A regular meeting of the Human Relations Commission was held on Thursday, April 10, 2008 in
the CIC Room, 300 W. Laporte Avenue, Fort Collins, Colorado.

1. CALL TO ORDER
The meeting was called to order at 5:30 p.m. by Vice -Chair Elaine Boni.
PUBLIC INPUT. None
2. GUEST SPEAKER. Elaine welcomed new member Kent Bryans. Kent is majoring in
Political Science at CSU and expects to graduate May 2008. He likes Fort Collins and
thought the HRC would be a great way to make a contribution.
3. AGENDA REVIEW.
Vice Chair Boni asked if there were any suggested revisions to the agenda. James Ross
asked that a new topic—Iraqui Students —be added to New Business. There were no other
changes.
APPROVAL OF MINUTES
Karen Wong -Brown made a motion to approve the March 13 HRC minutes as
amended. James Ross seconded the motion. The minutes were approved 7:0.

4. COMMITTEE REPORTS
Executive/Maryanne. Elaine reported the following members attended the Board &
Commission training: Elaine Boni, Kelly Evans, Maryanne Ingratta and Karen Wong -
Brown. Elaine was reminded at the training that the HRC has quasi-judicial
responsibilities, the body to which individuals can appeal the City Manager's office ruling
on a human rights discrimination case.
Government Relations/Kelly. Elaine referred to the memo sent by Kelly —Sunset of
Colorado Civil Rights Commission (CCRC.) Kelly suggested the HRC invite the CCRC
to make a presentation, invite the public, Mayor, City Council and City Manager, and
work to find a better way to facilitate the process for those who want to file claims of
discrimination. It was agreed by all that Kelly first inform Council Liaison Lisa Poppaw of
the Commission's interest.
Maya Jairam made a motion for the Commission to proceed with Kelly's
recommendations. Cristina seconded the motion. The motion was approved 7:0.
Elaine reported she had been in recent communication with Chief Harrison. She
provided some historical context —last year Elaine and former member Lisa Poppaw had
a meeting with Chief Harrison to discuss the topic of hate crimes in Fort Collins. One
outcome of that meeting was the plan to tape a Cable 14 A City at a Glance program.
Chief Harrison said a topic, Focusing on the HRC, and a date/time had been set for
taping --Monday, April 28, 4 p.m. Elaine asked for members who'd like to represent the
Commission on the panel --James, Joann and Maya volunteered. Elaine will get more
information on format and content and will be sharing that information with the panelists.
Elaine was looking for volunteers to monitor City Council meetings via Comcast or live
video -streaming from htto://www.fcgov.com/cablel4/video.php?home; particularly non -
agenda topics from 6-6:30 p.m. The following members volunteered: May 6 (Karen),
May 20 (Kent), and June 3 (Maya.)
Education/Community Outreach/Joann. Joann presented a PowerPoint presentation on
the HRC. Her intent is to have a comprehensive information set of diverse topics that
members can customize to suit the needs of the group who's requested the information.
In addition to general HRC information, Joann's asked members to volunteer to research
topics of concern so that information is available as needed. The following members
have volunteered to get PowerPoint data sets by the May/June meeting: Hate Crimes
(Kent); Poverty & Homelessness (initial request made to Martin Carcasson—Center for
Public Deliberation/Cristina); Terrorism (James); Ageism (Elaine); GBLT and Ethnic
Issues (Karen); and Discrimination (Maya.)
Joanne will submit final changes for HRC brochure to Maryanne and will work with her to
get a supply of brochures to take to the NIOTA sponsored Conference on Cults, Gangs
and Hate Groups on Saturday, April 12, 2008 which Karen, Kelly and she are attending.
Public Relations & Community Recognition/Cristina & James. Cristina reported the
progress the committee are making on the final stages in planning the 2008 Human
Relations Award Breakfast:
• Finalizing mailing lists to: nominees, nominator, community, City officials, and
press/media.
• Working to get invitations in the mail by Monday, April 14`h

• Meeting Thursday, April 17 to select award recipients
• Cristina will inform HRC members via email of their role for the breakfast.
• Bring your cameras!
• Working to secure a keynote speaker
• Becky working with City graphics person to complete certificate and program
graphics
• Cristina working to get plaques made
• Developing press release to follow program which will provide event and recipient
information.
5. OLD BUSINESS
Conference on Cults, Gangs & Hate Groups April 12`h Conference and Memorandum on
Sunset of Colorado Civil Rights Commission covered under Committee Reports.
6. NEW BUSINESS
Pride in the Park. The deadline for securing a securing a table for the June 71h Pride in the
Park at Civic Center Park is March 31. The cost of a table is $25 for non-profit vendors.
Joann made a motion to appropriate $25 for the table fee. Karen seconded the
motion. The motion was approved 7:0. Becky O'Donnell to process registration
paperwork. Signup for volunteers to man/woman the table from 11 a.m. to 7 p.m. will take
place at the May meeting.
Anti -Oppression Training. No information available. Tabled until the May meeting.
Iraqis Students. James reported CSU was selected by the State Department as the site this
summer for a 5-week public policy and leadership program for select Iraqis students. CSU
is currently developing their curriculum and is looking for opportunities for the students to
interact with the larger Fort Collins community on how democracy works in the United
States. He was wondering if the Commission would be interested in co -sponsoring a forum
with the Center for Public Deliberation. He was also seeking ways for the students to learn
more about how Fort Collins sets public policy —possibly getting information on City
processes from the City Manager's office staff and visiting a City Council meeting. More
information will be forthcoming as plans take shape.
7. UPCOMING EVENTS
Elaine wanted to highlight- Pathways Past Poverty. April 30"'—The Center for Public
Deliberation has been developing a community mobilization effort to deal with the issue of
increasing poverty in Larimer County. Eight subcommittees were created and have begun
to meet to examine specific issues within the broader issue. On April 30`h, they will I be
hosting a community forum to seek feedback.
Karen wanted to highlight the April 12 Disability Rights Meeting. Its purpose is to increase
community awareness of the plight of the disabled.
Maya wanted to highlight a June 8 current cancer survivor survey event to be held at the
Mountain Vista Country Club. More information is available at www.fundfun.org.
