Regular Meeting - September 27, 2004

A regular meeting of the Liquor Licensing Authority was held on September 27, 2004 in Municipal
Court, Justice Center, 201 LaPorte. Judge Kathleen M. Lane presiding.

Aimee Jensen, Deputy City Clerk
Bob Younger, Liquor Enforcement Officer
Agenda Review
DeputyCity Clerk stated that the Show Cause hearing for Bullfrog Wine & Spirits, Inc., dba Bullfrog
Wine & Spirits, 1624 North College Avenue has been continued to October 4 to allow the parties
to reach an agreement.
Registration of Brice Bash as Manager of
Fort Collins Hooters,
2631 South College Avenue, Approved
Brice Bash, manager applicant, briefly described his background. He stated he has received
extensive on the job training and that all of his managers are TIP's certified. Mr. Bash stated all
employees are TIP's trained. He stated he meets with all the employees and managers on a monthly
basis. Mr. Bash stated all patrons are carded when an alcoholic drink is ordered. He stated any
employee found in violation of the liquor code could lead to termination. Mr. Bash stated he does
not have a current copy of the liquor code on premise.
Judge Lane approved the registration of Brice Bash as the manager of Fort Collins Hooters, 2631
South College Avenue.
Registration of Eric Horvat as Manager of
Boston's The Gourmet Pizza,
1526 Oakridge Drive, Approved
Eric Horvat, manager applicant, briefly described his background. He stated he has received
extensive training through this company and that he is responsible for training all new employees.
Mr. Horvat stated holds monthly mandatory training sessions for his employees. He stated any

employee found in violation of the liquor code is terminated. Mr. Horvat stated he does not have
a current copy of the liquor code on premise.
Transfer of Ownership of The Starlight,
167 North College Avenue, from E. Davis, LLC to
DaBlack. LLC and Trade Name Change to Starlight Venue, Approved
Melissa Laugen, representative for DaBlack, LLC, stated that all the staff from the previous owner
are staying. She stated that they have been employed by The Starlight for 3-5 years. Ms. Laugen
stated that she will get her TIP's certification. She stated all patrons will be carded at the door and
the bar. Ms. Laugen stated she has a positive working relationship with her neighbors.
Judge Lane approved the transfer of ownership of The Starlight, 167 North College Avenue, from
E.Davis, LLC to DaBlack, LLC, and trade name change to Starlight Venue, contingent upon Ms.
Laugen complete her TIP's training within 60 days.
Show Cause Hearing for Young Joo Park,
dba Thirsty's Liquor, 460 South College Avenue,
Stipulation Agreement Approved
Senior Assistant City Attorney Ablao summarized the stipulation agreement. She stated that the
Licensee has agreed to a 15 day suspension, 5 days served (paid fine in lieu of suspension $1600),
with 10 days held in abeyance for 1 year for violating C.R.S., 12-47-901 (1)(a.5), permitting the sale
or service of alcohol beverages to a person under the age of 21 years.
Ms. Park stated she will attend Liquor Enforcement Officer Younger's training.
Judge Lane approved the stipulation agreement as presented.
The meeting adjourned at 1:25 p.m.
