LANDMARK PRESERVATION COMMISSION
MEETING MINUTES
February 6,1991
The meeting was called to order at 5:45 p.m. at 281 North College Avenue. Roll was called and
the following members were present: Rheba Massey; Jennifer Carpenter, Jim Tanner and Rae
Ann Todd. Bud Frick, Prescott Handley, and Ruth Weatherford were absent. It was determined
that there was a quorum.
Staff was represented by Carol Tunner and Joe Frank. Tracy Johnston acted as Secretary.
Guests included: Sally Ketchum, Poudre Landmarks Foundation; and Ken Waido, Chief
Planner, City of Fort Collins.
APPROVAL OF JANUARY 2. 1991 MINUTES
Regarding the discussion of the Eastside/Westside rezonings, Mr. Tanner asked that the last
sentence of Paragraph 2, Page 3, be stricken from the minutes.
Ms. Carpenter moved to approve the minutes as amended. Ms. Todd seconded the motion. The
motion passed 4-0. Ayes: Massey, Carpenter, Tanner and Todd. Nays: None.
APPROVAL OF JANUARY 16. 1991 MINUTES
Regarding the discussion of the Poudre River National Heritage Corridor, Mr. Tanner
suggested a grammatical change in the next to last paragraph on Page 1.
Ms. Todd moved to approve the minutes as amended. Ms. Carpenter seconded the motion. The
motion passed 4-0. Ayes: Massey, Carpenter, Tanner and Todd. Nays: None.
CURRENT ITEMS
Avery House, 328 W. Mountain Avenue
The applicant presented a proposal to relocate and consolidate several utility boxes at the rear
(north side) of the Avery House. Ms. Ketchum used an elevation drawing and photograph to
demonstrate the new location of the boxes. Most of the boxes will be relocated inside the house
or beneath the water table. New anchor bolts will be fixed into existing mortar joints, and old
holes will be patched and filled. The resulting appearance of the north facade may be so
improved that a trellis will not be needed, as previously considered.
Mr. Tanner moved to accept the proposal as presented. Ms. Carpenter seconded the motion. The
motion passed 4-0. Ayes: Massey, Carpenter, Tanner and Todd. Nays: None.

OTHER BUSINESS
Eastside/Westside Rezon
Mr. Waido appeared before the Commission to answer questions and address concerns raised
during previous discussions of the rezonings. He distributed lists detailing the proposed uses
of each new zone and their corresponding review processes, and a list of comparisons between
the existing and proposed zones. He reported that an open house was held January 9 for the
public and interested groups. The City is reviewing the plans along with testimony and
comments gathered from open houses and Planning and Zoning Board meetings. Mr. Waido
stated that the City believed the plans are valid and that it went through the proper processes
to arrive at that decision.
A detailed discussion followed in which Mr. Waido defined various terminology. Written
suggestions submitted by Ms. Carpenter, Ms. Todd and Ms. Massey were discussed. The next
hearing will be at the February 25 Planning and Zoning Board meeting. Ms. Todd suggested
that several members attend. The Commission discussed the possibility of creating a historic
overlay zone in the future to unify the designations of several zones that comprise one
neighborhood.
Discussion then centered on how to deal with structures over 50 years old (considered historic). -
Ms. Massey suggested that the Commission also draft a letter to the Planning and Zoning Board
saying that they support the rezonings with the condition that staff implement an
administrative review process for historic districts and buildings. Ms.Massey also included that
LDGS criteria should be adopted for staff review. Flexibility in the review process is
acceptable as long as development proposals are reviewed for their impact on the historic
character of buildings. Mr. Waido suggested that review over demolition permits was critical.
Mr. Tanner added that the Commission should voice a strong note of praise and appreciation
that the rezonings are heading in a historic preservation direction. He added that if the
Commission was in close association with the Planning and Zoning Board, then they can work
together toward goals that benefit historic preservation. Staff was directed to draft a letter
from LPC to the Planning and Zoning Board regarding these issues.
The Commission thanked Mr. Waido for his time, adding that they have learned a great deal
about planning through discussing the rezoning process.
Ms. Massey suggested that when this LPC review is completed, a copy of the findings should
be shared with the DDA for their comments. Possibly a joint meeting could be set up for
discussion of the points enumerated by the Commission.
Ms. Tunner distributed packets of information regarding the Poudre River National Heritage
Area (prepared by Kari VanMeter). She also distributed a Design Review Index and passed
around a letter from the Colorado Historical Society approving the LPC as a Certified Local
Government. Mr. Frank distributed a letter from the National Park Service stating the same so
Fort Collins is now officially a certified local government.

Mr. Frank reported that the City has received four proposals which will be discussed at the
February 20 worksession.

Ms. Tunner inquired about having a meeting with Mr. Frank and Ms. Massey to prepare an
application for a CLG grant. Ms. Massey suggested that Ms. Tunner request a $10,000 grant for
preserving agricultural resources, including a survey, a multiple property National Register
nomination with historic context, a determination of threats, and establishment of protection
measures. Ms. Tunner said she would prepare and submit a CLG grant application to the
Colorado Historical Society.
