SUMMARY OF MEETING: The LPC held a public hearing on the HRPP.
CALL TO ORDER AND ROLL CALL:
Commission Chairman Jennifer Carpenter called the meeting to order at 5:36 pm, 281 North
College Avenue. Secretary Diane Slater called the roll. Commission members Jennifer
Carpenter, Richard Hill, Jean Kullman, James Tanner and Ruth Weatherford were present.
Bud Frick and Kirk Winkelmeyer were absent. Joe Frank represented staff.
GUESTS: Rheba Massey, Local Historian at the Public Library; Pavel Bujak of 233 Jefferson;
Susan Hoskinson of 121 N. Grant; Marilyn Roberts of 231 Jefferson; and Kirk E. Jensen of
5220 North Pheasant Lane.
AGENDA REVIEW: There was none.
STAFF REPORT: Mr. Frank briefly summarized the ordinance for the upcoming October 5
City Council meeting which will discuss funding for facade renovation and stabilization for the
Linden Hotel.
COMMISSION MEMBERS' REPORTS: There were none.
DISCUSSION ITEMS:
HRPP PUBLIC HEARING
Mr. Frank welcomed the public by noting that they had received 175 specific suggestions for
improving the Plan and that these suggestions had been incorporated to the extent possible. He
mentioned that at the Oct. 6 worksession, the LPC will decide upon final revisions to the Plan.
On Oct. 25, the Planning and Zoning Board will meet to consider a resolution adopting the Plan.
On Nov. 16, the City Council will hold a public hearing leading to adoption of the Plan.
Mr. Frank explained how the Plan assigns priorities. He also described some of the probable
outcomes of the Plan.
Ms. Carpenter then asked for public input. Mr. Bujak asked what specific measures were being
taken to ensure implementation of the plan, specifically regarding interfacing with other agencies
which may possibly have different agendas. Ms. Carpenter said that a specific goal of the plan
was to ensure cooperation and awareness throughout all arras of city government. Mr. Frank
elaborated by noting specific examples: meeting with building officials and the engineering

department; talking with John Albright of CSU and their internship program; working with
Poudre R-1; and reviewing the transportation plan. Mr. Tanner suggested referring to the last
14 pages of the document for a list of implementing agencies.
Ms. Hoskinson said she appreciates the document and evidence of growing public support for
preservation. Ms. Hoskinson said she also appreciates the emphasis on education rather than
public relations and Ms. Weatherford noted the importance of resources to accomplish education.
Ms. Massey mentioned that she had heard that Mr. Mike Smith had written Mr. Mike Powers
that the Waterworks may not be made available as a trail site and felt that this pointed up the
need to work with other City departments. Ms. Weatherford agreed that this sort of information
should put up a "red flag", such as when the transportation department suggests building roads
through old school sites. Mr. Bujak suggested that what might be needed would be a
Preservation Response Team to act on the most urgent threats and highly recommended that the
LPC give thought to operationalizing this plan. At the least, then citizens would have an agency
to which to report urgent threat information. Mr. Tanner said that there is a need to move
beyond crisis mode and believes that the most successful entities succeed to the degree in which
they are able to respond flexibly to a threat. Mr. Frank agreed that Mr. Bujak's ideas on the
importance of interdepartmental cooperation, a first alert, structured input and operationalization
were valuable.
Ms. Hoskinson referred the group to Appendix B and said that she feels that if the City Council
is looking for lists, that the list compiled in 1986 by the Cultural Resources Board should be
included. Some of the structures on that list would now need to be included on the list of those
no longer existing.
Ms. Roberts said that she felt that the pictures of the old buildings that no longer exist, which
were shown at previous meetings, were particularly important. Mr. Bujak agreed and said that
we cannot afford to lose our sense of loss and visuals are very helpful. Mr. Frank agreed that
the pictures are always of great interest.
The meeting adjourned at 6:30 pm.
