SUBJECT: Planning and Zoning Board Work Program - 2011
The Planning and Zoning Board saw a slight increase in the number of development
applications and has reviewed and approved some notable developments such as the
Otter Box Warehouse Building, Ice Energy, and the Discovery Arts and Science
Museum.
The Board has also recommended approval of the Fossil Creek 392 Annexation and
Zoning and reviewed a number of policy plans such as the Mid-Town Commercial
Corridor Study. As the trend towards more infill, redevelopment and higher densities
continues, the Board works to address compatibility issues with existing neighborhoods.
Due to the economic downturn, physical development continues to lag yet development
applications are anticipated to increase in 2011 based upon recent trends in application
activity and a slight improvement in construction lending for multi-family.
In addition to evaluating development proposals, the Board will address important land
use policy and process issues during 2011, including:
Flexible Zoning Tool
Throughout the year, starting with the Planning & Zoning Retreat in March, the Board
has been discussing the need for an alternative—a flexible zoning tool. The need for
this tool has arisen primarily in redevelopment areas but could have applications
elsewhere. One reason for this need is the existing Land Use Code is weighted toward
green field development. The Board believes a flexible zoning tool would be useful in
ensuring that Fort Collins continues to develop in a high quality fashion while
addressing the various issues and interests related to infill development that presents
unique challenges.

Plan Fort Collins Adoption – The comprehensive plan for the growth management area
includes not only an update to City Plan, but a new sustainable component as well. In
2011, all elements of Plan Fort Collins, land use, transportation and sustainability, will
be brought forward to the Board for recommendation to City Council.
From a land use perspective, the edge of the growth management area takes on a
different character with the agreement with Timnath to amend the City’s eastern flank.
This may cause more urban level development on the fringe which will bring
compatibility issues to the forefront. Urbanizing the G.M.A. will likely remain highly
visible issue for the Board.
East Side / West Side Design Standards for Single Family Detached Houses – A citizen
advisory group has been working with Staff on drafting various revisions to the N-C-L
and N-C-M zone districts. A City Council worksession was held on November 23, 2010.
The Board will be asked to review and make recommendations to City Council
regarding these proposed changes.
Land Use Code Amendments – In 2011, there will be a significant effort toward
reviewing and recommending to City Council regarding the various code revisions
designed to implement Plan Fort Collins.
Foothills Mall Redevelopment Plan - This is a follow-up on the Mid-town Commercial
Plan that was adopted in 2010. Now that General Growth Properties has emerged from
bankruptcy, and the former J.C. Penney’s space has been demolished, there will be
ongoing efforts to explore re-development options. As with 2010, the Board will be
tasked to evaluate various re-development proposals with the Mid-town Corridor that
may include any combination of Additions of a Permitted Use, Changes of Use, or
Modifications of Standard in order to re-develop or re-occupy the vacant or under
utilized parcels.
Mason Street Corridor – As the last pieces of funding come together, and construction
begins, the Board will likely see an increase in the number of re-development scenarios
for the Mason Street Corridor. The key issues will center on building height,
architectural compatibility and urban design.
I-25 / State Highway 392 Corridor Activity Center – The City of Fort Collins and the
Town of Windsor have collaborated to obtain federal and state funding for re-
constructing the I-25 / State Highway 392 interchange. In addition, a variety of local
funding sources have been identified and the Council and Town Board are working
diligently towards an Intergovernmental Agreement that will address, among a variety of
issues, a common set of land use and design standards. The objective is to avoid
disparate development on either side of the interstate. These changes to the Land Use
Code will be reviewed by the Planning and Zoning Board prior to being considered for
adoption by City Council.
