A regular meeting of the Liquor Licensing Authoritywas held on June 7, 2010 in Municipal Court, 215
North Mason. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated the request from Dos Payaso, LLC, dba E1 Monte Grill to Change,
Alter, or Modify the Licensed Premises temporarily on June 19, 2010 at 1611 South College has been
withdrawn. She also stated that the show -cause hearing for Big Horn Club, Inc., dba Cork Club 7 Grill,
313 West Drake Road has been continued to June 21, 2010.
Approval of Minutes
Judge Lane approved the minutes from May 17, 2010.
Registration of Michelle LiAnne Staley as
Manager of Perkins Restaurant,
310 South College Avenue, Approved
Michelle LiAnne Staley, manager applicant, stated she has received extensive training over the course
of her employment at Perkins. She stated she supervises approximately45 employees. Ms. Staleystated
any employee found in violation of the liquor code is immediately terminated. She stated she has never
had a liquor code violation. Ms. Staley stated she has a current copy of the liquor code on premise and
has been employed with Perkins for 18 years.
Judge Lane approved the manager registration of Michelle LiAnne Staley as manager of Perkins
Restaurant, 310 South College Avenue.

Hearing on a New Application from Creative Spirits, LLC,
for a beer and wine license at
Creative Spirits, 4019 South Mason Street, Suite 4, Approved
Robert Caines, representative for Creative Spirits, LLC, was sworn. He brieflydescribed his background
and the concept of this establishment. He stated he has attended Officer Younger's training. Mr.
Caines stated he has observed this business in operation as part of his research. He stated he will be
primarily be selling art classes, art supplies and framing services. Mr. Caines stated any person who
appears to be under the age of 35 will be carded. He stated he will have light snacks available. In
response to a question from the Authority, Mr. Caines described the premises. He stated any employee
found in violation of the liquor code will be immediately terminated.
Carol Johnson, representative for Esquire Petitioning, Inc., was sworn. She briefly described the
petitioning process.
Judge Lane adopted Resolution 2010-04 approving an application from Creative Spirits, LLCfor a beer
and wine license at Creative Spirits, 4019 South Mason Street, Suite 4.
Hearing on a New Application from Hot Grills, Inc., for
a hotel -restaurant liquor license at HuHot Express,
2720 Council Tree Avenue, Suite 184, Approved
Michael Ellinghouse, representative for Hot Grills, Inc., was sworn. Mr. Ellinghouse described the
premises and how this is different from the downtown location. He stated they are hoping to open by
the end of July. Mr. Ellinghouse stated they anticipate food sales to be 97% of their gross sales. He
emphasized that they are a restaurant that happens to serve beer and wine and do not consider
themselves a bar. Mr. Ellinghouse stated theywill have approximately35-40 employees. He stated any
employee found in violation of the liquor code will be immediately terminated. Mr. Ellinghouse stated
they will maintain a current liquor code on premise.
Brian Kaiser, manager applicant, stated he is TIP's certified and will require all employees to be M's
trained. He stated there will always be a manager on premise. Mr. Kaiser stated all patrons ordering
alcohol will be carded.
Max Scott, representative for Oedipus, Inc., was sworn. He briefly described the petitioning process.
Mr. Scott that the two primary questions when petitioning is, what is the concept of the restaurant and
when will they open.
Judge Lane adopted Resolution 2010-05 approving an application from Hot Grills, Inc., for a hotel -
restaurant liquor license at HuHot Express, 2720 Council Tree Avenue, Suite 184
