A regular meeting of the Liquor Licensing Authoritywas held on December 5, 2011 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.

Agenda Review
Deputy City Clerk Jensen stated that there were no changes to the agenda.
Approval of Minutes
Judge Lane approved the minutes from November 28, 2011.
Registration of Reginald E. Casselberry as
Manager of Fort Collins Marriott,
350 East Hotsetooth Road, Approved
Reginald Casselberry, manager applicant, briefly described his background, stating he has been in the
hotel business since 1993. In response to a question from the Judge, Mr. Casselberry stated all
employees involved with the sale and service of alcohol will be required to be TIP's trained. He stated
the final training session is scheduled for December 9 and that he will also attend this session. Mr.
Casselberry stated he has several assistant managers that are on premise when he is off premise. He
stated employees are required to card any patron that appears to be under the age of 35 when ordering
an alcoholic beverage. Mr. Casselberry stated any employee found in violation of the liquor code is
immediately tem nated. He stated he has a current copy of the liquor code on premise.
Judge Lane approved the registration of Reginald E. Casselberry as manager of Fort Collins Marriott,
350 East Horsetooth Road.

Registration of Jeffrey Thomas Brown as
Manager of MacKenzie Place,
4750 Pleasant Oak Drive, Approved
Jeff Brown, manager applicant, stated he has been in the healthcare industry for several years and that
he is not directly involved with the sales and service of alcohol. He stated all employees involved with
the sales and service of alcohol are required to be TIP's certified. Mr. Brown stated any non-resident
patron is carded. He stated any employee found in violation of the liquor code is immediately
terminated and that he has a current copy of the liquor code on premise.
Judge Lane approved the registration of Jeffrey Thomas Brown as manager of MacKenzie Place, 4750
Pleasant Oak Drive.
Registration of Brian Baldwin as
Manager of Chipotle Mexican, Grill,
649 South College Avenue, Approved
Brian Baldwin, manager applicant, stated he supervises approximately 25 employees and that 12-14
employees are directly involved with the sales and service of alcohol. He stated Chipotle requires these
employees to complete training regarding proper sales and service of alcohol. Mr. Baldwin stated they
have recently stopped accepting vertical driver licenses. He stated if there are any problems with a
patron, the manager on premise becomes involved and log any problems for future reference. Mr.
Baldwin stated anyemployee found in violation of the liquor code is immediatelyterminated. He stated
he has a current copy of the liquor code on premise.
Judge Lane approved the registration of Brian Baldwin as manager of Chipotle Mexican Grill, 649 South
College Avenue.
Transfer of Ownership of Taipan Restaurant,
144 North Mason Street from
Taipan Restaurant, Inc., to East Thai, Inc., Approved
Jeff Hsia, representative for East Thai, Inc., stated he has not had anytraining within the last few years.
He stated he will make some menu changes, however he will not be making anyphysical changes to the
restaurant. Mr. Hsia stated he has an assistant manager to help when he is away. He stated he has 11
employees and that 7 are involved with the sale and service of alcohol. Mr. Hsia stated any patron
ordering an alcoholic beverage must have a valid i.d. He stated he can identify a visibly intoxicated
patron. Mr. Hsia stated anyemployee found in violation of the liquor code is immediatelyterminated.
Judge Lane approved the transfer of ownership of Taipan Restaurant, 144 North Mason Street from
Taipan Restaurant, Inc., to East Thai, Inc., contingent upon Mr. Hsia provide proof of training within
60 days to Deputy City Clerk Jensen.

Transfer of Ownership of
Cafe Columbine, 802 West Drake from
Cafe Columbine, LLC, to AOC, Inc., and
Trade Name Change to Drake Park Restaurant and Lounge, Approved
Paul Pellegrino, representative for AOC, Inc., stated he has been in the catering and restaurant business
for 16 years. In response to a question from the Authority, Mr. Pellegrino briefly described his
background. He stated he is not TIP's trained, however his 5 managers are SafeServe and TIP's trained.
Mr. Pellegrino stated he has fifty employees. He stated the physical premises will not change. Mr.
Pellegrino stated employees are required to card patrons that appear to be younger than 35 years of age.
He stated any employees found in violation of the liquor code is immediately terminated.
Judge lane approved the transfer of ownership of Cafe Columbine, 802 West Drake from Cafe
Columbine, LLC, to AOC, Inc., and Trade Name Change to Drake Park Restaurant and Lounge.
