Summary of Meeting: The Commission discussed the Council worksession on the
HRPP scheduled for August 24th.
CALL TO ORDER AND ROLL CALL:
Commission Chair Jennifer Carpenter called the meeting to order at 5:35 p.m., at 281 North
College Avenue. Commission members Jennifer Carpenter, Richard Hill, Ruth Weatherford and
James Tanner were present. Commission members Jean Kullman and Bud Frick arrived later.
Kirk Winkelmeyer had notified staff that he would be absent. Joe Frank represented staff.
GUESTS: Rheba Massey, Local History Coordinator for the Fort Collins Public Library.
STAFF REPORT:
Joe Frank handed out a copy of a memo to City Council updating them on the Linden Hotel.
Joe informed the Commission that the Linden would be on the Council's August 24 worksession
and that the LPC was invited to attend and participate in the discussion.
Joe Frank handed out copies of the three proposals from private citizens to relocate the
Cunningham Barn. Concern was expressed about the use of $20,000 of the Historic
Preservation Funds for moving the barn to private property. The LPC decided to discuss this
issue later when cost estimates were developed by the Purchasing Department.
COMMISSION REPORTS:
Richard Hill asked members to go see the structure which has been recently moved to West
Laurel Street as an example of a "scrape -off".
DISCUSSION ITEM:
The Commission reviewed the draft agenda and an outline of a memo to City Council for the
August 24 worksession. The focus of the worksession will be on addressing the issues raised
by City Council last March -- specifically priorities and outcomes.

The Commission decided that two maps should be prepared for the meeting: 1) a large map
which indicates the priority neighborhoods, priority structures/areas, and outcomes; and 2) a
smaller map which indicates outcomes for each neighborhood.
The Commission will have ten minutes for presentation at the worksession. It was decided that
no formal LPC presentation would be given; the members agreed to add to, clarify, etc. Joe's
presentation.
OTHER BUSINESS:
The designation of the CSU Industrial Sciences Building was discussed. Concern was expressed
about the legality of the designation and CSU's desire that the LPC not have review authority
over alterations to the building. Dick Beardmore, CSU Stabilization Center, was to get back
to staff with more information on the request. A special meeting may be necessary, but a date
was not set.
Bud Frick had information on the building on the west side of Mountain Bell on Magnolia. The
building is vacant and for sale. It is not yet on the market. There are not buyers at this time.
Ms. Carpenter adjourned the worksession at 7:00 pm.
