Box 580 Fort Collins, CO 80522.0580 970.416.2740 970.224.6134- fax fcgov.com Planning, Development & Transportation Services TO: Karla Smith Boards and Commissions Coordinator FROM: Brigitte Schmidt, Chair Planning and Zoning Board DATE: November 30, 2009 SUBJECT: Planning and Zoning Board Work Program- 2010 The Planning and Zoning Board saw a slight increase in the number of development applications and has reviewed and approved some notable developments that currently under construction such as the North College Marketplace. The Board has also recommended approval of the Riverwalk Annexation and reviewed a number of policy plans such as the South College Corridor Plan, the Mountain Vista Sub-Area Plan; North College Infrastructure Plan and the beginning stages of the physical development of the Mason Corridor. As the trend towards more infill, redevelopment and higher densities continues, the Board works to address compatibility issues with existing neighborhoods. Additionally, Board members participated in sound demonstrations as background for the proposed Sound Ordinance which will be discussed in more detail this coming year. Due to the economic downturn, physical development continues to lag yet development applications are anticipated to increase in 2010 based upon recent trends in application activity. In addition to evaluating development proposals, the Board will address important land use policy and process issues during 2010, including: Land Use Code Amendments – Amendments to the Land Use Code (LUC) have been reduced from the previous biannual cycle to an annual process. With over 625 code amendments since the LUC’s adoption eleven years ago, the most significant changes have been made and the emphasis is on fine-tuning to reflect the community’s more limited land supply. In 2010, efforts will be made to address the challenges of design and use compatibility within established areas and infill. Mid-town Corridor Commercial Plan - This is a plan that intends to review the College Corridor from approximately Prospect to Harmony with an emphasis on the mall that will use market analysis data to assist with land use patterns. There is roughly 750,000 square feet of vacant retail space along the College Corridor and it is anticipated that P&Z 2010 Work Plan November 30, 2009 Page 2 - 2 - only about 400,000 will be absorbed. This land use change will result in an evolution of a land use patterns that will likely involve proposals to change uses in this area that are no longer viable. Additionally, the close proximity to the Mason Corridor also represents a unique opportunity to create some unique places that are transit oriented and sustainable by using existing infrastructure systems. City Plan Update – The consultant was selected in 2009 and the following tasks completed: defined the project scope, defined the citizen participation process, completed initial data collection, and prepared additional budget requests as part of the 2010/2011 Budgeting For Outcomes (BFO) process. The update will be moving forward quickly in 2010 with an anticipated adoption in 2011. A part of this process is the update to the Transportation Master Plan as land use and transportation go hand in hand. Furthermore, the link to utilities and sustainability are anticipated to be major themes in this update as the trend toward infill development and physical limitations for Greenfield development are the next chapter in the planning of Fort Collins. Harmony Corridor Plan Gateway District and Use Amendments – Change in conditions along the Harmony Corridor since the 1991 Plan’s adoption have spurred the need to reexamine land use standards and better define the vision for a Gateway District near Harmony Road and I-25. This change is more imminent with the pre-application hearing before the City Council in early 2009 followed by the November annexation of the southwest corner of that intersection with the Riverwalk application.
