A regular meeting of the Liquor Licensing Authority was held on July 11, 2011 in Municipal Court, 215
North Mason. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated that there are no changes to the agenda as presented.
Registration of Kellie E. Kissinger
as Manager of Carrabba's Italian Grill,
1212 Oakridge Drive, Approved
Kellie E. Kisinger, manager applicant, stated she has been with Carrabba's Italian Grill, LLCfor 12 years
and is responsible for overseeing training for all employees. She stated all employees must complete
training prior to serving food or alcohol. Ms. Kissinger stated all employees must be retrained everysix
months. She stated everyone who orders alcohol is carded. Ms. Kissinger stated anyone found in
violation of the liquor code is immediately terminated. She stated she has a current copy of the liquor
code on premise.
Judge Lane approved the registration of Kellie E. Kissinger as Manager of Carrabba's Italian Grill,1212
Oakridge Drive.
Hearing on a New Application from
The Cellar of Fort Collins, Inc., for a
retail liquor store license at
The Cellar, 3600 Mitchell Drive, Suite 90, Approved
Ericka Kaiser, attorney representing The Cellar of Fort Collins, Inc., called Max Scott, owner of
Oedipus, Inc., as her first witness. Fle was sworn.
Wendy Cohen, representative for The Cellar of Fort Collins, Inc., were swom.
Mr. Scott stated the results of this survey was exceptional given it was a retail liquor store. He briefly
described the petitioning process.

Wendy Cohen stated she and all her staff will attend training provided by Mr. Scott prior to opening.
Ms. Cohen briefly described her background. She stated she will eventually partner with the CSU
business school to allow students to learn business practices in the real world. Ms. Cohen stated she
will not allow anyone in the store that is under the age of 21 and that they will purchase a scanner to
verify that the id being presented is valid. She stated she will be on premise much of the time. Ms.
Cohen stated any employee found in violation of the liquor code will be immediatelyterminated. She
stated she has a current copy of the liquor code on premise.
Ms. Kaiser submitted several letters in support of this application.
In response to questions from the Authority, Ms. Cohen described how she will conduct tastings and
that they will use the id scanner to monitor how many samples each patron consumes.
Judge Lane adopted Resolution 2011-17 approving an application from The Cellar of Fort Collins, Inc.,
for a retail liquor store license with a tastings permit at The Cellar 3500 Mitchell Drive, Suite 90.
