HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 11/06/1991Landmark Preservation Commission Regular Meeting Minutes November 6, 1991 Commission Chair, Rheba Massey, called the meeting to order at 5:30 p.m., 281 North College Avenue. Jennifer Carpenter, Bud Frick, Brian Janonis, Rheba Massey, James Tanner, Rae Ann Todd and Ruth Weatherford were present. Carol Tunner and Joe Frank represented staff. Mr. Frick did not arrive until after the minutes of the September 23 and October 2 minutes were approved. SUMMARY: A submittal to change the cover of the kiosk, located on the corner of Walnut and Linden, to match the seasonal banners was approved. In this Chairman's Report, Ms. Massey suggested neighborhood meetings to ezplain designation and the new tax credit incentive. The Commission was pleased with plans presented for the new S. College Taco Bell reusing an historic structure. Staff suggested instituting annual LPC Design Review Awards. Y Ms. Weatherford moved to approve the September 23, 1991 minutes. Ms. Carpenter seconded the motion. The motion to approve the September 23 minutes passed 6-0. Ayes: Carpenter, Janonis, Massey, Tanner, Todd and Weatherford. Ms. Todd asked that the October 2, 1991 minutes be corrected to read that No. Carpenter made the motion to adjourn the meeting, not Ms. Todd. Ms. Carpenter moved to approve the corrected October 2 minutes. Ms. Todd seconded the motion. The motion to approve the corrected October 2 minutes passed 6-0. Ayes: Carpenter, Janonis, Massey, Tanner, Todd and Weatherford. CURRENT ITEMS: Ms. Tunner reported that Rich Gilsdorf, representing Gilsdorf Canvas for Foxfire Property Management would not be able to attend the meeting. Ms. Tunner presented Mr. Gilsdorf's submittal for approval to change the cover of the kiosk, located on the corner of Walnut and Linden, to match the seasonal banners. Ms. Tunner presented the July 1984 LPC application for Old Town seasonal banners, and displayed the approved color schemes. Mr. Tanner moved:',�o approve the submittal as presented. Ms. Weatherford seconded the motion. The motion passed 7-0. Ayes: Carpenter, Frick, Janonis, Massey, Tanner, Todd and Weatherford. There was no citizen input. Landmark Preservation Coississian November 6, 1991 Minutes 2 OTHER BUSINESS Chairman's Report: Ms. Massey suggested that property owners who complete the designation process should be recognized. In anticipation of this, Ms. Tunner displayed a certificate of recognition that she had made. Loren Maxey and Mayor Kirkpatrick will make a formal presentation to the Fort Collins City Council. Ms. Massey asked all commission members to try to attend the November 19, 1991 hearing at 6:15 p.m. Ms. Massey showed a stone plaque that was presented to the Yellowstone fire fighters for their efforts in saving historical structures threatened by the Yellowstone fire. She suggested that such a plaque be presented owners of designated structures each year. If the property owner wants a plaque, the commission would pay half of the cost, or about $60. The plaque would be mounted on the exterior of the designated structure. Other items in the chairman's report included: • A report on Creative Partnerships, a program sponsored by American Youth Hostels, to use historic buildings for youth hostels. • A report on a workshop, Economic Impacts of Preserving Community Character. • A suggestion to provide city council with data that demonstrates the impact of preservation on the community. • A suggestion to draw up a group profile grid to outline each commission member's special skills. • The possibility of scheduling neighborhood work sessions at schools or churches in each of the historic districts to encourage participation in designation and to inform citizens about tax incentives and grant programs. Mr. Frank suggested involving Coloradoan reporter Robert Baun to write an article on the tax incentive and neighborhood meetings. Mr. Frank will contact the Historic Resources Preservation Program consultant, John Feinberg, for information on a format for these neighborhood meetings. Staff R000rt Mr. Frank distributed the 1 , ..1. lwL1 as developed by the consultant, Front Range Associates. Ms. Tunner distributed the 1991-1992 City of Fort Collins Boards and Commissions Manual. Mr. Frank showed plans for the new Taco Bell to be located in the house just north of the existing Taco Bell on the northeast corner of South College and Prospect. The Commission and Staff were very pleased with the plans. Ms. Massey offered to write a letter to the Planning and Zoning Board supporting the proposal. Ms. Tunner suggested that the LPC present year-end awards to applicants in Old Town who have gone through the LPC design review process and done an exceptional job. The awards would achieve positive publicity for the Commission and preservation, and encourage good design. They could be presented at a Downtown Business Association or Downtown Development Authority meeting in January. She asked commission members to think about who should be nominated at the December meeting. Ms. Tunner was directed to prepare a list of the year's projects for the Commission to consider nominations. Commission members and staff agree to hold a Christmas party at Canino's following the December 4 commission meeting. Ms Todd moved to adjourn the meeting. Ms. Weatherford seconded the motion.
