LANDMARK PRESERVATION COMMISSION
WORKSESSION MINUTES
OCTOBER 17, 1990
The meeting was called to order at 5:45 p.m. at 281 North College Avenue. Roll was called, and
the following members were present: Rheba Massey, Jennifer Carpenter, Bud Frick, Prescott
Handley, James Tanner, Rae Ann Todd, and Ruth Weatherford.
Staff was represented by Carol Tunner and Joe Frank, Assistant Planning Director. Tracy
Johnston acted as secretary.
Guests included: Susan Llewellen, a CSU History student.
APPROVAL OF SEPTEMBER 19, 1990 MINUTES
Ms. Tunner made an amendment to the minutes regarding the Blain Hotel Report: "The
Commission approved the wash procedure at a pressure of less than 200 pounds." Actual
pressure used in the application was 100 pounds.
Ms. Weatherford made a motion to approve the minutes with the above addition. Ms. Carpenter
seconded the motion. The motion to approve passed 7-0. Ayes: Massey, Carpenter, Frick,
Handley, Tanner, Todd and Weatherford. Nays: none.
APPROVAL OF OCTOBER 3, 1990 MINUTES
Ms. Tunner requested an amendment to the minutes regarding the approval of the change of
window coverings of the Old Town Ale House: the awning above the door will remain at the
same orolection with the same height.
Ms. Todd made a motion to approve the minutes with the above correction. Mr. Frick seconded
the motion. The motion to approve passed 7-0. Ayes: Massey, Carpenter, Frick, Handley,
Tanner, Todd and Weatherford. Nayes: None.

The Commission reviewed a draft of a memo to the Mayor and members of City Council from
Ms. Massey regarding the LDGS Performance Audit. The Commission amended the second
paragraph on page 1 to delete the phrases "In general" and "the findings of the audit and in
particular," and accepted the memo to be presented to Council.
Historic Preservation Program —Discussion of Survey Assignments
Ms. Todd displayed a map of the Urban Growth Area of Latimer County. After reviewing the
Larimer-WeldRegional Historic Site Inv ntory and Preservation Strategy Plan, she pinpointed
historic structures in the two historic context themes previously identified by Ms. Massey,
agricultural and residential, in the area outside the city of Fort Collins.

Ms. Carpenter, using the 1990 Fort Collins Historical Properties Identification/Status list,
identified 8 historic agricultural structures within the city.
To begin the process of identifying historic residential structures within the city, Ms. Massey
distributed the contents of survey material on the West Side and Holy Family neighborhoods.
Commission members each studied a portion of the surveys to ascertain how complete they were
and what needed yet to be done. Ms. Tunner presented a Colorado Historical Society Survey
Report for the Fort Collins Urban Growth Area.
Ms. Llewellen was present to explain the Fort Collins Historical Properties Identification/Status
Survey she compiled during the summer of 1990. The survey was a CSU History project
coordinated through Kari Van Meter. The lists of structures considered to be historical from
which she compiled information, were prepared by various groups over the years.
Ms. Tunner stated that her office has a 1979 survey of structures in this area that were
designed by Montezuma Fuller, a prominent local architect. Ms. Massey commented that any
structure designed by Fuller would be easy to nominate for designation on the National
Register. Ms. Carpenter offered to approach CSU History Department for student help to do
a theme nomination for Fuller designed structures.
Mr. Frank commented that there does not seem to be many historic agricultural structures to
nominate and asked if the categories could be expanded to include commercial structures. Ms.
Massey suggested that the Commission first ask for comments from the various local historical
societies to locate any additional agricultural structures that might be eligible. Possible
expansion to include commercial structures could be considered.
Upon reviewing the survey material, the Commission outlined a scope of work for the
consultant to perform. For the identified contexts (agricultural, residential, and commercial)
it should include history of the context, evaluation criteria, survey work, evaluation of the
properties for the National Register, identification of threats to the resource, and facilitation
of discussion with the LPC regarding the threats and protective measures for the properties.

Mr. Tanner suggested that a bibliography of all available sources be given to the consultant.
Ms. Tunner was asked to prepare this document.
Ms. Weatherford inquired about the selection process of the consultant. Mr. Frank outlined the
process as follows:
- send out Request For Proposals
- receive proposals
-committee of several Commission members and staff will select three or four
candidates to interview
-committee will make selection and present to City Council at the end of January 1991
Mr. Frank stated that the process must be open to all who desire to apply and will take about
three months to complete. The selection process should commence in November with a project
start date targeted for February 1,1991.
Ms. Massey adjourned the meeting at 8:15 p.m.
