1. Electric Energy Supply
a. Annual review and update to City Council to include: Demand Side Management,
alternative energy resources, rate structures, undergrounding and system reliability
b. Review funding as a result of policy and how funds are being spent
c. Review the policy implementation schedule and set attainable goals
d. Consider updates to Electric Energy Supply Policy with achievable goals
e. Review potential reactions and difficulties of reaching the policy goals
f. Review the Purchase Power Reserve Policy
g. Review parallel generation and standby policies of PRPA/City of Fort Collins
h. Review partnership opportunities with Colorado State University
i. Benchmark with other communities (per capita)
j. Review the future market of wind and other renewable energy resources
k. Review means to monitor and measure progress in terns of carbon reduction in
addition to kilowatt hours
1. Monitor progress of the Energy Supply Sub -Committee
2. Conservation and Public Education
a. Review the public education programs for the Electric Energy Supply Policy,
Demand Side Management, net metering and the benefits of public power
b. Review what information is available and post progress of the Electric Energy
Supply Policy initiatives on the Utility website, which could include dashboard
measurements
c. Review the Key Accounts Business Plan
d. Periodically review the Utilities' outreach plans including:
i. Communications program to build on current service satisfaction
ii. Energy conservation and renewable programs
iii. Future satisfaction surveys
iv. Future marketing plans
v. Annual report on public outreach
e. Monitor the City's Climate Protection Program
f. Monitor PRPA's plans for carbon reduction and management
g. Review partnerships with other entities such as Colorado State University, the
Discovery Center, Northern Colorado Energy Cluster, and Poudre School District,
etc.
3. Legislative and Finance
a. Review 2008-09 Budget
b. Review the current rate structure and consider options; such as tiered, lifeline,
time of use, etc. to help promote conservation
c. Monitor progress of the Green-e certification program
d. Monitor initiatives from the Governor's Energy Office (GEO)

4. Liaison
a. Improve communications with Council Liaison and City Council by providing
routine key messages to the Council Liaison
b. Take leadership in proposing policies as they relate to the Electric Utility and
clearly communicate those positions
c. Invite Platte River Power Authority to provide an annual update at a work session
with the City Council
d. Meet with the other PRPA partners (Loveland, Longmont and Estes Park) during
even numbered years and meet with the Fort Collins Water Board during odd
numbered years.
e. Continue to support a liaison on the City's Climate Task Force
f. Request an update from the Colorado Climate Action Panel
5. Other
a. Update on power line broadband, wireless and telecommunication issues
b. Monitor progress of the conversion to underground power distribution program
c. Monitor activities of the Western Governors' Association relating to electrical
energy and conservation
