LANDMARK PRESERVATION COMMISSION
MEETING - MINUTES
JUNE 14, 1990
The meeting began at 5:41 P.M., at 200 West Mountain Avenue. Members present
included Ruth Weatherford, Jim Tanner, Prescott Handley and Bud Frick. Mr. Frick
presided over the meeting. Staff was represented by Carol Tunner. Joyce Lewton
acted as secretary.
Guests were Marjorie Soderquist Strouse, Alice Hubbard, Dan Cooper, and new
Commissioner -appointee Jennifer Carpenter.
APPROVAL OF MINUTES
Ms. Weatherford made a motion to approve the minutes of the May 2, 1990 meeting
as submitted. Ms. Handley seconded the motion. Yeas: Tanner, Weatherford, Handley,
Frick. Nays: None. The motion carried.
DISCUSSION ITEMS
JEFFERSON BLOCK: 221, 223, 227 Jefferson Street
The applicant, Marjorie Soderquist Strouse proposed reconstruction of the belt or
storefront cornice located above the transom windows at 227 Jefferson Street.
Mr. Frick questioned whether there was brick under the stucco. Ms. Strouse replied
that this was unknown at the present time. Mr. Frick then asked whether the
proposal included the detail molding on the facade, the horizontal 1" X 4" piece
with routed edge inside the storefront where the panel abuts the soffit. Ms. Strouse
replied that the molding would be included in the renovation.
Ms. Handley made a motion to approve the proposal based on verification of brick
under the stucco for the three courses. The upper story wood trim detail must be
matched and also if there is no brick or the brick is not in good condition under
the stucco,, staff and the design review committee will review the renovation
proposal and decide on the course of action. Ms. Weatherford seconded the motion.
Ayes: Tanner, Weatherford, Handley, Frick. Nays: None. The motion carried.
COOPER AND COOPER GOLDSMITHS
The applicant, Dan Cooper, proposed the removal and relocation
of the window
signage
to the metal paneling. The store name is to
be repeated
on three
front
panels
and two semi -side panels in die -cut vinyl of
brushed gold.
On one
front
panel,
a jeweler's clock, in the shape of a brushed
silver vinyl
diamond
with
numerals, hands, and marks of brushed gold, will be located. In
order to
more
clearly
identify the entrance, the applicant proposed a
cranberry awning
with
cast
bronze
side fans to be installed. The bronze side fans
would be echoed in the
fan
shaped
cast bronze door handles. The cast bronze is
not to be
high gloss,
but
brushed
or sand finished.
Mr. Frick questioned whether the awning would cover the lettered sign over the
doorway. Mr. Cooper replied that the projection of the awning would cover the
painted sign.
Mr. Tanner asked whether the other tenants would be adding awnings. Mr. Cooper
replied that the "Point of View" might add an awning if approved by Foxfire, the
property management company.
Mr. Frick commented that other awning entrances would have to be similar but door
handles could be individual.
Mr. Tanner made a motion to approve the proposal as submitted. Ms. Weatherford
seconded the motion. Ayes: Tanner, Weatherford, Handley, Frick. Nays: None. The
motion carried.
FOOD COOP
The applicant, Alice Hubbard, proposed placing a 5' bench up against the front
windows and two 2' X 2' planters on either side of the bench and two 2' X 2"
planters on either side of the entrance to the business. Though the building is
considered non-contributing, it does fall within the "Old Town District" and
therefore, should follow the design guidelines for pedestrian way improvements as
presented by staff. Staff presented the Design Guidelines for Old Town
Neighborhoods as developed by the Downtown Development Authority.
Ms. Handley asked about the construction over the door and Ms. Hubbard replied it
wasn't in the proposal. The Co -Op wouldn't be doing it because of cost. The
Commission concurred that they wouldn't approve it because it had no historical
precedent and was a contemporary treatment.
Two major concerns were expressed by the Commission. The first was the shape of
the planters and was expressed by Mr. Tanner. If the planters are placed in close
proximity to the door, patrons could run into them. Two modifications were
suggested by Mr. Frick: 1) Reshape the planters making them either round or
rectangular. If the planters are rectangular, move them further away from the door,
and: 2) use large, eye level foliage in either square or rectangular planters so
patrons will recognize that a planter is present before stepping down onto the
sidewalk.
The second concern was expressed by Ms. Handley regarding the contemporary design
of the planters and bench and especially if they are varnished as proposed. Not only
will the varnish not withstand the elements in this area, but the time period of the
Old Town neighborhood in which the Co -Op stands would be violated.
Ms. Hubbard asked the Commission if they would prefer stained wood over varnish.
Mr. Tanner and other Commissioners stated that the stain would be better than
varnish; however, oil -base paint would be the best alternative. Mr. Frick suggested
the bench and planters be painted in the same color scheme as the building. I£ the
building is re -painted the same color, the Co -Op will not need to receive prior
approval from the LPC. If the building colors are changed, the LPC will need to
approve the color scheme.
Mr. Tunner noted that the applicant will be attaching the two planters to the bench
for security.
Ms. Handley asked Ms. Hubbard about the time frame for construction and
installation of the benches and planters. Ms. Hubbard replied that the bench and
two planters to be placed in front of the window are the first priority. The two
planters by the door are optional at this time.
Ms. Weatherford expressed pleasure that the front was being upgraded and made a
motion to have the Co -Op return with a detailed presentation using revisions as
suggested by the Commission and implementing the Design Guidelines for Old Town
Neiehborhoods. The bench and adjacent planters should be painted in the overall
design for the front of the building. The design of the bench should be less
residential, more commercial/substantial to meet the guidelines. The planters should
be safe. Ms. Handley seconded the motion. Ayes: Tanner, Weatherford, Handley,
Frick. Nays: None. The motion carried.
NEW COMMISSIONER
Ms. Jennifer Carpenter, the new board -appointee, is a return member from 1986-1987.
She has a masters degree from CSU in Historic Preservation. She was introduced to
the Commission by Ms. Tunner.
RHODES HOUSE UPDATE
The Heritage Round Table will meet Tuesday, June 19, at 7:00 p.m. Mr. Peterson and
Mr. Davis will present two proposals to the City Council. The first would be to
move the house to Jefferson Street Park on a month -to -month lease. This proposal
would cost between 140 and 160 thousand dollars ($140,000 - $160,000) to buy the
property. The second alternative would be to leave the house where it is and to buy
the lot around it. This would cost approximately 220 thousand dollars ($220,000) but
would yield the additional benefit to the City of a parking lot for 281 North
College Avenue.
PRESERVATION WEEK UPDATE
Over 700 people participated in Preservation Week. Over 200 toured the Waterworks
and there were over 300 present at the mixer Friday night, 100 attended the three
workshops, and 100 took the Saturday Restoration Tour.
AVERY HOUSE
With Ordinance #54, the Avery House District has been designated. The District
includes the Avery House, Carriage House, the fountain, the gazebo, and the
grounds.
HANDICAP ACCESSIBILITY AMENDMENT
Ms. Handley reported to the Commission about an amendment requiring all buildings
of commercial value have handicap accessibility. She pointed out the possible
repercussions to second story buildings in Old Town and will investigate solutions
for the landmark buildings as well as the time frame for the implementation of the
amendment.
The meeting adjourned at 7:30 p.m. until Monday, June 18, at 5:30 p.m. when
additional applications will be considered.
