MEETING MINUTES
July 17,1991
The meeting began at 5:42 p.m. at 281 North College Avenue. Roll was called. Members present
were Rae Ann Todd, Jim Tanner, Jennifer Carpenter, Rheba Massey and Prescott Handley.
Bud Frick was absent. Ruth Weatherford came late to the meeting.
Staff was represented by Carol Tunner. Joyce Lewton acted as secretary. Sue Waldorff was
present as a guest. She will serve as secretary to the Commission in the future.
HISTORIC RESOURCE PRESERVATION PROGRAM
The Commission brainstormed and came up with a list of persons and/or businesses affected
by the program and who, therefore, should be contacted by the consultant. The Commission
also discussed local history resource persons and groups for the consultant to contact.

29 West Mountain Designation
Ms. Massey presented a draft of the significance for the designation of this property. The
property is to be designated individually rather than waiting for the designation of the entire
district. She said the property is eligible for its contribution to architectural history in Fort
Collins.
The one story home, owned throughout the years by the working and middle classes, represents
the Queen Anne style of architecture (not hipped box or cottage style as the Westside survey
form listed) with a steeply pitched, hipped roof intersected by projecting gables asymmetrically
placed on the north and west elevations. Two single stack chimneys straddle the ridge of the
roof which runs parallel to the side of the house. The columns are classic and have Doric
column supports on the integrated front porch. The fixed gable windows with four over four
lights have window surrounds and corniced lintels. The gables have patterned wood shingles
and the upper brick exterior walls have a continual decorative pattern of brick.
Ms. Massey also revealed a title search had been done at an earlier time and should be
incorporated in the designation. She reviewed the LPC's local landmark designation form and
asked if anyone had any suggestions or additions to the requirements for designation.
Ms. Handley was in favor of requiring a title search.
Ms. Carpenter expressed not making the process too cumbersome. It was decided a title search
was a good idea because it is necessary to do enough research on a home to see what criteria
it meets. A title search reveals important people associated with the house.
Ms. Massey suggested a bibliography be added to the format and more space for history.
Ms. Carpenter applauded this chance to designate vernacular architecture.
Ms. Massey added that the house has maintained all its integrity.
Ms. Todd suggested that LPC members could be used as a resource to answer questions or give
direction to researchers.
The problems associated with this were discussed and the need for a list of accepted contractors
was suggested. Staff needs to check liabilities of this idea with the City Attorney's office.
Staff will revise the form for the August 7, 1991 meeting. Certificate of Designation and
plaques for the designated property were discussed as one implementation of the Historic
Resource Preservation Program Plan with the remaining $160,000.
Parks and Recreation Meeting, - July 24, 1991
In an informal presentation, the two boards, the LPC and Parks and Recreation Board, will
meet to explain their mission, expertise and how they can work together to facilitate better
quality service to the community.
Ms. Todd volunteered to make a short presentation of what is historic, criteria for designation,
the designation process, what it means, and the types of preservation. Staff offered to work
with her in preparation for this presentation. It is anticipated that mutual issues of interface
will be brought up by the Parks and Recreation Board and all LPC members will participate
with ideas.
Following the adjournment of the meeting at approximately 7:30 p.m., Ms. Todd gave a slide
show of Chaco Canyon.
