HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 05/01/1991i LANDMARK PRESERVATION COMMISSION MEETING MINUTES May 1, 1991 The meeting began at approximately 5:45 p.m. at 281 North College Avenue. Roll was called. Members present included: Ruth Weatherford, Jennifer Carpenter, Rae Ann Todd, Prescott Handley, Jim Tanner, and Bud Frick, who acted as Chair. Staff was represented by Carol Tunner. Joyce Lewton acted as Secretary. APPROVAL OF MINUTES Mr. Tanner made a motion to approve the April 3, 1991 minutes as submitted. Ms. Weatherford seconded the motion. The motion was approved 6-0. Ayes: Weatherford, Carpenter, Todd, Handley, Tanner and Frick. Nays: None. CURRENT ITEMS Novak's Little Budaoect Restaurant 146 N. College Av In July 1990, Mr. Joe Novak, the owner of the restaurant, gained approval for canvas strips to be draped around the rafters of the patio addition. Mr. Novak is now requesting that the Commission approve, instead of canvas, 5 foot sections of clear and Forest Green fabric (Weblon Astrup), heat welded together to form a solid canopy for the roof and a dark green vinyl mesh screen material (Textilene) to run from the top of the fence up to the roof rafters of the north wall. Mr. Novak informed the Commission the vinyl roof will be removed in the winter as it will not sustain a snow load. The roof cover will protect the patio from rain and the mesh screen will keep bugs out of the dining space. Ms. Weatherford made a motion to approve the application as submitted. Ms. Todd seconded the motion. The motion was approved 6-0. Ayes: Weatherford, Carpenter, Todd, Handley, Tanner and Frick. Nays: None. Old Town Caroets and Rua 216 vine Street The owners and applicants, Mr. Bob Huggins and Mr. Joe Huggins, proposed an inside, non - blinking neon sign. The clear 1/4" plexiglass background will be painted behind the neon tubes. "Old Town" will be highlighted with turquoise neon and outlined in Teal paint. "Carpet and Rugs" will be painted burgundy and centered with deep red neon. A border stripe around the sign will be painted light Teal and centered with Aqua neon. The sign will be 2'8" X 5'2" and hung in the window by chains. Mr. Frick asked for the applicant to submit further information to staff. The scaled drawing of the sign needs to show the distance from the bottom of the sign to the sidewalk, and the distance from the sides of the sign to the window mullion and doorway. The applicants agreed to provide the information. Ms. Carpenter made a motion to approve the application as submitted. Ms. Weatherford seconded the motion. The motion was approved 6-0. Ayes: Weatherford, Carpenter, Todd, Handley, Tanner and Frick. Nays: None. OTHER BUSINESS Shear Beet Factory Mr. Richard Beardmore, historic preservation consultant, Mr. Jack Gianola, City Special Projects Manager, and Mr. Joe Frye, architect, presented the conceptual adaptive re -use of the old Sugar Beet Factory located at 725 East Vine Drive. The objective of the purchase and renovation of the factory is for storage of the City Street and Maintenance vehicles and Administration. Occupation is proposed for 1993-1994. Mr. Beardmore presented a brief history of the factory and the surrounding neighborhood. Built in 1903, the factory closed in 1954 with most of the buildings razed in 1955. The main structure, a four floor structure, boasted a 150 foot smoke stack. Of the original buildings, only three structural steel buildings faced with brick and used to store sugar, and the corrugated tin seed building remain. The proposal is to remove later non -sensitive additions to the remaining structures. The tin seed building will be removed also. The current ADS building will be renovated such as the east side will be rebricked, the west side will contain the entrances which will house the maintenance and crew shops as well as storage materials and vehicles. Maintenance doorways will face Linden Street. Mr. Gianola described how the City looked at many facilities and this one "worked well" for the intended use. They are still planning this special project; they will prepare an extensive report which will be presented to Council in August. Mr. Frye informed the Commission of the intended landscaping, with Vine Drive to be screened with shrubs and the east 8-9 acres to be grasslands. Staff questioned Mr. Frye as to the feasibility of a neighborhood park. Mr. Frye stated that, at this time, the City will not incorporate this as a recreational area. Mr. Frye stated the need to be sensitive to the neighborhood. Administrative and public components of the project would face the Lemay side and the neighborhood. Mr. Gianola expressed interest in pursuing local designation for the property but would not be doing anything until 1993. Staff Report Staff distributed the City's Goals and Obiectives manual, Planning Progress newsletter, and the 1992 Budget/Work Program to the Commission. Ms. Tunner informed the Commission as to an opening on the Air Quality Task Force Board. Any of the current members of the LPC is eligible for this task force as well as their current placement on the LPC. Carriage House Ms. Tunner circulated a letter wherein the State Historical Society approved the proposed adaptive re -use rehabilitation of the Carriage House. Historic Resources Preservation Program Ms. Weatherford requested clarification of the time frame, use of the money appropriated in a timely fashion, and the progress of obtaining a consultant. She requested that Joe Frank, project manager, contact Rheba Massey immediately with a progress report. She expressed concern as to the use of the monies allocated before the end of the budget year. Ranchwav Feeds Ms. Tunner visited the mill, by invitation during a Planning Department field trip, and informed the Commission of the proposed remodeling. The 2 historic brick buildings on Lincoln and Willow will remain. Mr. Kim Szidon, manager of the mill, conducted the tour and stated that the historic crib house will be demolished. It was built of laminated wood around 1862 and is only one of two in northern Colorado. The other, in Holyoke, Colorado, is abandoned and in "bad shape" Since the LPC has no jurisdiction over the structure, Ms. Tunner suggested the structure be included in the agricultural survey of the Historic Resources Preservation Program so as to evaluate its importance, and to inform Mr. Szidon of the Federal and State incentives which might enhance the chances of saving the structure from demolition.
