Box 580 Fort Collins, CO 80522.0580 970.416.2740 970.224.6134- fax fcgov.com Planning, Development & Transportation Services November 19, 2009 MEMORANDUM TO: Karla Smith, Boards and Commissions Coordinator FM: Steve Dush, Director, Community Development and Neighborhood Services RE: 2010 Landmark Preservation Commission (LPC) Work Program The Landmark Preservation Commission's 2010 Work Program consists of a variety of continuing responsibilities and new projects. The Commission’s primary focus is implementing the goals and actions contained in the Historic Resources Preservation Program (HRPP) Plan, an element of City Plan. Continuing responsibilities include the designation of Fort Collins Landmarks, final decision-making authority for design review of locally landmarked buildings, and the Demolition/Alteration Review process, allowing public input on the demolition or alteration of non-designated properties fifty years old or older. New projects include the review of the Post-World War II properties survey, currently underway, and its associated context. The City has agreed to project-manage three grants, which if successful, will involve LPC review: 1. State Historic Fund (SHF) grant for the restoration and reconstruction of the Avery Block; 2. SHF grant for the rehabilitation of the Paramount Cottage Camp; 3. Certified Local Government grant for the intensive survey of forty properties in the Campus North area. Additionally, the Commission will continue to develop an informational brochure and web pages on predominant architectural styles in Fort Collins, and will work with staff and Council to re-establishing the highly successful Design Review Subcommittee. Due to the reduction of one historic preservation planner in the 2010-2011 budget, the Commission has decided to no longer administer the State Tax Credit program, but to instead return that responsibility to the Colorado Historical Society. To further reduce the demands on staff, the Commission has also chosen to reduce its regularly scheduled meetings from twice a month to only once, on the second Wednesday. On a trial basis, the Commission will hold a work session on the fourth Wednesday of each month, at which no formal action will be taken. The following is a list of actions to be implemented in 2010: I. Survey and Identification: • Review results of historic building surveys. II. Incentives: • Review applications to the Landmark Rehabilitation Loan Program. PDT Budget Summary October, 2008 Page 2 - 2 - III. Design Review Function: • Review requests for design changes to Landmarked buildings. IV. Landmark Designation Program: • Evaluate applications for individual and district landmark designation, and provide recommendations on eligibility to Council. V. Planning: • Review and comment on issues affecting historic properties, particularly implementation of City Plan redevelopment policies. • Pursue grant funds for historic contexts and survey, and for rehabilitation and restoration projects, as appropriate. VI. Education and Awareness: • Continue community outreach by providing technical information and education concerning the community-wide benefits of historic preservation, and by promoting the available financial incentives for historic preservation. • Continue the "Friends of Preservation" award program. • Facilitate communication with other public and private business and development entities. • Develop an informational brochure and web page on the predominant architectural styles in Fort Collins. VII. Training: • Attend professional training and workshops, including Colorado Preservation Inc.’s annual conference.
