Board Members Absent: Denise Rogers Advance Planning Staff Present: Ken Waido Council Members Present: None Board Vice -Chair Jon Fairchild called the meeting to order with a quorum present at 4:15 p.m. Open Public Discussion Maryln Keller from the League of Women Voters announced the bus tour of Loveland's affordable housing projects to be held on September 17 from 8 AM until Noon. Approval of the Minutes of the May 3 2007 Meeting Pete Tippett moved that the minutes of the May 3, 2007, meeting be approved. Dan Byers seconded the motion. The motion passed unanimously 5-0. 2006 International Building Code — Mike Gebo Building Services Manager. Neighborhood & Building Services Department Mike Gebo, Building Services Manager, attended the meeting to discuss and answer questions on the 2006 International Building Code (IBC). Mike summarized the most significant difference between the Uniform Building Code (UBC) and the IBC: under the UBC, the emphasis is on fire rated construction in walls, etc., to contain a fire and provide a time opportunity for people to get out of a burning building; and under the IBC, the emphasis is to have sprinkler systems designed to put a fire out, so basically, the code requires multi -family buildings to have fire sprinklers. Robert Sullivan asked if the IBC would apply to multi -family renovations. Answer: Typically, new codes do not apply retroactively unless there is a major rehabilitation or renovation of the building. Jon Fairchild asked if a fire was in one room would the entire sprinkler system be activated (i.e., in rooms where there was not fire) causing unnecessary water damage. Answer: Each room's sprinklers have heat sensors so only the room(s) where fire is present would be activated. Mike asked the Board to make a recommendation or comments to the City Council. Jon Fairchild moved for the Board's support of the 2006 IBC, Robert Sullivan seconded the motion. Vote: 5-0 in favor. The Board thanked Mike for the cost information provided to the Board Periodic Review Process Staff reminded the Board of its scheduled Periodic Review with the City Council at the July 24 work session. The Board's completed self -assessment questionnaire has been forwarded to the City Clerk's Office. The Chair and Vice -Chair are requested to be at the Council work session — other members may attend if they so desire. Development Impact Fee Freeze for Affordable Housing Projects The Board reviewed information from staff on the amount of money in the City's Budgets for affordable housing programs and the level of City Impact Fees for the last 10 years. There was not support at this time for the Board to move forward with a recommendation to the City Council for a freeze on impact fee increases for affordable housing projects. The Board expressed interest in obtaining information on fee increases to be compared to additions to the Affordable Housing Fund. The Board discussed that a percentage limit may be a better metric to use than a set dollar amount. The Board requested information on the average number of affordable housing units built during the 1997-2007 period. Budgeting for Outcomes (BFO) Process. Staff updated the Board on the 2008-2009 Budgeting for Outcomes (BFO) process and things remain in flux by the hour. Reviews by the Budget Lead Team, citizens, and eventually the City Council still need to be made. The City Manager's recommended budget will be ready by the September Board meeting.
