Two Jefferson Street property owners (Marge Soderquist and "Dwight") were
present at the meeting to present the proposed activities they have formulated
for beautification of that area in Old Town. Mrs. Soderquist stated they were
still on the ground floor with their plans and were asking the Commission for
advice on ideas they could incorporate. Mr. Dewhirst stated they needed to
crystallize what they wanted to do as far as painting, etc. Mrs. Soderquist
stated there were about seven landowners involved in this project and that they
were mainly interested in landscaping, painting, and some lighting of the area.
"Dwight" asked where they (property owners in Old Town) are to go to get infor-
mation on the Commission and their function in Old Town. Mr. Beardmore empha-
sized that part of the Commission's function was to get the word out to these
people on the procedures for applying for work to be done in Old Town and that
they are working to do this more effectively. After some discussion on this
and the converting of electrical lines underground, Mrs. Soderquist and "Dwight"
excused themselves from the rest of the meeting.
The minutes from the 6/17/81 meeting were reviewed. One change was noted -
Page two..."the Daughters of the Pioneers of Colorado" was changed to "Terri-
torial Daughters of Colorado". MINUTES STAND APPROVED AS READ WITH THE COR-
RECTION NOTED.
The next meeting date was scheduled for August 5 at 3:15 p.m. in the conference
room across from Building Inspection. Please contact Debbie at 484-4220, Ext.
633 if you cannot attend.
Mr. Dewhirst then presented the schedule and procedures developed by the
Historic Old Town Design Guidelines Project. He explained that the City has
contracted with Downing & Leach for consultation on design guidelines for Old
Town and the proposed schedule will be from July through early September., He
stated that the funding has come from a combination of sources. He said there
was some question as to whether this needed Council approval and felt it wouldn't
be a bad idea to have that from a legal standpoint, etc.

Mr. Dewhirst stated that a workshop is being planned for the end of July
(7/28 or 7/29) which would involve the Commission, property owners, business
people from Old Town, Building Inspection and Zoning, Planning, and the Old
Town Planning Committee. He stated that the agenda for this workshop would
cover design guidelines - what they are and are not as well as elements that
make Old Town special. He urged that all Commission members be present and
stated he will contact everyone about the date and time next week. It will
be an evening meeting lasting from two to three hours. He asked that Commis-
sion members let him know of anyone else who should be invited to this workshop.
Mr. Beardmore stated that the workshop being coordinated by the Commission will
be scheduled after this workshop.
Under Other Business, Mr. Beardmore handed out some information on renovation
procedures (masonry cleaning, painting, storefronts) and discussed the article
taken from the Coloradoan on July 12, 1981 dealing with Old Town. The reference
to the Commission by Rich White was discussed in particular. It was felt that
an objective reply needed to be made in order to clarify some things. Mr.
Beardmore felt that some PR was needed for the Commission. He stated he would
draft a guest opinion to the Coloradoan and finalize it -..with the Commission
before he submits it. Ms. McMillen felt it needed to be directed to what the
Commission is doing (and trying to do) and not specifically to Mr. White's
statement in the article.
The meeting was adjourned at 4:40 p.m.
