The Commission reviewed the sign permit application made by Richard Grove for
Ma's Silver Heels, 170 N. College Avenue. Ms. Vicki Williams, representing
the business, explained the sign. She stated it would be put up in the exact
same place as the sign for the former business at that location.
Ms. Gayle Wernsman introduced herself to the Commission as the representative
for the property owners of the 200 block of Jefferson Street in Old Town.
She handed out copies of a letter composed by the owners requesting the Commis-
sion's approval of the prepared chart of documented late 19th century exterior
paint colors for use on their commercial building facades. Ms. Wernsman presented
the chart for the Commission's review and stated that the owners are asking for
approval of this chart which would allow them to choose any of the schemes de-
picted. Mr. Dewhirst stated he had suggested this method of the chart since
the property owners are so individualistic and felt this would help unify the
work. He stated that, this way, they would not have to come to the Commission
individually for approval of the paint to be used on each of their businesses.
Mr. Dewhirst presented some slides showing the block of Jefferson Street being
discussed. Fie said they are considering removing the wood shingles. Ms. Werns-
man stated that the brick would not be painted and that a semi -gloss paint would
probably be selected.
MOTION MADE by Mr. Sundberg to approve the paint scheme as presented and appoint
a Commission member to work with Ms. Wernsman on a consulting basis. SECONDED
by Mr. Friedman. In the discussion, Mr. Sundberg asked if they were setting a
precedent in allowing this type of blanket approval. He stated he liked the idea
of a representative for the applicants but felt the other Commission members not
present should be able to give their opinions since this would have long-term
ramifications for the Commission's procedures in reviewing and deciding on appli-
cations made to them. Ms. McMillen felt that this should not be delayed too
long since the Commission may lose its credibility.
MOTION MADE by Mr. Sundberg to table this application. MOTION DIED FOR LACK OF
A SECOND. Mr. Eckman suggested that the Commission approve this as a master
plan until the applicants come back with their final colors. Ms. Wernsman
stated that the owners would not paint at this point if they have to go through
that much red tape. Mr. Eckman stated that to table this issue would be a problem
since the Commission needs to act within ten days of application.

MOTION MADE by Mr. Sundberg to approve the paint scheme chart as presented as well
as the proposal to the Commission'from the property owners and the proposed exterior
paint colors. SECONDED by Mr. Carsten. MOTION CARRIED UNANIMOUSLY.
MOTION MADE by Mr. Sundberg to appoint Ms. McMillen as the Commission representative
to work with Ms. Wernsman on a consulting basis to ensure the harmony of these
color schemes. SECONDED by Mr. Carsten. MOTION CARRIED UNANIMOUSLY.
Ms. Wernsman stated that the final color schemes will be provided for the Commis—
sion's files at a later date.
The design guidelines (Downing & Leach) as presented at the special Guidelines
Workshop on July 29 were discussed by the Commission. Mr. Dewhirst stated that
the Commission as well as the City and the Old Town Planning Committee will need
to review the draft of the final design guidelines when they are completed. He
stated that they needed to look at how detailed it should be as well as any addi—
tions to it. He said that the guidelines need to address new construction vs.
old construction and the approaches to addressing these; whether they are to look
at the backs and sides of buildings as well as the front; whether the Commission
will have authority over what the City does in the public right—of—way. Mr.
Sundberg stated there should also be a range of approved colors on file and
included in the guidelines as references for paints that can be used in renovation
work. Ms. McMillen stated that they should be more concerned with the overall
look (horizontal lines, corni.ces,etc.) than details.
Under Other Business, Ms. McMillen mentioned that the Cultural Resources Board
has asked that a representative from the Commission be present at their meetings.
She briefed the Commission on a house remodel that Ellen Thexton brought to her
attention located at 401 E. Laurel which is a national designation. Ms. McMillen
stated that a letter needs to be written to Ms. Thexton indicating that the
Commission does not have jurisdiction in national designations, only with locally
designated sites or structures. A memo will be sent to Ms. Thexton from the
Commission (through Building Inspection) explaining this.
The point was raised as to setting a time limit on appealing a denial of an appli—
cation to Council by the applicant instead of leaving it open—ended as to the
length of time that has elapsed between the denial and the appeal. Mr. Eckman
stated that this will be looked into.
The minutes from the 7/15/81 meeting were reviewed. MINUTES STAND APPROVED AS
READ.
The next meeting was tentatively scheduled for Wednesday, August 19 at 3:15 p.m.
Mr. Dewhirst stated he wanted the Commission to review the final draft of the
design guidelines then since the target date of completion was in September.
The Commission will be notified as to whether they will be meeting on that
date.

FROM: Property owners of the 200 block of Jefferson St, Fort
Collins, Colorado
As a united effort we, the property owners of the 200 block
of Jefferson St., request approval of the prepared chart of documented
late 19th century exterior paint colors for use on our commercial
building facades. Because serveral of the property owners are
absentee it is difficult at this time to be specific about which
colors will be used. However all the owners have verbally agreed
to select and limit paint schemes from the prepared chart and to
work with each other to choose schemes which are compatible with
their neighbors' facades.
Our choosen representative and a representative of the Landmarks
Preservation Commission (to be choosen by the Commission) will
consult to ensure the harmony of these color schemes.
Individual facade color schemes will be provided at a later
date for the files of the Commission.
