HomeMy WebLinkAboutLandmark Preservation Commission - Minutes - 07/14/1993• 0 LANDMARK PRESERVATION COMMISSION Regular Meeting July 14, 1993 Council Liaison: Gerry Horak Staff Liaison: Joe Frank SUMMARY OF MEETING: The Commission approved the minutes of the June 2, 1993 meeting as submitted. The Commission approved the proposal to renovate the facade of 222 Walnut Street with the proviso that staff be given adequate information to enable review for conformance to Historic Old Town Design Guidelines. The Commission approved the following design changes to 107 North College —the Welch Block/Woolworth Building: small window on south facade to be removed; ducts vented through the roof; Pour La France service door to be designed as previously approved and main doors suggested to be French doors without grill. CALL TO ORDER AND ROLL CALL: Commission Chairman Jennifer Carpenter called the meeting to order at 5:39 pm, 281 North College Avenue. Secretary Diane Slater called the roll. Commission members Jennifer Carpenter, Jean Kullman, James Tanner, Ruth Weatherford, and Kirk Winkelmeyer were present. Bud Frick arrived later. Joe Frank and Carol Tunner represented staff. GUESTS: Tom Moore, owner of 222 Walnut Street; Rheba Massey, Local History Coordinator; Jim Cox, of Architecture Plus, representing Jacques Rieux of Stone Lion Bookstore; Sherry Albertson -Clark, Chief Planner. APPROVAL OF JUNE 2, 1993 MINUTES: Ms. Weatherford moved to approve the minutes of the meeting from June 2, 1993, as submitted. Mr. Tanner seconded the motion. The motion passed 5-0. Ayes: Carpenter, Kullman, Tanner, Weatherford, and Winkelmeyer. AGENDA REVIEW: Ms. Tunner added an item under Current Design Review --some design changes to the Woolworth Building. Mr. Frank mentioned that a Commission member is needed to volunteer to work with City Staff on finding a home for the Cunningham Corner Barn. Two meetings in August will be required to go over RFPs. Ms. Carpenter added an entry under Discussion Items --the Linden Hotel. Landmark Preservation Commission Regular Meeting Minutes July 14, 1993 Page 2 STAFF REPORT: Mr. Frank handed out the Agenda Item Summary regarding the Cunningham Corner Barn. Ms. Tunner passed around an updated membership list and samples of the new Steele's paper bags featuring preservation. COMMISSION MEMBERS' REPORTS: Ms. Weatherford reported on the July 6 City Council discussion of the Cunningham Comer Barn. She felt the Council was receptive to the LPC recommendations and adopted the resolution for the barn to go to private property. Mr. Frank commented that the LPC hadn't known of Brad Pace's offer to move the Bam to his property when it recommended moving the barn to public property. Also, the City may pay up to $20,000 for relocation, to come out of the Historic Preservation Fund. Ms. Carpenter suggested that the RFP include a requirement of local designation. CURRENT REVIEW: 222 Walnut Street --Tom Moore. owner --rehabilitation of building facade Ms. Tunner reported that the demolition of the non -historic addition to the upper facade had been completed and the parapet rebuilt. She passed around samples of the awning and two colors of paint to be used for repainting the facade. She pointed out that facade brick is still on the kickplates and the existing storefront will remain. When the upper facade additions had been removed, soft painted brick was exposed. Mr. Moore's presentation was illustrated by staff with recent slides. He stated that he looked for replacement brick as close in size to the original as possible. His choice of colors for the paint scheme are to fit in with colors on the rest of the block. • The new masonry features a corbelled brick cornice and three new sills to replace those destroyed when the facade was previously altered. The damaged lintel bricks have been replaced. He noted that he may need to modify the awning and will attempt to place the belt cornice in its original location. He will use Ms. Tunner's suggestion and put up a piece of sheet metal roofing to protect the top of the belt cornice. In reply to his indecision regarding possible uses for the second floor, Ms. Weatherford noted that condominiums in the Old Town area are increasingly in demand. Mr. Winkelmeyer asked for further information on the decision to paint the facade. Ms. Tunner explained that the guidelines recommend painting if a protective coating is necessary, that most of the brick is already painted, and that the paint will tie the entire facade together visually since these are now different color bricks on the facade. Landmark Preservation Commission Regular Meeting Minutes July 14, 1993 Page 3 Ms. Tunner would like to review and copies of any drawings that go with Building Permit requests. Ms. Carpenter asked if there was any citizen input and there was none. Mr. Tanner moved to accept the proposal to renovate the facade with the provision that staff be given adequate information to enable review for conformance to guidelines set by the LPC. Ms. Weatherford seconded the motion. The motion passed 5-0. Ayes: Carpenter, Kullman, Tanner, Weatherford, and Winkelmeyer. 107 North College. the Welch Block/Woolworth Building --design changes Ms. Tunner read a letter from Dick Hill summarizing proposed design changes to the first floor of the Mountain Avenue facade. Changes were proposed to the bookstore's single door storefront on the south side by the alley. When renovation started, the steel lintel extended further than assumed so a new design is being suggested. This allows for double doors and more wall space between the storefront and the alleyway. Mr. Cox, the architect representing Mr. Rieux, explained that the small currently existing window kept but lengthened in the original redesign would need to be modified because of an interior dropped ceiling. Also, two air (intake and out -take) bathroom vents will need to come out this wall. The proposal is to keep the window short and fill it in with new brick matching the original brick, recessing the fill-in to show where the window was. The lintel and sill would remain. The grill vent would be sympathetic with the rest of the building. The new brick is slightly smaller than the original brick. All brick on that facade from a supposed 1970s remodeling would be replaced with the new brick. Ms. Carpenter asked about using opaque or spandrel glass instead of brick. Ms. Tunner said the NPS does not allow spandrel glass and the LPC has only allowed it if it is not on a primary facade. (Mr. Frick arrived.) In response to Ms. Carpenter's question about the Secretary's standards, Ms. Tunner said that modifications must be made in a way that they can be easily removed and also recommended filling in windows so that the space still reads as a window. Mr. Frank asked if James Stratis of the Colorado Historical Society would need to review the change for state tax credits. Ms. Tunner said yes, and also the LPC must give advisory approval to the DDA since the building is receiving a grant from them. Ms. Massey remarked that the NPS would require a recessed ceiling with frosted glass window. Mr. Frick suggested installing a fan on the fresh air vent so it could be run to the roof. He reasoned that since all the 1970s yellow brick would be gone and the lower facade is a Landmark Preservation Commission Regular Meeting Minutes July 14, 1993 Page 4 renovation and not a restoration, the small window could be completely removed and be in keeping with the rest of the project. Ms. Weatherford made a motion that the window be removed and bricked in, and the ducts to be vented through the roof. The Pour La France service door is to be designed as previously approved (French door without grill ) and the Pour La France main doors are suggested to be French doors without grill. Mr. Frick seconded the motion. The motion passed 6-0. Ayes: Carpenter, Frick, Kullman, Tanner, Weatherford, Winkelmeyer. DISCUSSION ITEMS: Neighborhood Compatibility --Recommendations Sherry Albertson -Clark handed out a draft criterion titled "Relationship to Historic Resources". She is trying to build in more predictability for users. Information could be gathered from the Historic Merit Forms to determine eligibility for landmark designation. Ms. Massey suggested using a picture with a date for a quick determination of need to look further at a site. Based on discussion with the LPC, the introduction will be changed from "structure that is at least 50 years old" to "structures eligible or designated individually or in a district." 122 West Magnolia Street--Trimble/Headdon Residence Ms. Tunner mentioned that this structure may be threatened by demolition. The LPC discussed options and agreed to get an update from the owner. Linden Hotel Ms. Carpenter has been attending meetings with the DDA and others concerning the Linden Hotel. The next meeting will be Wednesday, July 14, at 11:30 am. She said that the LPC may be requested to make a recommendation on the Salvation Army Building and the current Veldman/Moore proposal does not include stabilizing the Linden Hotel by this winter. After some discussion, the LPC agreed to continue to look into ways to stabilize the building this fall. The total cost of stabilization may be between $400,000 and $500,000, according to Jim Reidhead, CSU Stabilization Center. Landmark Preservation Commission Regular Meeting Minutes July 14, 1993 Page 5 OTHER BUSINESS: Inau Ms. Massey handed out a brief history and summary of preservation priorities based on her work with the HRPP forms, which she has completed. The Commission thanked her for finishing the forms. Mr. Frank reminded the Commission that the HRPP Plan will be presented to City Council on August 24. Cunningham Corner Bam Ms. Weatherford volunteered to review the RFP and Ms. Carpenter will backup if necessary. Adjournment Ms. Carpenter adjourned the meeting at 8:47 pm.
