Worksession Minutes
September 18, 1991
Commission Chairperson Rheba Massey called the meeting to order, 5:30 p.m., at 281 North
College Avenue. Jennifer Carpenter, Bud Frick, Rheba Massey, James Tanner, Rae Ann Todd
and Ruth Weatherford were present. Prescott Handley was absent. Carol Tunner and Joe
Frank represented staff. Teresa Morford, property manager and co-owner for 256 Linden
Street, and Roger Jimenez, business owner, Peak To Peak Painting, were guests.
SUMMARY: A conceptual proposal to power wash, repair and repaint 256 Linden Street was
deferred to a special meeting scheduled for September 23. The Commission agreed to review
a test patch on the building at noon, Friday September 20, 1991. The Commission reviewed a
video on the National Heritage Water Area, heard an update on the Historic Resources
Preservation Program, and discussed response to the City Manager's memo of August 7, 1991.

National Heritaae Area -Preview of New Video
Members and guests previewed a new video on the designation of the Poudre River as a
National Heritage Area.
256 Linden Street
Ms. Morford, and Mr. Jimenez presented a plan to repair and paint the exterior of the building
at 256 Linden Street. Ms. Morford said the building has been painted several times in the last
ten years, but regular paint does not last. Mr. Jimenez said the brick is unstable for paint and
he suggested using an elastomeric, compound formulated for buildings that move.
Mr. Jimenez said that Peak To Peak plans to power wash the building, provide necessary
masonry repair, seal the surface with an oil base primer that bonds to brick and apply an
elastomeric coating that stretches and retains 250% of its flex over 10 years. In Mr. Jimenez's
professional opinion the building at 256 Linden qualifies for this type of treatment. His firm
also will address the bulge on the north side of the building. . Mr. Jimenez provided the
commission members with a sample of the coating he plans to apply to the building. It is a flat
surface, no sheen, with a smooth texture.
Mr. Frick observed that the sample appears to pick up dirt and that flat surfaces generally do
pick up dirt and are more difficult to wash that sheen surfaces.
Mr. Jimenez responded that elastomeric coatings are not available in sheen. He pointed out that
paint can be applied over the elastomeric coating in the future.
Mr. Frick expressed concern about the visible moisture problem of deteriorating brick surfaces.
He suggested correction of the moisture problem before applying elastomeric to the exterior.
He commented that it may be necessary to repair the flashing.

Mr. Jimenez said that Devoe Paint is inspecting the building; Devoe has found a flat roof under
a new cap. The failure of the paint. to hold up may be due to lack of adequate preparation
before the last two or three paint jobs. More will be known about the condition of the building
after a power wash.
Ms. Morford pointed out that the cap has been in place only one year and may be helping to
abate the moisture problem.
Mr. Jimenez suggested that some damage to the north side may be due to railroad vibration and
traffic pollution.
Ms. Tunner informed the commission that Ms. Morford and Mr. Jimenez must complete the
power wash this weekend so they can schedule the elastomeric process for October 7. The
bricks need drying time before the elastomeric application.
Mr. Jimenez pointed out that the application must be completed before October 15 because frost
will damage the process. He mentioned that Devoe provides a 10-year warranty on materials,
and Peak To Peak provides a 4-year warranty on labor.
Mr. Tanner asked if the building has contributing or non-contributing status.
Ms. Tunner stated the building is non-contributing.
Ms. Weatherford noted that the information sheet Mr. Jimenez provided states the material
resists dirt and pollution.
Mr. Jimenez stated they would be using 2,200 psi for the power wash.
Mr. Frick was concerned about using 2,200 psi. He stated that high pressure could damage the
weathered face of the bricks. He suggested a low pressure power wash and that the National
Park Service recommends 200 psi maximum.
Ms. Tunner suggested washing a portion of the building to obtain a sample of the effect of the
power wash.
Ms. Massey asked if a special commission meeting could be scheduled for Monday, September
23, at 5:30 p.m. and the Commission members agreed. Staff will make the necessary
arrangements.
Mr. Tanner asked for a clarification of the policy for non-contributing buildings.
Ms. Tunner responded that the policy protects and preserves both contributing and non-
contributing buildings, and changes to non-contributing structures must be compatible with the
district.
Mr. Jimenez asked for confirmation so he can begin work on the project Saturday afternoon.
Black's Glass closes at noon, enabling him to close both sides of the street and making it easier
to deal with the hazardous waste problems of the lead.

The commission agreed that members who can will go to the site at noon Friday to examine the
results of the sample power wash to be completed Thursday. A decision will be reached on
recommendations for future action at the special meeting scheduled for 5:30 p.m., September
23. Monday.
Update on Historic Resources Preservation Program
Mr. Frank reported that Front Range Research is almost ready to start writing the historic
contexts. The Heritage Round Table will be used as a working committee. There will be a
meeting on October 2 from 4-5:30 p.m. before the scheduled LPC meeting. Members of the LPC
may participate on the working committee.
Mr. Frank presented a draft questionnaire and list of interviewees prepared by CSC for the
HRPP. Mr. Frank asked that LPC members review this document.
Formal Response to City Manager's Memo on Linden Hotel Redevelopment
The commission considers Chairwoman Massey's August 23 letter an adequate formal response
to City Manager Burkett's August 7 memo.
Other Business
The next City Council budget worksession is scheduled for October 8 and the public hearing
will be October 15.
Ms. Massey suggested that the commission adjourn, and members go to the DDA Downtown
Study.
Mr. Frick reported that he represented the LPC at a presentation by Craig Harrison and
Associates, "Predicting Regional Growth and Development Choices."
Mr. Frick reported on the objectives and recommendations of the DDA study by the Committee
on Downtown Land Use Guidance Strategy. This study examines strategies for enhancing
downtown development.
Ms. Tunner will see if a letter of LPC support on the Linden Project is needed at this time by
the Center For Stabilization of Important Structures.
