Minutes, May 13, 1974.
The Commission's meeting opened at 3:45 P.M. in the City Council Chambers. Those
present were: June Bennett, Acting Chair Person; Jan Painter,Elwin Hunter, Chuck Burch-
field, Gary Haxton, Joe Mason, Wayne Sundberg, Members.
Elwin Hunter moved and Liston Leyendecker seconded that the minutes of the last
meeting on April 30, 1974 be approved.
June Bennett reported on the City Council meeting and work session last week. The
discussion centered around the Avery House report and the recommendatons for a Department
of Cultural Affairs. The report should come up at the next City Council meeting or on
June 6, 1974. Two useful points that came up during the discussion were questions on the
interpretation of what is meant by "bringing a building up to code", and that the conduct
of public meetings on the Avery House project be more formal.
If the.former were interpreted in such a way that it is not necessary to bring
all homes up to code if they are historic landmarks; then this would help the Commission
on getting people to let their homes be declared landmarks.
No reports on the Andrews House, the Boughton House, Northern Hotel, Montezuma Fuller
House or Lincoln (Libras) Park.
The topic of tax breaks for fixing up old homes came up and will be put on the
long range plans.
June Bennett reported on possible uses for the Nelson Milkhouse. She had received
a letter from Michael Keleher of Everitt Enterprises stating their position on uses for
the building, which they own. Joe Mason reported that the Kiwanas would be interested
in a work project for the property, but they can not do a project on private property.
He suggested that the large old trees should be saved, no mater what the project. The
Kiwanas could do work if there was a deed restriction on the property that would insure
public use. Listen Leyendecker pointed out that if the property were deeded to the
City, the government would allow financing a facade easement for the exterior. One of
the continuing topics that have been discussed is the use for the Milkhouse. June will
work with Liston Leyendecker and Joe Mason on this matter.
June will appoint a plaque committee in the near future to work with Joe Mason
and the DAR on this continuing project.
Jan Painter will have a report on the updated inventory by the next meeting.
Liston Leyendecker reported on the workshops sponsored by the SHS. The one nearest
to Fort Collins will be at Fort Morgan on Saturday, May 18, 1974. Topics will be on
funding and historic preservation.,
Liston Leyendecker reported that.the National Register is preparing its new book of
historic places. The deadline for submitting will be September 1, 1974. This will help
in funding from the federal government in the future to have places on the Register. A
discussion followed of possible sites. Those suggested were - the Strauss Cabin, Virginia
Dale, the Fort site, the Water Works.

Liston Leyendecker pointed out that any funding that the Avery House will receive
from the SHS should be requested by May 31, 1974. This would include funds already
requested and set aside by the SHS. This would be for restoration to be completed in 19i
June Bennett brought up Foundation and the Commission decided that the directors
should meet soon and organize. They need to respond to an inquiry from the IRS so
that they may be granted tax exempt status.
The Commission will meet regularly - once a month during the summer.
