HomeMy WebLinkAboutCitizen Review Board - Minutes - 12/12/2007D ORIGINAL Citizen Review Board Meeting CIC Room December 12, 2007 Present: Anne Berry, Harry Edwards, Dave Evans, Jim Dubler, Chris Kahler, Glenn Strunk Excused Absence: Dennis Baker Staff: Lt. Jim Broderick and Angelina Sanchez -Sprague, Recorder. The meeting was called to order at 6:01 by Chair Harry Edwards. Minutes: Anne Berry made a motion to approve the November 7, 2007 minutes. Dave Evans seconded the motion. There was no discussion and the motion passed 6:0. Jim Dubler made a motion to approve Case 1-II-2007-006 Subcommittee minutes. Dave Evans seconded the motion. There was no discussion and the motion passed 3:0 (with Chair Harry Edwards and subcommittee members Jim Dubler and Dave Evans voting.) Voice Mail Reports: CRB Voice Mail Message Report. December 12, 2007, 2:37 p.m. Bias Policing Voice Mail Report. Public Input: None. Harry reported there were no messages as of No report. New Business: A-2 Misconduct Allegations in Review Files Lt. Broderick heard there was some discussion at the November 28`" Case 1-II-2007-006 Subcommittee meeting as to whether misconduct (e.g. rudeness) allegations that are in addition to, and not normally subject to CRB review, should be included with allegations that are subject to CRB review (Sec. 2-139). The example in 1_112007-006 was the inclusion of a non -mandated CRB investigation (vulgar language allegation) with a mandated CRB investigation (civil rights violation). Glenn Strunk asked if all ancillary allegations included in the investigation could just not be addressed by the subcommittee. At the subcommittee meeting Greg Tempel recommended they use the information in total as needed and relates to their review. Consensus is that ancillary allegations will not be separated out from mandated allegations. Board Training Requests Lt. Broderick asked if the Board had any specific 2008 training requests. Chris Kahler mentioned he'd be interested in participating in the 2008 Citizens' Police Academy which will take place Thursday evenings over an eleven -week period starting in September and ending in November. It's Lt. Broderick's intention to identify training opportunities for the Board prior to the change in command to Lieutenant Craig Dodd. Harry Edwards asked if a decision had been made on tasers. Lt. Broderick responded that tasers are not in FCPD's immediate future. NACOLE info. Lt. Broderick shared NACOLE information via email he'd received from Denver Police Department Independent Monitor Richard Rosenthal. He mentioned if the Board's interested in membership it is $300 per year. Membership includes monthly newsletters. The annual conference is an additional expense. Last year it was held in San Diego. Pending Cases: None. Other Business. Lt. Broderick reported that Sgt. Reed, using their new tracking software, is assembling a report that has four years history. It'll identify trends and changes. That information will be part of the CRB's Annual Report due January 31s'to the City Clerk's office. Look for the report in advance of the meeting via email and expect to take formal action at the January meeting. Adjournment: Glen Strunk moved to adjourn the meeting. Anne Berry seconded the motion.
