The Commission reviewed a sign permit application for 139 Linden Street.
Mr. Cienfuegos, owner of the business located at that address, explained that
the sign is 4'x 8' plywood with "Cienfuegos Upholstery" lettering on it.
Mr. Barnes stated it is well within the sign allowance for that building.
The Commission looked at a photograph of the sign and adjacent buildings
brought in by 11r. Cienfuegos.
MOTION MADE by Mr. Sundberg to approve the sign as submitted.SECONDED by
Ms. Zemeckis. MOTION CARRIED UNANIMOUSLY.
Mr. Beardmore thanked fir. Cienfuegos for coming in and said the Commission
would appreciate him spreading the word to his neighbors in Old Town of the
Landmark Commission and their procedures for permit application reviews for
work being proposed in that area.
fir. Barnes, Mr. Cienfuegos leave the meeting. Mr. Carsten arrives for the
meeting.
Mr. Beardmore asked Mr. Dewhirst for an update on the guidelines. fir.
Dewhirst indicated that Mr. Diebel had visited with Downing and Leach as to
the changes the Commission requested and that they agreed to do most of the
major changes. He said a camera-ready form of the guidelines may be ready
by next Friday. Mr. Dewhirst said he is getting price quotes for printing
the guidelines as well as having them bound and that it still needs to be
decided whose budget (Planning or Building Inspection) this will come out of.
Mr. Beardmore stated they may be able to be distributed by the first of Decem-
ber if this timetable is kept. Mr. Dewhirst said it would be a good idea for
the Commission to come up with a list of those who will be getting a copy of
the guidelines so they could have an approximate idea of the number needed.
Mr. Dewhirst then gave a brief summary of the week-long workshop he attended
in Minnesota on the National Trust for Historic Preservation. He handed
out one of the items he obtained from that workshop. He stated that he
has quite a compilation of other material (other city ordinances, programs,
etc.) that he picked up there and that these were available for the Commission
members to borrow any time. Mr. Beardmore asked what the possibility would be
for having this workshop in Fort Collins sometime. Mr. Dewhirst said they may
be too big a city but that the Commission could write to the National Trust
for more information.

Mr. Dewhirst said he is also working on a historic inventory (survey) in conjunction
with CSU research that has been done in this area. He said that, as of January 1,
1982, Brian Moroney (Museum Director) will be taking over for Ellen Thexton on the
Cultural Resources Board. He indicated the Cultural Resources Board wants to get
more involved in designation as well as education with regards to historic
preservation. He said CSU now has a walking tour of Old Town and felt this
could possibly be available -through the`City Museum or Library.
Mr. Beardmore indicated to the Commission that it may be a good idea for each
of them to walk by the buildings along Jefferson Street to see the paint project
they approved several meetings ago. He asked them to view this in light of the
procedure they used for approving this paint project, using a blanket color
scheme, and see if they need to reevaluate this procedure for future decisions
that they will need to make when reviewing similar applications for exterior
renovation. He said he felt it did not look like what he invisioned it would be.
Mr. Dewhirst also asked that the Commission be thinking of ideas for PR work
by the Commission - possibly coming up with a 1-2 page brochure or a synopsis
of the design guidelines for public awareness as well as a workshop put on by
the Commission.
