HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 06/18/1990LANDMARK PRESERVATION COMMISSION MEETING - MINUTES JUNE 18, 1990 The special meeting of June 18, 1990 began at approximately 5:30 p.m. at 200 West Mountain Avenue, Fort Collins, Colorado. Members present were Rheba Massey, Jim Tanner, Ruth Weatherford, Prescott Handley, and Bud Frick. Commissioner -appointees present were Jennifer Carpenter and Rae Ann Todd. Staff was represented by Carol Tunner. Joyce Lewton acted as secretary. Guests included Scott Smith, owner and applicant for Coopersmith Brew Pub, Richard Gilsdorf of Gilsdorf Canvas and Awning, and Carl Glaser of the Local Development Corporation. COOPERSMITH'S BREW PUB The owner and applicant, Scott Smith and his associate, Richard Gilsdorf of Gilsdorf Canvas and Awning, proposed a rigid frame covering for the patio area of Coopersmith's Brew Pub. The frame would be made of a system of seven trusses made from 1" square tubing to measure 24' X 16' and fastened into the mortar of the brick with 3/8" X 3" anchor bolts. The applicant expressed a need for shade and shelter from rain. A roll down awning was considered but would be too big for the old brick to support it. Staff recommended the trusses be four in number and spaced every eight feet on either side of the window arches with tubing every two feet to stretch the canvas. This modification would allow the frame trusses and support posts to not interfere with the window arches. Mr. Tanner and Ms. Handley expressed concerns about the rigid framed awning as follows: The first concern is the visual impact of the building will be obscured by both the framework and the trusses. The second concern was the predominantly triangular effect of the awning, and the third concern related to the second in that the permanent rigid frame would set a precedent for the entire Old Town. Although the lower level of the building was not historic, the aesthetics of Old Town would be effected by a triangular rigid framed exposed in the winter months when the awning is off. Both Commissioners Tanner and Handley suggested softer lines by use of a barrel, curved or round awning rather than the triangular awning as proposed. Chairman Massey noted that the first floor was not historic, but a reconstruction. She cited the Secretary of Interior Guidelines which would allow the awning frame because it was not effecting an original historical building. Discussion centered on whether the frame could be made removable in winter, but Mr. Frick stated it would cost $300 per year to dismantle and assemble so would probably be left up anyway. Mr. Frick made a motion to approve the proposal with the following conditions: 1) The trusses be 8' on center with the same design as the end trusses; 2) The support posts should be 3" square tube steel, 8' on center under the trusses; 3) The canvas valance should be only 12" deep total as opposed to the 18" proposal and should be scalloped on the bottom; 4) The posts are to be core -drilled with the attachment into the pavers; 5) All attachments to the brick are to be in the mortar, and; 6) The framework is to be the same green color as the railing of the fence with decorative circles attached to the framework in the same design as the circles in the fence. Ms. Weatherford seconded the motion. Ayes: Massey, Weatherford, Frick. Nays: Handley, Tanner. The motion carried. TRIMBLE/WHITTON COURT PROPOSAL Mr. Carl Glaser of the Local Development Corporation showed the Commission the proposed design from EDAW for Trimble and Whitton Court alleys. The plan, if implemented, would take place in three phases. The first would be Trimble Court which would provide an immediate link between Old Town and the Galleria. The second phase would be in Whitton Court which would develop common areas which are now privately owned. The LDC has not dealt with the owners as of yet regarding this proposal. The third phase would affect the tenants in the Trimble building and would limit vehicular access into the area. Mr. Glaser informed the Commission that at this time the economy would not support an effort like this but in the spring the LDC plans to resubmit to CDBG for funding. HISTORIC PRESERVATION OUTLOOK Ms. Massey requested the Commission join her in a special meeting with City Council liaison Loren Maxey, Mike Davis, Tom Peterson and Joe Frank on July 2 at 5:30 p.m. in order to clarify the time, budget, staff, and work limitations being placed on Historic Preservation.
