HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 10/03/1990LANDMARK PRESERVATION COMMISION MEETING MINUTES OCTOBER 3, 1990 The meeting began at 5:39 p.m. at 281 North College Avenue. Roll was called, and the following members were present: Rheba Massey, Jennifer Carpenter, Prescott Handley, James Tanner, Rae Ann Todd, and Ruth Weatherford. (Bud Frick joined later as noted in the minutes.) Staff was represented by Carol Tunner. Tracy Johnston acted as secretary. Guests included: Karene Will, owner of The Old Firehouse; Rick Fetters, co-owner and manager of The Old Town Ale House; Sally Ketcham, Poudre Landmarks Foundation; Lenny Scovel, President of CSU Construction Management Club; and Bill Wright, owner of The Wright Life. CURRENT ITEMS The Old Firehouse, 238 Walnut Street -- 2nd Floor Addition Ms. Will requested approval from the Commission for the addition of a sun porch to the second floor of the rear of the building. As required by code, windows on the west elevation will be steel frame wire glass. Other windows and doors are to be metal sliders. The exterior walls will be a stucco finish and painted #D 31-1 (Love Bug) to match the existing building. A small amount of trim will be painted D 30-3 (Pottery). Roofing will match the existing roof. The addition is for private use with the intention of maintaining the integrity of the building as to the flow of materials and colors. Ms. Handley cited concern about proper reinforcement and asked if I -beams are in place. Ms. Will stated that they are. Ms. Handley made a motion to approve the submittal as presented. The motion passed 6-0. Ayes: Massey, Carpenter, Handley, Tanner, Todd, Weatherford. Nays: none. Old Town Ale House. #25 Old Town Square (117 Linden) - Proposal to change existing window coverings. (Bud Frick joined at this point in the meeting.) Mr. Fetters requested that the Commission approve the proposed change in fabric and type of awnings covering the windows on the first floor front of the building as follows: * change the two awnings above the windows from fixed to retractable with open sides * leave the awning above the door as a fixed type with covered sides but project it further (from 3'4" to 416" with same height) change fabric to "Hemlock Awning -- green with red, stripe pattern (same as across the plaza) Tweed Fancy" Sunbrella yellow, black and white Children's Mercantile place the signage "Ale House" on valance of side awnings in white 6" block letters Mr. Fetters stated that the main purpose of the change is to let in more light when desired. Mr. Frick and Ms. Handley both stated that the drawings submitted left much question as to the relation of the bottom level of the proposed awnings to the bottom level of the clerestory windows. Prepared slides and the submitted photo showed the drawing to be inaccurate. Mr. Fetters agreed. Ms. Handley found the drawing not to scale. Mr. Tanner described the relative height and width illustrated in the drawing to be distorted. Staff was instructed to relay this to Gilsdorf Canvas and Awning in a letter and request an accurate scaled drawing. Ms. Carpenter moved to approve the submittal with the contingency that no change be made in the elevation or position of the awnings. Ms. Todd seconded the motion. Motion passed 6-0 with one abstention. Ayes: Massey, Carpenter, Frick, Tanner, Todd, Weatherford. Nays: none. Abstention: Handley. Avery House Historic District. Proposal to Install Handrails Ms. Ketcham requested permission to install handrails on the front steps of the Avery House and the recently City acquired Carriage House. She stated that the handrails are a necessary safety precaution. The railings would be constructed of 1-1/2" tubular steel pipe rail and will be free-standing and drilled into the steps of the right side of both structures. They will be painted Kelly -Moore #17544 (Green) to match the trim of the house. -Ms. Todd asked if the railings must be metal. Mr. Frick replied that tubular steel does not detract from the stonework of the house. Wood railings would alter the appearance of the house, giving it a colonial look. Ms. Tunner added that the steel is more durable. Ms. Weatherford made a motion to accept the proposal as submitted. Ms. Handley seconded the motion. Motion passed 7-6. Ayes: Massey, Carpenter, Frick, Handley, Tanner, Todd, Weatherford. Nays: none. Conceptual Review of Utility Box Screen Ms. Ketcham stated that the Foundation would like to install a screen to hide several utility boxes on the rear of the Avery House. The boxes are very visible during public functions at both houses. The Foundation has researched several methods of disguising the boxes and requested comments and suggestions from the Commission on the use of a utility screen in the form of a trellis with vines. The trellis would be a lattice -type, 8' wide and 7' tall with arched details to echo the windows of the house. It would be painted the same green as the trim of the house. Ms. Handley suggested aligning the trellis with the top of the facing board behind it. Mr. Frick asked how far away from the house it will be. Utility people need to see behind it. Ms. Ketcham said 2-1/2' to 3' Ms. Massey and Mr. Frick stated they like the idea of a trellis. Mr. Frick and Ms. Handley felt that the heighth of the trellis should be lowered 1' (because of the perspective angle at a distance) and still be 1-1/2" below the top meter box. Then it would look more like a fence than a wall. Ms. Ketcham said the utility companies are willing to consolidate the boxes. Ms. Todd said the screen should be agreed to by the utilities people before Commission approval. Mr. Tanner expressed concern that the trellis might call attention to the un-historical boxes. Ms. Ketcham stated that there are already matching trellises on the gazebo. Avery Carriage House. 108 N. Meldrum -- Conceptual Review of plans for reroofing and related stabilization. Mr. Scovel stated that the Carriage House is in need of major roof repairs in preparation for winter. It is also the first step in renovating the house. The proposed work includes: * Remove the existing asphalt shingles and one roof layer, repair the 1" x 8' sheathing, install new metal flashing, reroof with red cedar shingles * repair south dormer by duplicating selective wood trim that is weather rotted * regutter the structure The applicant proposes to remove crown molding and gutter and replace them with new gutters with a crown molding profile and continuous flange, which duplicates the house's original edge profile. Downspouts will be rounded corrugate metal to match the Avery House's downspouts. While reviewing the submitted drawings, Ms. Carpenter expressed confusion about the submitted drawing, and Mr. Tanner questioned if there would be a difference in the projection of the roof sheathing over the gutter. Ms. Tunner stated that the applicant would present more detailed drawings when he asks the Commission for final approval in November. Old Post Office. 201 S. College Continued until October 11, 1990. (see below) The Wright Life, 200 Linden -- Conceptual Review of Signage and Banners. THis is a late submittal conceptual project. Staff asked the Commission to hear Mr. Wright's ideas for a new sign. His sign was submitted to the LPC in September but did not meet code so was withdrawn. Giving direction now would be a help to him. The Commission understood and agreed. Mr. Wright asked the Commission for comments and suggestions on his proposal to repaint the trim of the top of the building and add vertical hanging banners. He is considering using neon to backlight the signage. Signage would be hand -channeled lettering with each letter cut out in block form. Neon would shadowbox the letters. The Commission liked the idea of the neon. Mr. Frick suggested that the banners hang perpendicular to rather than parallel to the front of the building, so they are visible from the side instead of the front of the building. Staff recommended checking with the Building Inspections office regarding banners. Mr. Frick suggested big, bold, balanced letters and using some italics. OTHER BUSINESS Historic Preservation Program Ms. Massey reported that the Commission received (on first hearing) the $200,000 allotment from City Council to establish a Historic Preservation Resource Program. She presented a copy of the Colorado Plains Historic Context, a $60,000 study done in 1984 by the Colorado Historical Society, which is a cross-section of resources and will save the historian/consultant much time in research. Ms. Massey divided Fort Collins history into historic themes, and suggested pursuing this year, the top two, Agricultural and Residential (Architectural). She presented the Commission with a list of steps to prepare a proposal of the program in preparation for hiring a consultant. The list and assignments are as follows: Things to do: 1. Get map of Fort Collins Urban Growth area. (Ms.Tunner) 2. Notify State Historic Preservation Office of plan to write historic contexts for Fort Collins and see if there is additional 0 information to be used for this project contexts, site forms they want used, etc. list of all known historic sites in our Tunner) ie. specific format for Have them run a computer urban growth area. (Ms. 3. Get list and/or map of county historic survey sites, as well as files in local Historic Preservation Office. Determine which ones lie within Fort Collins Urban Growth Area, and are associated with Agriculture and Architecture -Residential. Examine survey forms of these sites to determine their level of information and accuracy. Can these forms be used to determine National Register eligibility? If not, then the historican needs to make new survey forms. (Ms. Todd) 4. Make a list of all known sites within these two contexts in Urban Growth Area that need new site forms or have not been surveyed. Give this list to Pioneers and Historical Society to make additions. This becomes the main survey list for the scope of work. (Ms. Carpenter) 5. Write scope of work. The Commission will do preparatory work in drawing up a proposed Historic Preservation Resource Program. Files will be reviewed to assemble complete, correct information to draw from when writing the proposal. The October 17 worksession will be dedicated to this work. The Commission set a special meeting for 5:45 p.m. Thursday, October 11, 1990, to discuss the Old Post Office proposal. The meeting was adjourned at 7:50 p.m. Minutes submitted by Tracy Johnston.
