MEETING MINUTES

Council Members Present: None.
Board Chair Denise Rogers called the meeting to order with a quorum present at 4:05
PM.
Open Public Discussion
None.
Approval of the Minutes of the February 7, 2008 Meeting
Robert Sullivan moved that the minutes of the February 7, 2008, meeting be approved.
Marie Edwards seconded the motion. The motion passed unanimously 6-0.
Boards/Commission Meals
The request by Clint Skutchan, a member of the Natural Resources Advisory Board, for
Boards and Commissions to review the funds spent on "meals" was briefly discussed.
Staff investigated the funds expended for the snacks served at Board meetings and the
total was about $104 for the previous year, or an average less than $9 per meeting. The
Board believes this is not a problem and no changes will be made.
Distribution of Competitive Process Affordable Housing_ Applications
Staff distributed copies of the affordable housing applications submitted to the City
requesting funding as part of the spring cycle of the competitive process. In addition to
the applications, staff also distributed copies of the individual proposal point charts,
summary sheets, etc., which are designed to help the Board in their review of the
proposals. Staff covered the distributed materials in some detail and discussed the
process for asking questions and/or requesting additional information from the applicants
and reminded the Board of the conflict of interest rules.
The Board set Thursday March 27 at 4:30 PM as the date for the special meeting to
prepare the Board's listing of priority projects for the CDBG Commission and the City
Council.
Next Steps with Board Input on the Property Maintenance Codes
Denise Rogers reported on her testimony to the City Council on February 19 regarding
the proposed Dangerous Buildings, Rental, and Exterior Property Maintenance Codes.
The purpose of the report was to discuss what the Board's next steps may be regarding
input to the Council on the proposed Codes. Denise reported that it appears that four
Council members are definitely in favor of the Codes, although there was some talk about
support being on the condition of addressing impacts on low income housing. The
biggest concern seems to be that some Council members in favor of the Codes believe the
Codes will have no impact on low income housing. After much discussion the Board
decided to invite Lisa Poppaw, the Board's Council liaison, to the special meeting on
March 27.
Liaison Reports
Ashley Monahan volunteered to become the Boards liaison to the Affordable Housing
Coalition of Larimer County.
Open Board Discussion
Robert Sullivan reported on a presentation by Kim Cooke from the Colorado Housing
Investment Fund Coalition on a bill to establish permanent revenue for state funding for
affordable housing. There was some Board discussion about the benefits and impacts of
the proposal. Staff was direct to invite Kim to the Board's April meeting.
Staff presented an update on the process to fill the Affordable Housing Planner position.
Another set of interviews was conducted, a top candidate was offered the position, but
declined to take another position.
