Meeting Minutes
August 21, 1991
The meeting was called to order at 5:40 pm at 281 North College
Avenue. Members present were Jennifer Carpenter, Prescott Handley,
Rheba Massey, Rae Ann Todd, Jim Tanner, and Ruth Weatherford. Bud
Frick arrived at the end of the meeting. Staff was represented by
Carol Tunner.
DISCUSSION ITEMS
Local Landmark Designation Nomination Form
Revisions were suggested as follows:
Page 1.
* Change "Date Determined "Eligible" to read "Non
Consensual Date Determined "Eligible"
* Add in a section of "Form Prepared By".
Page 2.
* Remove the Plan View grid. It is not necessary.
* Under HISTORICAL INFORMATION, as the last item in this
section, add "Please attach a narrative of the historical
significance of the property. Include a title search."
* Under HISTORICAL INFORMATION, delete "Past Use(s) ...."
section. Move "Construction Date
Architect/Builder " to just under the main sec on
"ARCHITECTURAL AND PHYSICAL DESCRIPTION"
* Add in as the last item under "ARCHITECTURAL AND PHYSICAL
DESCRIPTION" "Describe any additions to the property
(please include a black and white photo of each
elevation).

* Discussion centered on "Property owner wishes to withhold
consent......" with a signature line.
The Commission felt a signature was not needed and Ms.
Tunner offered to check the legality of this with the
City Attorney's office.
Local Designation Procedure
Ms. Tunner presented an outline of the local designation
procedure as described in the City Code, Chapter 14. There are a
number of legal steps of notification which lead to about a three
month process for designation. The Commission reviewed the steps
in preparation for the upcoming designation of 629 W. Mountain
Avenue. it will probably be on the agenda for the October LPC
regular meeting.
Ms. Massey asked the Commission for comments on the Draft TASK ONE
that had been prepared by the consultant, Community Services

Collaborative. The Commission was in agreement with the report.
Ms. Tunner said she had prepared her own comments, and she had
solicited comments from Ms. Sherry Albertson -Clark, former Historic
Preservation Planner during the preparation of the Strategic Plan
For Preservation. Ms. Massey recommended that each Commission
member prepare comments and submit them at the September 4 meeting
to Ms. Tunner for Project Manager, Joe Frank's review.
Rheba Massey presented a preservation grants program from Park
City, Utah. The Commission was of the agreement that Ms. Massey
put together a Fort Collins grant program based on these
guidelines. The Commission will ask to have a work session with
the City Council on October 9, 1991 to discuss this proposal.
Suggestions were made by Rheba Massey that $160,000 be designated
as follows: $100,000 to a grant program and the other $60,000 be
set aside to pursue designations (which the consultant had
recommended as the number one priority and the only way to
adequately protect historic resources). This money would be used
for staff time or consultant time to do designations and to
implement other program recommendations of the consultant.
It was agreed that the commission would ask for City Council's
suggestions regarding the amount they think would be appropriate
for individual grants.
Discussion of the Linden Hotel followed. Ms. Tunner asked for a
show of support for the project and all Commission members
indicated their support. Rheba massey stated it can be a success
as part of the Commission's goals.
Rae Ann Todd suggested that they invite Loren Maxey to the
September 4, 1991 meeting.
OTHER BUSINESS
Staff Re
Going Away Party For Joyce Lewton, past secretary - Ms. Tunner
reminded the commission of the farewell party for Joyce that will
be held at the Catacombs on Friday August 23 at 5:30 pm.
Ms. Tunner reminded the Commission that the next meeting would
include election of officers.

Ms. Tunner gave out the following handouts:
"Building Alliances" information on the September 13-14 Colorado
Preservation Inc. statewide convention in Manitou Springs. She
encouraged all to go. It is excellent training.
"Planning Progress" Fort Collins Planning Department newsletter.
Two recent newspaper articles in the Coloradoan regarding the
Linden Hotel.
Ms. Tunner circulated a thank you to the Parks and Recreation board
regarding the meeting Commission members went to on Wednesday, July
24, 1991.
Ms. Tunner explained a new program "Business/Arts Partnership" that
she had received information on from the sponsor, the Chamber of
Commerce. She asked if the Commission had any suggestions for
their participating in the program. It was suggested that the LPC
apply in the "Partnership Booklet" for businesses to sponsor brass
plaques for designated landmarks. These were just identified in
the Draft Task One by the preservation consultant, CSC. Ms. Tunner
agreed to pursue this promptly.
The meeting was adjourned at 7:45 pm.
