Special Meeting Minutes

SUMMARY OF MEETING: The Commission approved the March 11, April 1 and
April 15, 1992 minutes. A proposal to replace the awning canvas of 222 Walnut
Street was tabled. The Commission voted unanimously to pass Resolution 1-1992,
recommending local landmark designation of 125-127 South College, the old
Walgreen's Drug Store Building.
CALL TO ORDER AND ROLL CALL:
Commission Vice Chair Bud Frick called the meeting to order at 6:00 p.m., 281 North College
Avenue. Jennifer Carpenter, Bud Frick, Brian Janonis, James Tanner and Ruth Weatherford
were present. Rheba Massey was absent. Nean Svedman, business owner of 222 Walnut Street,
and John Pitner, property and business owner of 125-127 South College Avenue, were guests.
Carol Tuner represented staff.
APPROVAL OF MARCH 11, 1992 MINUTES:
Ms. Weatherford moved to accept the March 11, 1992 minutes as submitted. Ms.
Carpenter seconded the motion. The motion to approve the March 11 minutes passed 5-0.
Ayes: Carpenter, Frick, Janonis, Tanner and Weatherford.
APPROVAL OF THE APRIL 1, 1"2 MINUTES:
Ms. Carpenter moved to accept the April 1, 1992 minutes as submitted. Ms. Weatherford
seconded the motion. The motion to approve the April 1 minutes passed 5-0. Ayes:
Carpenter, Frick, Janonis, Tanner and Weatherford.
APPROVAL OF THE APRIL 15, 1992 MINUTES:
Mr. Tanner moved to accept the April 15, 1992 minutes as submitted. Ms. Weatherford
seconded the motion. The motion to approve the April 15 minutes passed 5-0. Ayes:
Carpenter, Frick, Janonis, Tanner and Weatherford.

CURRENT ITEMS:
222 Walnut Street - Recover Awnin
Ms. Nean Svedman, business owner of 222 Walnut Street, Antiques Affinity discussed a
proposal to replace the canvas awning at this address. Ms. Svedman stated that she will not be
altering the mounting for the awning. She has spoken with John and Viola Moore, owners of
the building, and they have agreed to repaint the portion of the building behind the awning and
the background surrounding the business sign.
Mr. Frick cited H.O.T. Guideline #23 (reinforcing the color scheme of the facade and sign) and
#12 (develop a coordinated color scheme for the entire building). He stated that the teal color
proposed for the awning did not coordinate with building and sign colors nor was it compatible.
He suggested the applicant return with a couple of color schemes that were acceptable to her.
The Commission would review them based on the applicable guidelines.
Mr. Frick asked for citizen input.
Mr. Pitner asked if the applicant will change the business sign.
Ms. Svedman replied that she will not.
Ms. Tunner provided the applicant with a copy of the guidelines.
Ms. Svedman will resubmit a proposal that includes the color of the awning canvas and the
building paint.
Ms. Weatherford moved to table the current request to replace the awning canvas and
repaint a portion of the exterior of 222 Walnut Street. Ms. Carpenter seconded the
motion. The motion to table the application passed 5-0. Ayes: Carpenter, Frick, Janonis,
Tanner and Weatherford.
OTHER BUSINESS:
Local Landmark Designation of 125-127 South College, Old Walgreen's Building
Ms. Tunner asked the Commission to consider a resolution recommending local landmark
designation of 125-127 South College, the old Walgreen's Drug Store Building. Mr. Pitner,

building and business owner, wants to take advantage of the state tax credit for restoration of
the building. He cannot begin work until after the designation date.
Mr. Frank had agreed to help "fast track" the designation so that City Council can approve it
at the June 2, 1992 Council meeting.
Ms. Tunner presented Resolution 1-1992 to the Commission for approval.
Mr. Frick asked if there were changes to the resolution. Ms. Tunner stated there were none.
Ms. Carpenter moved to pass Resolution 1-1992. Mr. Janonis seconded the motion. The
motion to pass the resolution passed 5-0. Ayes: Carpenter, Frick, Janonis, Tanner and
Weatherford.
The Commission hopes that Mr. Pitner's use of the state tax credit will encourage other
businesses in the area to apply for designation.
Ms. Tunner distributed copies of "Summary of Interviews" for the Historical Resources
Preservation Plan, prepared by Community Services Collaborative, to commission members.
It was indicated that Rae Ann Todd had resigned.
Mr. Janonis moved to adjourn the meeting. Ms. Carpenter seconded the motion. The
motion to adjourn the meeting passed 5-0. Ayes: Carpenter, Frick, Janonis, Tanner and
Weatherford.
Mr. Frick adjourned the meeting at 7:00 p.m.
