graffiti.
Karen stated that she is gathering panel members for the PR/CR Coffee Talk on
Monday, October 13 regarding Japanese Internment Camp Survivors. Karen stated
she is willing to conduct program introductions, develop and ask the questions for the
panel members, conduct the closing, and distribute program flyers. Karen asked for
assistance to present the PowerPoint presentation and write an article to the
Coloradoan, the Collegian, and radio stations. Kelly volunteered to present the
overhead projector and screen. Kent volunteered to write an article. Elaine stated if an
article is written it would have to be approved through a subcommittee meeting. Karen
stated that Doctor Douglas Ishii, an internment camp survivor has confirmed as a
speaker, and that other speakers have not been confirmed. Elaine asked Karen to

5. OLD BUSINESS
Becky stated that business cards and communication from the HRC will need to include the
new City of Fort Collins logo, identifying the HRC as a City board and commission. The
HRC has long since had their own emblem, and in fact is the only B&C with a distinct
insignia. The HRC will still be able to use their emblem on all communication, however, the
City of Fort Collins logo will also need to be a part of all communication including brochures,
pamphlets, flyers, business cards and name tags in the future. Becky will inform Maryanne
meeting.
6. CURRENT EVENTS
Elaine added that "Peace in the Park" will be Saturday September 13, 12 noon to 5:00 p.m.
at the Loveland Civic Center Park, Foot Lagoon.
Kelly reported that the Sustainable Living Fair will be September 20 and 21 at the Raptor
Center on East Vine Drive.
LIAISON REPORTS
Elaine went to the City and County Senior Boards. Elaine stated the biggest problem for
senior citizens is the difficulty in getting to the Medical Center of the Rockies. Seniors must
first catch the Fox Trot bus at the Square Mall in Fort Collins and take it to the Loveland bus
center. They then take another bus to the Medical Center of the Rockies. The one way trip
takes two hours and costs $25.00. The office on aging is paying to take seniors to the
Medical Center of the Rockies. PVH has not responded to the transportation issues that
seniors are experiencing.
Karen distributed flyers for the ERACISM series.
NEW BUSINESS
Maya presented her Coffee Talk PowerPoint presentation to the HRC: 'The Guru: fact vs.
fiction". Members participated in the viewing and discussion followed. Thank you Maya,
your presentation was extremely informative and well done.
Elaine stated that Joann wants to share her slides and pictures of her recent trip to Nepal
and she wants to propose a gathering at her house on Friday December 12, separate from
the HRC meeting. Becky also noted that the Upcoming Events Calendar mentioned
participating in a charitable endeavor instead of having the December 11 HRC meeting.
