LANDMARK PRESERVATION COMMISSION
Special Meeting Minutes
May 19, 1993

SUMMARY OF MEETING: The Commission unanimously approved the proposed
rehabilitation of the Brown Farmhouse and the proposed renovation of the Welch
Block with changes as noted on the drawing. The Commission discussed the proposed
Linden Hotel rehabilitation.
CALL TO ORDER AND ROLL CALL:
Commission Chair Jennifer Carpenter called the meeting to order at 5:42 pm, 281 North
College Avenue. Secretary Diane Slater called the roll. Commission members Jennifer
Carpenter, Bud Frick, Richard Hill, Kirk Jensen and James Tanner were present. Joe Frank
and Carol Tunner represented staff.
GUESTS:
Brad Pace, prospective owner of the Brown Farmhouse, Tom Lyon of Architractor Design
Group in Boulder, Jacques Rieux of Stone Lion and prospective owner of the Welch Block,
Tom Schmittling of Pour La France, and Dick Beardmore from CSU Stabilization Center.
APPROVAL OF APRIL 21 MINUTES:
Mr. Hill moved to approve the minutes of the meeting from April 21, 1993 as
submitted. Mr. Frick seconded the motion. The motion passed S-0. Ayes: Carpenter,
Frick, Hill, Jensen, and Tanner. Ms. Weatherford arrived.
COMMISSION REPORTS:
Ms. Carpenter reported that the City Council denied the request for CDBG funds for the
Linden Hotel so other sources of funding must be found.
CURRENT ITEMS:
Mr. Pace presented the points mentioned in the staff report. Any new siding will match the
original. 5 1/2" beveled pine or redwood will be used if the grain is the same. Paint will
match the original. Windows will use existing frames, with sashes to match the original,

single pane glass with storms and screens to fit over a recessed frame with a dividing bar on
both window and screen. The two upper roofs can be repaired using cedar shingles matching
the original. The roofs on the front and back porches have asphalt over the cedar and will
probably need new cedar shingles. The plan to extend the back porch is on hold and Ms.
Carpenter noted that he should submit future plans involving any porch extension. The
original kitchen door that led onto a patio will be reopened by removing inserted siding, and
a new door with glass in the top to match the old style door will be used. Mr. Frick and
Mr. Jensen noted that the building code requires at least a 3x3 landing stoop at the door.
Mr. Frick moved to approve the proposed rehabilitation of the Brown Farmhouse. Mr.
Jensen seconded the motion. The measure was approved unanimously, 6~0. Ayes:
Carpenter, Frick, Hill, Jensen, Tanner, Weatherford.
Mr. Hill withdrew due to possible conflict of interest. Ms. Tunner opened the discussion by
noting that the building is currently not locally designated or nationally registered although
requests for both were submitted 5/14/93. Mr. Rieux is leasing the building with an option
to buy and Pour La France is a subtenant. Tonight's discussion is an advisory review of the
final plans for the facade renovations only, prior to recommendation for a DDA grant.
Mr. Lyon presented the amended plans. Detail B of window treatment will be used. The
interior soffit will be painted out blue, set back and dropped down. The storefront system
will be aluminum with an off-white baked -on finish. Blue-green will be used for divided lite
muntins on the transom windows. Windows will be sliders. One sliding glass door to
service the outside dining area will be incorporated.
Blue-green steel channeling complements the signature royal blue of the awnings of pour La
France. Stone Lion awnings will be salmon. The blue-green steel lintels on windows will
match throughout. The frame and brick molding of the second level windows will be the
same blue-green with off-white window sashes. The Stone Lion awning will have a
scalloped valance and no valance or a straight 9" valance on the Pour La France awning.
Ms. Carpenter queried regarding the arrangements for protection from rain for the restaurant
patrons. Mr. Lyon responded that umbrellas were possible and noted that the awning
clearance of 5' might be sufficient. The Pour La France awning ends will be open with 2"
steel nosing and the Stone Lion awning may be closed or open.
Regarding the Pour La France main entry, the channel steel will be 2" thick, mounted on the
surface of the brick and set out in front of the brick.

Ms. Carpenter asked about the door materials. Mr. Lyon responded that the Stone Lion
entrance will use cherry wood doors. Pour La France will use a wood door with true
divided lites (main door to be painted red). Mr. Lyon noted that the wall at the College
Avenue entry of the Stone Lion Book store could be detailed with blond brick to match the
storefront. Mr. Frick asked if the proposed red brick would be the same color as the interior
brick and Mr. Lyon said yes. Ms. Tunner mentioned that James Stratis of the Colorado
Historical Society, said that blond brick and a commercial storefront window would be more
appropriate. Mr. Lyon and Mr. Rieux agreed that the blond brick would be more suitable to
tie into the facade. Mr. Jensen asked if all the entrances would be the same and Mr. Lyon
responded that the College entrance to the second floor would have a wood door and the
staircase to the second floor would remain.
Mr. Lyon mentioned that Pour La France would like an airlock vestibule at the main entry
on West Mountain Avenue. Ms. Carpenter suggested returning with design details if changes
to the exterior are made to incorporate a vestibule. Mr. Frick asked if all brick exposed to
the weather will be blond and Mr. Lyon responded yes.
Mr. Jensen asked if the College Avenue recessed entry window will be like one panel of
window Detail B and Mr. Lyon confirmed that it would. Original blond brick will be
incorporated here. Some used blond brick may need to be used in other parts of the facade
and will be pieced with care and will match previously patched areas in the wall.
Ms. Carpenter asked for any citizen input.
Mr. Beardmore noted that the south side restaurant exposure is a good placement for the
weather in Colorado, affording protection from the north and east winds.
Ms. Ttmner asked if a decision had been made about using 2 or 3 window panels on the
College Avenue entrance to the book store, and it was confirmed that 3 panels will be used
to accommodate a lion sculpture being commissioned by Mr. Rieux.
The precedent of approving the use of aluminum in the storefront was discussed. Ms.
Tuner noted that the NPS does approve aluminum storefronts if they are factory painted and
not bronze or aluminum finish. This treatment meets the need for sliding windows that could
only be achieved at considerable expense otherwise. Mr. Rieux pointed out that aluminum
actually carve into commercial use in the late 1920s, which is about the time of the 1926
remodel of the Welch Block. Use of aluminum stopped at the time of WWII and resumed in
the 1950s.
Mr. Kirk asked about the material used in the valance. Mr. Lyon said it would be Sunbrella
acrylic.

Mr. Tanner noted that the 45 degree angle on the awning in the plans was more in keeping
with the historic look than the more shallow rake shown in one of the sample pictures of
Pour La France. Mr. Lyon confirmed the steeper rake would be used.
Mr. Hill asked whether the streetscape bubbles were being replaced. Mr. Rieux suggested
replacing the deteriorating structures at Mountain Avenue and College Avenue intersection
with trees. Mr. Frank noted that Bruce Hendee, consultant, was looking for input from the
preservation people.
Ms. Tunner noted that the NPS approved of the arched lights, which have a round edged
bottom and a square edged top.
Mr. Lyon noted that signs will be painted on the awnings.
Following is the text of the changes as noted on the drawings:
1. Window Detail B was approved.
2. All doors to be wood and painted or stained as noted.
3. All storefront systems to be aluminum with a baked -on, painted off-white
finish.
4. The outside patio steel railing to be painted green/blue, #5504D.
5. Pour La France awnings to be Pacific Blue Sunbrella acrylic fabric with no
valance. Bookstore awnings to be salmon color (Sunbrella) with scalloped
valance. Awnings to be fixed frame with rake as shown.
6. All steel work to be color #5504D blue/green on all elevations.
7. The brick cornice is not to be painted.
8. Second floor windows to be painted --sash color 582OW Kwal Paint (off-white),
frame and brick mould 5504D blue/green.
9. The College Avenue Bookstore storefront windows will have three windows
(small -large -small) with transoms.

10. All brick exposed to the weather will be new blond or reused blond brick
including the recessed entries to the restaurant and bookstore. The single
window at the College Avenue Bookstore recessed entry will match the Pour
La France storefront windows.
Ms. Weatherford moved to approve the proposed renovation of 107 North College, the
Welch Block with the changes as noted. Mr. Tanner seconded the motion. The motion
passed unanimously, 6-0. Ayes, Carpenter, Frick, Hill, Jensen, Tanner, and
Weatherford.

The HRPP grant funds will be requested to fund the Linden Hotel. Mr. Tanner suggested
that if we screen for grant money we should do it within a system where it is open to all
public and other applicants. Ms. Carpenter noted that Greg Byrne, CPES Director, had
requested an LPC recommendation on the use of the HRPP funds for the Linden Hotel. Ms.
Carpenter will also express LPC concerns about assigning the HRPP money with no plan for
future funding to replace it. The LPC will look into the benefit to the public, such as a
facade easement, in return for the grant. Mr. Frank said the DDA is also investigating these
possibilities.
LPC recommended asking for $82,000 to fund the 1994 Work Plan, which would include a
full-time staff person to implement the projected programs.
Mr. Frank asked for comments on the most recent draft pages of the HRPP. Mr. Frank
suggested hiring an intern to complete the worksheets for historic structures but the
Commission decided to finish the forms themselves. Three meetings were scheduled for
special meeting work sessions - 6:30 pm, on May 26, June 9, and June 23.
Chair Carpenter adjourned the meeting at 8:05 pm.
