A regular meeting of the Liquor Licensing Authority was held on March 19, 2012 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.

Approval of Minutes
Judge Lane approved the minutes from February 27, 2012.
Registration of Kami Tuttle as
Manager of Ingredient,
101 South College Avenue, Approved
Kami Tuttle, manager applicant, stated she is TIP's certified. She stated she has a total of 20 employees
and 10-12 employees directly involved in the sale and service of alcohol. Ms. Tuttle stated either she
or one of her two assistant managers is on premise. She stated as new employees are hired, they will
be required to complete training and that any patron ordering an alcoholic beverage is carded. Ms.
Tuttle stated that any employee found in violation of the liquor code is immediately terminated.
Judge Lane approved the registration of Kami Tuttle as manager of Ingredient, 101 South College
Avenue.
Show Cause Hearing for M.H. Mall, Inc., dba
Avogadro's Number, 605 South Mason, Stipulation Agreement Approved
Rob Osborne, representative for M.H. Mall, Inc., stated he has admitted to the violation. Mr. Osborne
stated he has decided to serve the five days instead of paying a fine in lieu of suspension as a statement
to his employees.
Assistant City Attorney LopezFilkins summarized the stipulation agreement. She stated that the
Licensee has agreed to a 20 day suspension, 5 days served, with 15 days held in abeyance for 1 year for
violating Colorado Revised Statutes 12-47-901 (5)(a)(I) to sell an alcohol beverage to any person under
the age of twenty-one years.

Cafe Mexicali, 2925 South College Avenue, Stipulation Agreement Approved
Richard Krammer, representative for Cafe Mexicali, LLC, stated he has admitted to the violation.
Assistant City Attorney LopezFilkins summarized the stipulation agreement. She stated that the
Licensee has agreed to a 20 day suspension, 5 days served (paid $200 fine in lieu of suspension), with
15 days held in abeyance for 1 year for violating Colorado Revised Statutes 12-47-901 (5)(a)(I) to sell
an alcohol beverage to any person under the age of twenty-one years.

presented for Cafe Mexicali, LLC.

Thomas Grandbois, representative for Grandbois Enterprises, LLC, stated he has admitted to the
violation and has had an opportunity to review the stipulation agreement and is in agreement with the
terms.

Licensee has agreed to a 20 day suspension, 5 days served (paid $476 fine in lieu of suspension), with
15 days held in abeyance for 1 year for violating Colorado Revised Statutes 12-47-901 (5)(a)(I) to sell
an alcohol beverage to any person under the age of twenty-one years.

Greg Jensen, representative for Jensen Restaurant Company, Inc., stated he has had an opportunityto
review the stipulation agreement and is in agreement with the terms.

Licensee has agreed to a 20 day suspension, 5 days served (paid $200 fine in lieu of suspension), with

Bob Dill, attorney representing Dillon Companies, Inc., stated he has had an opportunity to review the
stipulation agreement and is in agreement with the terms. He stated 35 employees as well as the
manager will attend TIP's training.
Assistant City Attomey LopezFilkins summarized the stipulation agreement. She stated that the
Licensee has agreed to a 20 day suspension, 5 days served (paid $200 fine in lieu of suspension), with
15 days held in abeyance for 1 year for violating Colorado Revised Statutes 12-47-901 (5)(a)(I) to sell
an alcohol beverage to any person under the age of twenty-one years.

Rio Grande Mexican Restaurant, Inc., dba
Rio Grande Mexican Restaurant, 143 West Mountain Avenue,
Stipulation Agreement Approved
Henry Mouton, representative for Rio Grande Mexican Restaurant, Inc., stated he has had an
opportunity to review the stipulation agreement and is in agreement with the terms. He described the
procedures they train their employees to follow in the event they are presented with a vertical i.d. Mr.
Mouton stated this employee had been with the company for 10 years and failed to follow proper
procedures. He stated she was terminated immediately.

Licensee has agreed to a 20 daysuspension, 4 days served (paid $5000 fine in lieu of suspension), with
16 days held in abeyance for 1 year for violating Colorado Revised Statutes 12-47-901 (5)(a)(I) to sell
an alcohol beverage to any person under the age of twenty-one years.

200 Jefferson Street. Stipulation Agreement Approved
Ryan Houdek, representative for The Fogo Group, LLC, stated he has had an oppommity to review
the stipulation agreement and is in agreement with the terms. He stated this employee was immediately
terminated and that they no longer accept vertical id's.

terms.

David Herrera, attorney representative for Samuel Glen, Inc., stated he has had an opportunity to
review the stipulation agreemem and is in agreement with the terms.
Assistant City Attorney LopezFilkins summarized the stipulation agreement. She stated that the
Licensee has agreed to a 20 day suspension, 4 days served (paid $1993.28 fine in lieu of suspension),
with 16 days held in abeyance for 1 year for violating Colorado Revised Statutes 12-47-901 (5)(a)(I) to
sell an alcohol beverage to any person under the age of twenty-one years.

the stipulation agreement and is in agreement with it's terms.

Licensee has agreed to a 20 day suspension, 4 days served (paid $1993.28 fine in lieu of suspension),
with 16 days held in abeyance for 1 year for violating Colorado Revised Statutes 12-47-901 (5)(a)(1) to
sell an alcohol beverage to any person under the age of twenty-one years.

Show Cause Hearing for John & Latendresse,
dba The Town Pumv,
John K. Latendresse, licensee, stated the employee who served the underage patron was immediately
terminated. He stated he has had an opportunity to review the stipulation agreement and is in
agreement with it's terms. Mr. Latendresse stated this is the first violation in the 103 year historyof this
establishment.

Licensee has agreed to a 20 daysuspension, 5 days served (paid $812.53 fine in lieu of suspension), with
15 days held in abeyance for 1 year for violating Colorado Revised Statutes 12-47-901 (5)(a)(1) to sell
an alcohol beverage to any person under the age of twenty-one years.

dba Little Saigon Cafe,
Hung Hang, owner, stated he has had an opportunity to review the stipulation agreement and is in
agreement with the terms. He stated they have begun to post the date that it is legal to serve alcohol.

Licensee has agreed to a 20 daysuspension, 5 days served, with 15 days held in abeyance for 1 year for
violating Colorado Revised Statutes 12-47-901 (5)(a)(1) to sell an alcohol beverage to anyperson under
the age of twenty-one years.
