SUBJECT: Planning and Zoning Board Work Program- 2008
After four successive years of reduced workload, the Planning and Zoning
Board saw a leveling off in the number of development applications and
policy plans reviewed this past year. During 2007 several significant
rezoning applications and larger development plans were evaluated. The
trend toward more infill and redevelopment also continued, along with the
unique issues that often arise with these projects.
In addition to evaluating development proposals, the Board will address
important land use policy and process issues during 2008, including:
Land Use Code Amendments — Amendments to the Land Use Code
(LUC) will be reduced from the present biannual cycle to an annual
process. With over 600 code amendments since the LUC's adoption
ten years ago, the most significant changes have been made and the
emphasis is on fine-tuning to reflect the community's more limited land
supply. In 2008, efforts will be made to address the challenges of
design and use compatibility within established areas and greater
emphasis on green building practices.
South Colleae Corridor Plan — 2008 will include the primary public
outreach and policy analysis for the South College Corridor Plan that
was kicked off in late 2007. This area encompasses land fronting
South College Avenue, from south of Harmony Road to Carpenter
Road, and includes all properties within the Southwest Enclave Phase
I Annexation area. The Plan will address redevelopment issues
including, but not limited to, land use, infrastructure, design, financing
and implementation.
• Mountain Vista Subarea Plan Update - Significant land use and
transportation issues have arisen that will need to be addressed in the
Plan update
• Harmony Corridor Plan Gateway District and Use Amendments —
Change in conditions along the Harmony Corridor since the 1991
Plan's adoption have spurred the need to reexamine land use
standards and better define the vision for a Gateway District near
Harmony Road and 1-25.
