1. Fort Collins Utilities (FCU) Energy Policy
a. Work with FCU staff to develop a strategic implementation plan to achieve the
goals described within the policy.
i. The strategic plan should address financial impacts.
ii. The strategic plan should address incentives to encourage energy
consumption reduction though conservation and efficiency programs,
local renewable energy resources and carbon reduction technologies.
iii. The strategic plan should list the programs and their objectives and goals.
b. Annual review and update to City Council to include:
i. System reliability, including but not limited to:
1. Substation improvements
2. Workforce development and training programs
3. Load Management programs
4. Reliability and Asset Management programs
5. System status report
6. System security
ii. Progress towards meeting the community’s carbon reduction goals.
iii. Financial requirements, financial impacts as a result of the policy, and the
effectiveness of how funds are being spent.
iv. The enhancement of the community economic vitality.
v. Review the policy implementation schedule and set attainable goals.
vi. Review potential reactions and difficulties of reaching the policy goals.
vii. Benchmark with other communities (per capita).
c. Review the future market of renewable energy resources and other carbon
reduction technologies.
d. Continue with smart grid implementation plans, including automatic meter
infrastructure (AMI).
i. Review overall plans and progress.
ii. Review impacts of grant money on the approved budget and schedule.
e. Continue to work with Council on developing an Energy or Sustainability Board.
2. Public Communication and Outreach
a. Review the public education programs related to the Energy Policy and the
Utilities for the 21st Century project.
b. Review what information is available and post progress of the Energy Policy
initiatives on the Utility website, which could include dashboard measurements.
c. Periodically review the Utilities’ overall outreach program and plans including:
i. Annual report on public outreach including advertisements, brochures,
fliers, informational efforts and classes, etc.
ii. Communications program to build on current service satisfaction
iii. Energy conservation and renewable programs and measure the program
effectiveness
iv. Future satisfaction surveys and market research
v. Future marketing plans

vi. Review options to include more information on electric utility bills in
order to improve the ability to communicate rates, fees, and other costs
associated with billing from the utility to the consumer; with the goal of
helping ratepayers understand what parts of their bill they have control
over.
d. Monitor the City’s Climate Action Program.
e. Review partnerships with other entities such as Colorado State University, the
Discovery Center, FortZed, Northern Colorado Clean Energy Cluster, and Poudre
School District, IEEE, etc.
f. Discuss opportunities to link energy and water conservation.
g. Review the Green Building program.
h. Review website and on-line service opportunities that provide customers with
feedback to encourage energy use behavioral modifications.
3. Legislative and Finance
a. Review the status of the 2010 budget, along with the impacts of any approved
grants.
b. Proposed 2011-2012 budget discussions.
c. Review the current rate structure and consider options such as tiered, lifeline, time
of use, etc. to help promote conservation.
d. Monitor initiatives from the Governor’s Energy Office (GEO) and other grant
opportunities.
e. Monitor Colorado and Federal energy related legislative updates.
f. Monitor activities of the Western Governors’ Association relating to electrical
energy and conservation.
4. Liaison
a. Invite Platte River Power Authority to provide an annual update, which could
include:
i. Options to reduce the REC’s and increase actual renewable energy.
ii. Plans for carbon reduction and management.
iii. The existing governance model and any proposed changes.
b. Work with other boards and commissions, as opportunities arise, to enhance the
City’s climate goals; such as the Historic Preservation Board.
