SUMMARY OF MEETING: The Commission approved the May 6 and May 13,
1992 minutes. A proposal to replace the awning canvas and repaint the upper
:acade of the building containing Antiques Affinity, 222 Walnut Street, was
approved. The Commission approved a request by the Poudre Landmarks
Foundation to install a handicap ramp on the Avery Carriage House, 108 North
Meldrum Street. Ms. Tunner presented an update on the Cunningham Corners
barn.
CALL TO ORDER AND ROLL CALL:
Commission Chair Rheba Massey called the meeting to order at 5:30 p.m., 281 North College
Avenue. Jennifer Carpenter, Bud Frick, Rheba Massey, James Tanner and Ruth Weatherford
were present. Brian Janonis was absent. Shirley "Near" Svedman, business owner of 222
Walnut Street, and Richard Beardmore, board member, Poudre Landmarks Foundation, were
guests. Carol Tunner and Joe Frank represented staff.
APPROVAL OF MAY 6, 1992 MINUTES:
Ms. Carpenter moved to accept the May 6, 1992 minutes as submitted. Ms. Weatherford
seconded the motion. The motion to approve the May 6 minutes passed 5-0. Ayes:
Carpenter, Frick, Massey, Tanner and Weatherford.
APPROVAL OF THE May 13, 1992 MINUTES:
Ms. Weatherford moved to accept the May 13, 1992 minutes as submitted. Ms. Carpenter
seconded the motion. The motion to approve the May 13 minutes passed 5-0. Ayes:
Carpenter, Frick, Massey, Tanner and Weatherford.
CURRENT ITEMS:
222 Walnut Street - Recover Awning (Final Review)
The proposal to replace the awning cover was tabled at the May 13 meeting.
Mr. Frick moved to remove the proposal from the table. Ms. Weatherford seconded the
motion. The motion to remove the proposal from the table passed 5-0. Ayes: Carpenter,
Frick, Massey, Tanner and Weatherford.
Ms. Tunner reported that all Commission members present visited Antiques Affinity, 222
Walnut Street, to view awning color samples.
Business owner Shirley "Nean" Svedman has requested approval to replace the awning canvas
and paint the upper facade portion of the building behind the business signage.
Mr. Frank asked Ms. Svedman when she plans to begin the work.
Ms. Svedman replied that if the Commission approves the submittal, she will call the contractors
immediately.
Ms. Tunner commented that the green color chosen for the new awning is a good historic color.
The color proposed at the May 13 meeting was teal, a contemporary color.
Mr. Frick moved to approve the awning canvas sample (Hemlock Tweed #460S with three
48 inch stripes of #4744) and to approve the change of the background color of the exterior
building paint behind the sign to the same cream color as the letters in the sign. Ms.
Carpenter seconded the motion. The motion to approve the proposal passed 5-0. Ayes:
Carpenter, Frick, Massey, Tanner and Weatherford.
108 North Meldrum Street - Installation of Handicapped Ramp (Final Review)
Richard Beardmore, board member of the Poudre Landmarks Foundation, presented slides and
discussed a proposal to install a handicap ramp on the northeast corner of the Avery Carriage
House. Mr. Beardmore made a presentation for conceptual review of the proposed installation
at the May 6, 1992 LPC regular meeting.
Mr. Beardmore reported that the Landmarks Foundation has not yet located the desired splitface
concrete masonry units that will support the ramp. He stated that the goal is to find a color that
will pick up on the buff sandstone of the structure, not the red sandstone.
The applicant reported that the carriage doors will be reconstructed later, after more is known
about the original doors. Currently, it is not known if the original doors were mounted on
sliders or hinges. The color of the doors will match the house. The applicant will return to the
LPC to discuss color detail later.
Commission members, Staff and Mr. Beardmore discussed possible water damage to the exterior
of the building from pop-up lawn and shrub sprinklers.
Ms. Tunner may send a letter to the Poudre Landmarks Foundation alerting them to the
possibility of water damage to the sandstone. Installing drip irrigation to the shrub beds would
eliminate this problem. She stated that the landscape plan should be approved by the LPC.

Mr. Beardmore said that the utility service will remain above ground on the back northeast
corner of the structure because underground service is not currently available at that location.
The utility boxes will be painted to make them less conspicuous. The applicant will return with
details later.
Ms. Tunner reported that because the project is receiving CDBG funds, the proposed changes
must be reviewed by the State Historical Society. She stated that the National Parks chief
architect, Chris Jones, has reviewed the drawings and found them to be within the Secretary of
the Interior's Guidelines.
Mr. Beardmore will return to the Commission in July because the design standards for handicap
railings have changed. At this time, he also will present a sash detail for the south window that
will be reopened.
The applicant noted that the building will be environmentally controlled for temperature and
humidity to preserve the interior of the building and its contents.
Mr. Frank inquired if the Commission members are interested in seeing the landscape plan.
Mr. Tanner replied that he would like to see the landscape plan, even if the Commission is not
required to do so.
Ms. Tunner stated that Commission review of the landscape plan is clearly within the ordinance
because the site is included in the local landmark district designation. The Commission will
follow the Secretary of the Interior's Guidelines for historic landscapes.
Mr. Tanner moved to approve the applicant's request to install the handicap ramp as
presented. Ms. Weatherford seconded the motion. The motion to approve the request
passed 5-0. Ayes: Carpenter, Frick, Massey, Tanner and Weatherford.
125-127 North College - Rehabilitation of Exterior Facade
John Pitner, owner of 125-127 North College, has indefinitely withdrawn the proposal for
rehabilitation of the exterior facade of the building from the second hearing before City Council
and review by the LPC.
Mr. Pitner has been advised by his accountant that, as a sole proprietor, he will not owe state
taxes. Mr. Pitner does not know at this time what the costs will be for a wood or hollow metal
storefront which would be compatible with the historic building.
The matter is still open and Commissioners expressed a desire to hold a work session to address
some of the issues raised by this rehabilitation project and other potential projects.
Mr. Frick suggested a walking tour of downtown for the next work session

Mr. Frank reminded the Commission that the Commission must review the historic draft at the
next work session.
Ms. Massey suggested scheduling a walking tour for the July work session.
OTHER BUSINESS:
Discussion of Work Session Agendas
Ms. Tunner asked Commission members if they want to continue holding work sessions. In
August, the LPC will have attended worksessions for two years.
Mr. Frick responded that the work sessions should be work sessions, not design reviews.
Mr. Frank stated that staff can try to keep work sessions free of reviews.
Ms. Carpenter stated that the Commission must have something vital to do at the work sessions
and that these sessions should not be a convenient extra session for applicants.
Mr. Frick commented that work session time should be used for strategic planning and training.
Update on the Cunningham Corners Barn
Ms. Tunner reported that a citizen has expressed interest in moving the Cunningham Corners
barn and the Troutman Farm to a property near Terry Shores. The interested party will propose
that the city pay the overhead utility 'conflict costs.
Ms. Tunner received a call from the director of the Greeley Museum expressing interest in
moving the Cunningham Comers barn to Greeley's Centennial Village. The director noted that
Greeley is not trying to take the barn away from Fort Collins, but would rather move it to
Greeley than have it destroyed.
Ms. Massey asked Mr. Frank where the City is in the process of making a decision on the barn.
Mr. Frank replied that the City has not made any decision at this point. The Finance
Department staff is aware that the LPC would prefer to preserve the barn on the site or move
it, not demolish it. Mr. Frank stated that proposals are being solicited. The final decision will
have to be approved by City Council.
Ms. Weatherford asked if the Commission should write a letter stating that the Commission is
concerned that the best proposal should be accepted.
Mr. Frank suggested that the Commission wait until all the proposals are submitted and perhaps
make a recommendation at that time.
Ms. Massey inquired if the Commission will be allowed to see the proposals.
Mr. Frank responded he will discuss this request with the Finance Department.
Mr. Frick asked if there are dimension drawings of the Cunningham Comers barn.
Ms. Tunner replied that there are no dimension drawings of the bam.
Update on Preliminary Draft: Historic Resources Preservation Project
Ms. Turner reported that she made a special request for 3 of the last 63 inventory forms from
Simmons and Simmons. The forms include the Brown Farm, the Cunningham Corners Barn and
500-502 South College. Barbara Norgren, National Register Coordinator, does have time to
review the last half of the inventories (63) at this time. Ms. Norgren has determined that these
three properties are eligible for the National Register.
Mr. Frank distributed copies of the Preliminary Draft: Historic Resources Preservation Project,
prepared by Community Services Collaborative. Mr. Frank requested that members review the
draft and be prepared to discuss it at the June 17 work session. Mr. Frank will invite Allyn
Feinberg to represent Community Services Collaborative at the work session.
Appointment of Commission Members
Curt Jensen has been appointed to replace Commission member Rae Ann Todd, who resigned.
Mr. Jensen is a long-time Fort Collins resident and a landscape architect. Rheba Massey and
Brian Janonis have been reappointed to the Commission.

Ms. Weatherford moved to adjourn the meeting. Ms. Carpenter seconded the motion. The
motion to adjourn the meeting passed 5-0. Ayes: Carpenter, Frick, Massey, Tanner and
Weatherford.
Ms. Massey adjourned the meeting at 7:20 p.m.
