No Impact — don't pipe water to Horsetooth
Reduced — if piping happens, bring to southeast end of Horsetooth
Mitigate — fund additional water quality costs if pipeline goes to northeast end of Horsetooth
The Board's memo needs to be to Council by Tuesday, September 2; Craig will confirm this date.
The memo does not have to be detailed. One board simply stated in the first paragraph; we support the City's
point of view. The second paragraph expressed citizen feelings.
The ESI is very vague and lacks hard data throughout the entire document. This should be stressed in the
Board's memo. It would also be helpful if the ESI used studies that are valid for this area and this project and
not studies from other projects.
The Corps of Engineers will review information after the September 3 comments are submitted. Corps of
Engineers could take a long while to make a decision. Their decision is based on facts and data, not overly
political.
It was decided by the Board that Jessica and Michael would work on the memo together after gathering data
from the other board members, and have a rough draft ready for review by J.R. and Craig by August 15.
Highlights may include: kayak park, fishing impacts, guarantees of money coming into Fort Collins, etc.
Other Board members may write letters to the editor or a "soapbox" to the Coloradoan to keep the general
public informed.

Proiect Updates
The final draft of the Policy Plan should be to Marty by mid -August and ready for Council action by September
16. We could go into October if necessary.
We also received $350,000 GOCO money for the Power Trail/Front Range Trail Grant. Work should start in
the spring of 2009.
Old Fort Collins Heritage Park's skate park area is nearing completion and we're working on handball court.
There is a plan to change asphalt to concrete along the Poudre Trail East of Lemay to Timberline bridge and
move it out from the river by 50'. Board will have speaker Karen Manci and a tour of the trail at the August 27
meeting to get more details and better understanding of why there is a need to move the trail.
South College 287 underpass at Fossil Creek can connect south to near the car dealership to tie people to trail on
the west side of College. East side of College, south of Fossil Creek, is developed with no clear path for a
connection to the South.
